1.      

شیخ علاؤ الدین :

(پیش ہو چکی ہے)

یہ معزز ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ (Resident) اور (Non-Resident) پاکستانیوں کے لئے شرح منافع جو (Non-Resident) کے لئے 7% غیرملکی کرنسی پر اور ملکی کرنسی پر 11% تک دیا جا رہا ہے۔ جبکہ (Resident) پاکستانیوں کو غیرملکی کرنسی پر مشکل سے 1% اور پاکستانی کرنسی پر 3% سے 4% دیا جا رہا ہے اور (Resident) پاکستانیوں سے اس منافع پر بھی 35% تک ٹیکس لیا جا رہا ہے جبکہ (Non-Resident) سے منافع کی حد کے قطع نظر صرف 10% لیا جا رہا ہے۔ اس ظلم اور زیادتی کو فوری طور پر ختم کیا جانا ضروری ہے اور یکساں شرح منافع کا ملنا انتہائی ضروری ہے۔

 

 

2.      

سید حسن مرتضیٰ:

ملک بھر کے رہائشیوں کے لئے اناج، سبزی، فروٹ حتیٰ کہ کھانے پینے کی ہر چیز کسان پیدا کرتا ہے اور پاکستان میں موجود ہر صنعت کو خام مال بھی کسان ہی مہیا کرتا ہے لیکن پاکستان کے معرض وجود میں آنے سے لے کر آج تک کسان نظر انداز ہوتا چلا آ رہا ہے۔ موجودہ حکومت نے اعلان کیا ہوا ہے کہ پنجاب کے ہر کسان کو کسان کارڈ ملے گا۔  ہونا تو یہ چاہئے کہ پنجاب بھر میں کھاد کے جتنے سٹورز ہیں کسان کسی بھی کھاد کے سٹور پر جا کر کسان کارڈ دکھائے اور اپنی ضرورت کے مطابق فلیٹ ریٹ پر کھاد حاصل کرے تب کسان سبسڈی سے مستفید ہو سکتا ہے۔ لہذا پنجاب اسمبلی کا یہ منتخب ایوان حکومت سے اس بات کا مطالبہ کرتا ہے کہ کسان کو تمام کھادیں فلیٹ ریٹ پر مہیا کی جائیں۔

 

 

3.      

چودھری افتخار حسین چھچھر:

صوبہ پنجاب میں محکمہ تعلیم میں متعدد کیسز ایسے دیکھنے کو ملے ہیں جہاں میل اور فی میل اساتذہ کو اکٹھے کام کرنے کی وجہ سے مسائل پیدا ہو رہے ہیں اور اس سے بہت سے ناخواشگوار واقعات بھی وقوع پذیر ہوئے ہیں۔ لہذا یہ ایوان مطالبہ کرتا ہے کہ جہاں جہاں میل اور فی میل اساتذہ اکٹھے کام کر رہے ہیں انہیں ان کی جنس کے مطابق سکولوں میں ٹرانسفر کر دیا جائے تاکہ کسی بھی ناخوشگوار واقعہ سے بچا جا سکے۔

 

 

4.      

جناب صہیب احمد ملک:

تحصیل بھلوال جس کی آبادی 357331 ہے جو ضلع سرگودھا کی سب سے بڑی تحصیل ہے جس سے دو تحصیلیں تحصیل بھیرہ جس کی آبادی 315148 اور تحصیل کوٹ مومن جس کی آبادی 453562 ہے۔ تحصیل بھیرہ کی مشرقی سرحد ضلع منڈی بہاؤالدین سے اور تحصیل کوٹ مومن کی سرحد حافظ آباد اور تحصیل پھالیہ سے ملتی ہے اس طرح دونوں تحصیلوں کا فاصلہ سرگودھا شہر سے تقریباً 100 کلومیٹر سے زیادہ بنتا ہے جس سے عوام کو سرگودھا شہر جانے کے لئے شدید مشکلات کا سامنا کرنا پڑتا ہے۔ لہذا صوبائی اسمبلی پنجاب کا یہ معزز ایوان حکومت سے پُرزور سفارش کرتا ہے کہ تحصیل بھلوال، تحصیل بھیرہ اور تحصیل کوٹ مومن کو شامل کر کے تحصیل بھلوال کو ضلع کا درجہ دیا جائے۔

 

 

5.      

جناب محمد ارشد ملک:

معزز لاہور ہائی کورٹ لاہور نے رٹ پٹیشن نمبر WP.No. 7122/2017 محمد شفیق الرحمان بنام وفاق پاکستان کی شنوائی کرتے ہوئے اپنے حتمی فیصلے میں وفاقی حکومت اور پاکستان بیورو آف شماریات (Pakistan Bureau of Statistics)  کو حکم دیا تھا کہ مردم شماری کے عمل کے دوران Special Persons  کی حقیقی تعداد کو صنفی بنیادوں پر شمار کرنے کیلئے فارم 2 میں افراد کی اقسام کے گنتی کے کوڈز کی تعداد بڑھائی جائے۔ لہذا یہ صوبائی اسمبلی، صوبائی حکومت سے مطالبہ کرتی ہے کہ وہ وفاقی حکومت سے اس امر کی سفارش کرے کہ چھٹی مردم شماری کے عبوری نتائج کی روشنی میں ملکی آبادی میں Special Persons اور خواجہ سرا کے صوبہ وار اعداد و شمار فوری جاری کئے جائیں تاکہ متعلقہ صوبائی حکومتیں ان اعداد و شمار کی روشنی میں آئندہ بجٹ میں ان افراد کی فلاح و بہبود کیلئے حقیقی بجٹ مختص اور موثر اقدامات کرنے کے قابل ہوں۔

 

 

6.      

محترمہ خدیجہ عمر:

اس معزز ایوان کے مشاہدہ میں ہے کہ خواتین خصوصاً بچوں اور بچیوں سے جنسی زیادتی کے واقعات میں روز بروز اضافہ ہو رہا ہے۔ جو پنجاب اور پاکستان کے عوام کے لئے شدید باعث تشویش ہے اور عوام خوف و ہراس میں مبتلا ہیں۔ ہر روز تمام اخبارات میں ایسے اندوہناک واقعات رپورٹ ہو رہے ہیں اور یہ کہنے میں کوئی دو رائے نہیں کہ غیر معمولی حالات پیدا ہو چکے جن سے نمٹنے کے لئے غیرمعمولی اقدامات کی ضرورت ہے۔ لہذا یہ ایوان مطالبہ کرتا ہے کہ ہر سطح پر جنسی زیادتی کے ناسور کے خاتمہ کے لئے پوری قوت سے فوری اور دائمی اقدامات کئے جائیں۔

 

         

 

 

(موجودہ قراردادیں)

 

1.      

محترمہ خدیجہ عمر:

یہ ایوان بڑی شدت اور سنجیدگی سے محسوس کرتاہے کہ پاکستان میں Transgender  افراد کی 99فیصد تعداد نہایت کسمپرسی اور دُکھ بھری زندگی گزار رہی ہے۔ ان کی اکثریت بھیک مانگنے پر مجبور ہے۔ اس کے برعکس مہذب معاشروں میں Transgender  سے عام افراد کی طرح سلوک کیا جاتا ہے جہاں وہ ہر شعبہ زندگی میں بغیر کسی احساس کمتری (Inferiority Complex) کے اپنے فرائض منصبی ادا کرتے ہیں اور عام لوگوں کا رویہ بھی ان سے برابری کا ہوتا ہے لیکن یہ ایک ستم ہے کہ ہمارے ملک میں ہر جگہ وہ تضحیک اور عدم تحفظ کا شکار ہیں۔ ان وجوہات کی بناء پر یہ  ایوان مطالبہ کرتا ہے کہ حکومت پاکستان صوبائی حکومتوں کے ساتھ مل کر Transgender  افراد کی تعلیم و تربیت بشمول فنی تعلیم کے لئے ایک جامع منصوبہ بنائے، ان کے والدین کو ان کی ابتدائی تعلیم دلوانے کے حوالے سے پابند کرے اور ان کو زندگی کے ہر شعبے میں اپنا کردار ادا کرنے کے قابل بنایا جائے تاکہ وہ معاشرے میں باعزت زندگی گزار سکیں۔ حکومت اپنی ذمہ داری پوری کرے، ان کو حالات کے رحم و کرم پر نہ چھوڑے اور ان کی زندگی آسان بنانے کے لئے حکومتی اور پرائیویٹ اداروں میں ان کی ملازمتوں کو یقینی بنائے۔۔

 

 

2.      

محترمہ عظمیٰ کاردار:

معاشرے سے انتہا پسندی کے خاتمے اور امن و ہم آہنگی کے فروغ کے لئے خواتین کا کردار انتہائی اہم ہے کیونکہ ایک خاتون پورے معاشرے کو پروان چڑھاتی ہے۔ اسی سلسلے میں سٹینڈنگ کمیٹی برائے جنڈرمین سٹریمنگ نے ایک خواتین امن کونسل تشکیل دی ہے جس کی پیٹرن ان چیف مسز گورنر پنجاب اور کنوینیئر چیئرپرسن سٹینڈنگ کمیٹی برائے جینڈر مین سٹریمنگ کو بنایا گیا، اس کونسل میں مختلف شعبہ ہائے زندگی کی خواتین شامل ہیں، جس میں پنجاب کی مختلف یونیورسٹیز کی خواتین وائس چانسلرز، تمام سیاسی جماعتوں کی خواتین ایم پی ایز، سوشل ورکرز، ٹرانسجینڈرز، خصوصی خواتین اور اقلیتی نمائندگی شامل ہے۔ یہ ایوان مطالبہ کرتا ہے کہ اس خواتین امن کونسل کو قانونی حیثیت دی جائے اور معاشرے میں امن و امان کے فروغ اور ہم آہنگی کے لئے خواتین کے کردار کو بڑھانے کے لئے اقدامات کئے جائیں۔

 

 

3.      

محترمہ شعوانہ بشیر:

صوبے میں خواتین پر ہونے والے تشدد، ریپ، قتل اور جنسی ہراسگی کے بڑھتے ہوئے واقعات میں خوفناک حدتک اضافہ ہو رہا ہے۔ اسکے ساتھ ساتھ معصوم بچوں پر ہونے والے جنسی تشدد اور قتل کے واقعات معاشرے میں خوف و ہراس کا باعث بن رہے ہیں۔ اس لئے اس ایوان کی رائے ہے کہ ایسے واقعات کی روک تھام کیلئے ان مقدمات کا جلدازجلد فیصلہ کیا جائے اور ان ملزمان کو سخت سے سخت سزا دی جائے تاکہ معاشرے میں امن اور انصاف کی فضا قائم ہوسکے۔

 

 

 

 

4.      

جناب محمد عبداللہ وڑائچ:

اس ایوان کی رائے ہے کہ پنجاب حکومت مسافر گاڑیوں میں زائد المعیاد گیس سلنڈر کے استعمال پر فوری پابندی لگائے اور اس پر سختی سے عمل کرایا جائے۔

 

 

5.      

محترمہ عنیزہ فاطمہ:

صوبائی دارالحکومت لاہور میں رواں سال ہونے والے زیادتی کے مقدمات کی تعداد میں اضافہ ہو گیا ہے۔ رواں سال میں ابتک 369 مقدمات کا اندراج کیا گیا ہے۔ لاہور میں رواں سال ہونے والے زیادتی کے مقدمات کی تعداد میں تیزی سے اضافہ ہو رہا ہے۔ انویسٹی گیشن پولیس میں رواں سال کے اب بھی 113 کیسز زیرتفتیش ہیں۔ انویسٹی گیشن پولیس نے 42 متاثرہ خواتین کے میڈیکل بھی نہ کروائے۔ ناقص تفتیش کی وجہ سے 91 کیسز میں ڈی این اے ہی تاخیر سے کروایا گیا۔ سب سے زیادہ زیادتی کے کیسز صدر ڈویژن میں رپورٹ ہوئے جن کی تعداد 97 رہی۔ کینٹ ڈویژن جنسی زیادتی کے کیسز میں دوسرے نمبر پر رہا جن کی تعداد 80 ہے۔ ماڈل ٹاؤن ڈویژن میں رواں سال 73 جبکہ سٹی ڈویژن میں 56 مقدمات رپورٹ ہوئے۔ لہذا اس ایوان کی وساطت سے مطالبہ ہے کہ فوری طور پر پولیس ریفارمز خاص طور پر پولیس کے تفتیشی نظام میں اصلاحات لائی جائیں اور مذکورہ مقدمات میں ملوث افراد کے خلاف سخت سے سخت کارروائی کی جائے۔

Questions relating to Labour & Human Resource Department were asked and answered by Mr Ansar Majeed Khan Niazi, the concerned Minister.

 

Zero Hour

 

Nine Zero Hour Notices were taken up. The Notice of Ms Sajida Begum moved on 22-06-2021 that in violation of monthly salary fixed @ Rs.17,500/- by the Government Pioneer Cement Factory Khushab was paying Rs.15,000/- to its workers, who also raised their voice and protested against this injustice. Consequently, Factory Administration started paying them salary fixed by the Government but lodged fake complaint in the Police Station against Mr Imran, one of its workers who was a cancer patient, was dispose of after replied by the concerned Minister. The Notice of Mr Sami Ullah Khan moved on 22-06-2021 that the approved project of Ring Road Rawalpindi was changed by the administration to favor many private housing schemes and politicians hence, bringing a loss of Rs.25 billion to the national exchequer, the Notice of Mr Sohaib Ahmed Malik moved on 13-07-2021 that there was no parking stand in Tehsil Headquarters Hospital Bhalwal but parking fee @ Rs.10, 20 and 50 was being charged in the name of parking stand since long. Each year this point was tendered but hospital authorities had not constructed its own parking stand, the Notice of Mr Nasir Mahmood moved on 24-09-2021 regarding underground water that had become salted in different highly populated villages of Constituency PP-27 Jhelum Tehsil Pind Dadan Khan, the Notice of Mr Muhammad Tahir Pervaiz moved on 24-09-2021 regarding Faisalabad City was flooded with rain water resulting in traffic jams, the Notice of Mr Muhammad Arshad Malik moved on 24-09-2021 that in Gujranwala, different factories and Institutions were disposing of their used/wasted water through illegal bore hence, contaminating underground drinking water resulting in various diseases occurring to the inhabitants, the Notice of Ms Sajida Begum moved on 24-09-2021 regarding death of 2 ½ months old infant due to preventive vaccination and District Health Officer Khushab exonerated the doctors in inquiry proceedings responsible for this mishap, the Notice moved by Ms Shazia Abid regarding death of a six years old boy due to negligence of a doctor injecting wrong injection while busy on a phone at Jampur Tehsil Headquarters Hospital and the Notice moved by Ms Neelum Hayat Malik regarding death of a patient at District Headquarters Hospital Kasur because the dialyses machine was out of order for the last fifteen days and shortage of medical facilities in male/female surgical for the last two months, were kept pending as the concerned Ministers were not present.

On a motion moved by Mr Muhammad Abdullah Warraich, the House granted leave to introduce The University of South Asia, Lahore (Amendment) Bill 2021”, which was later introduced by him.

 

Suspension of Rules

 

On a motion moved by Mr Muhammad Abdullah Warraich, the House granted leave that the requirements of Rule 93, 94, 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with in terms of Rule 234 of the Rules ibid, for immediate consideration of The University of South Asia, Lahore (Amendment) Bill 2021”, which was later passed by the House.

Mr Sajid Ahmed Khan and Ms Khadija Umar moved "The Institute of Management and Applied Sciences Khanewal Bill 2021” and “The Aspire University Lahore Bill 2021”, respectively as recommended by the Special Committee No 9, be taken into consideration at once, which were later passed by the House.

 

Suspension of Rules

 

On separate motions moved by Mr Ammar Yasir, Minister for Mines & Minerals and Mr Sajid Ahmed Khan, in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions which were unanimously passed by the House:

 

Resolution

 

Mr Ammar Yasir, Minister for Mines & Minerals moved a Resolution to exhibit in golden letters/words the following full Verse No.40 of Surat Al-Ahzab and Hadith of Prophet Muhammad with translation on the entrances of Government offices and District entrances in Punjab in accordance with the precedent set out in the new building of Punjab Assembly.

 

Verse No.40 of Surat Al-Ahzab

 

“Muhammad is not the father of any man among you but he is the messenger of Allah and the seal of the Prophets; and Allah is ever aware of all things”

 

Hadith of Hazrat Muhammad

 

“And indeed there shall be thirty imposters in my ummah, each of them claiming that he is a Prophet. And I am the last Prophet; there is no Prophet after me.”

 

Resolution

 

Mr Sajid Ahmed Khan moved a Resolution expressing deep sorrow over the sad demise of Syed Ali Shah Gillani, Chairman, All Parties Hurriyat Conference who died in the Indian custody. He was a great Kashmiri leader, who was bold, brave and loyal. He always raised his voice for the rights of Kashmiris and promoted their freedom struggle before the world in an effective way and stood strong against the atrocities of Indian Army. The House paid tributes for his everlasting services that he contributed for the right of self-determination of Kashmiri people. The House condemned the snatching of his dead body, his forceful burial at midnight, impeaching his fundamental rights, his burial not in “Graveyard of Shohda” in accordance with his will and not allowing Kashmiris to participate in his Namaz-e-Janaza. The House demanded UNO and International Human Rights Organizations to take notice of this brutal incident and use their influence to stop Indian Government from such atrocities against Kashmiris and allow burial of dead body of Syed Ali Shah Gillani in the “Graveyard of Shohda” according to the wishes of his heirs and in accordance with Islamic traditions.

 

Privilege Motions

 

Two Privilege Motions were taken up. The Privilege Motion moved by Ms Sajida Begum regarding misbehavior of Dr Farrukh, Tehsil Headquarters Hospital, Khushab, with the Member concerned and the second Privilege Motion moved by Ms Uzma Kardar regarding misbehavior of Ms Naila Gujjar, Headmistress, Higher Secondary School Rangers, Lahore, were kept pending as the concerned Ministers were not present.

 

Adjournment Motions

 

Eighteen Adjournment Motions were taken up. The Motion of Mr Naseer Ahmad moved on 04-10-2018 regarding closure of Kilns from 20 October to 31 December 2018 to control smog and instead of using modern technology by the Government to control smog, the Punjab Environment Protection Department had issued a letter in this regard to Kiln owners resulting in restlessness among workers and owners, the Motion of Choudhary Ashraf Ali moved on 10-12-2018 regarding increase in the air pollution and viral diseases due to the smoke emitting vehicles specifically in District Gujrat as well as across the whole Province of Punjab, despite the fact that District Government on one hand was arranging walk and seminars in Gujrat on smog awareness among public, two Motions of Sheikh Alla-ud-Din one moved on 14-01-2019 regarding commission of various crimes and sinful activities on the shrines of saints in connivance with police and staff of Auqaf Department and measures were required to be taken to curb these activities following the footsteps observed and practiced on the shrine of Hazrat Ayub Ansari in Turkey, the other Motion moved on 14-03-2019 demanding the Provincial Government to make clear policy about the migrants coming to Lahore from different cities of Pakistan as they were undocumented and were lacking the basic facilities, the Motion of Ms. Rabia Naseem Farooqi  moved on 25-04-2019 regarding massive use of drugs and narcotics by youth in Lahore and its open sale in educational institutions resulting in five deaths in a month occurring due to lack of measures by the government, the Motion of Mr. Muhammad Safdar Shakir  moved on 29-07-2019 regarding repair of waste water drainage located at Mamu Kanjan, Municipal Committee coming from Faisalabad and full of industrial waste harmful for the residents of the area, the Motion of Ms. Hina Pervaiz Butt moved on 19-12-2019 regarding brick kilns were working without adopting zigzag technology at Nankana Sahib despite ban imposed for a month by the Government of the Punjab to produce bricks to control air pollution and secondly, bricks were sold on high price in violation of rates fixed by the Government, the Motion of Syed Ali Haider Gilani  moved on 24-12-2019 regarding political victimization of Rana Sajjad, a candidate of MPA of Pakistan Peoples Party from Multan against whom illegal FIRs and a case of MPO-3 had been lodged by the Government so that he could not get bail for a certain period, the Motion of Ms. Mehwish sultana moved on 27-12-2019 regarding installation of two new potassium plants in District Chakwal by Asian Precious Mineral one at Dahriala Kahon village of Tehsil Chua Saiden Shah and the other at village Kahot of Kallar Kahar without giving public hearing to the residents of the said areas, since it would be harmful for agricultural land and would also increase environmental pollution, three Motions of Syed Hassan Murtaza  one regarding deputation of Grade-19 Officer against the post of Executive Director of Lahore Arts Council Al-Hamra, in violation of regulations wherein, officer of Grade-20 or 21 could be appointed against this seat because he enjoyed the powers of officer in category-I and secondly, this seat had a number of responsibilities, the other Motion moved on 12-05-2020 regarding deposit of extra fee by BDS students amounting to Rs.2,38,824/- as demanded by the Administration of Fatima Memorial Hospital College of Medicine and Dentistry Shadman Lahore, on completion of their fourth year exams and waiting for House Job in violation of Supreme Court orders that private medical colleges could not increase fee, the third Motion moved on 17-07-2020 regarding notification issued by Colonies Department, Government of the Punjab, in terms of which Government land allotted to tenants within prohibited zone would be taken back and re-auctioned in the times when the country was in extreme financial crisis due to Corona and locust attack and tenants were suffering from critical financial conditions, hence, there agreement should be extended for three years, the Motion of Ms. Khadija Umer moved on 16-07-2020 that in 2004 “The Punjab Government Servants Housing Foundation Act” was passed, aiming at provision of house ownership by the Punjab Government to the government employees on retirement and amount was deducted from their salaries. After change of Government, the real spirit of this legislation was subdued/called off through an amendment and the house ownership was changed to the plot ownership, which was not even executable and thousands of government employees were  unsuccessful to get plot according to their option, the Motion of Ms Shazia Abid moved on 16-07-2020 regarding non-payment of death benefits to the widow of Mr Gulzar Ahmad (Late) employee of Local Government & Community Development Department, Tehsil Athara Hazari, District Jhang, due to the negligence and careless attitude of the said Department and induction of one of her daughter in the Department in terms of Rule 17-A of Punjab Civil Servants (Appointment & Conditions of Service) Rules 1974 and the Motion of Mr Sami Ullah Khan moved on 27-07-2020 regarding death of 6-year-old Hareem Fatima daughter of Mr Muhammad Imran resident of Shahdara Lahore due to kite twine cutting her throat and constant increase in number of such incidents in Punjab especially in Lahore and inability/inefficiency of the Police Department to take action against the culprits, were kept pending. The Motion of Ms. Raheela Naeem moved on 22-01-2019 regarding reduction of subsidy on public transport in upcoming Budget which would bring financial burden on the general public for whom public transport was the necessity of the time, the Motion of Ms. Neelum Hayat Malik moved on 28-02-2019 regarding vulgarity and sub-standard topics/content shown in TV dramas and the Motion of Mr. Muhammad Abdullah Warraich  moved on 26-12-2019 regarding four hundred buses which had been off road by Lahore Transport Company due to its restructuring hence, creating problems for the masses, were disposed of after replied by the concerned Ministers.

 

Resolutions in the Public Interest

 

Resolutions kept pending on August 13, 2021

 

1.         The Resolution of Sheikh Alla-ud-Din that profit rate for Resident and Non-Resident Pakistanis was different. Non-Residents were receiving profit @ 7% on foreign currency and 11% on local currency; while Residents were receiving profit @ 1% on foreign currency and 3 to 4 % on Pakistani currency, which had also tax deduction @ 35% and demanded the Federal Government to immediately equalize the profit rate, was kept pending as the concerned Minister was not present.

 

2.         The Resolution of Syed Hassan Murtaza that farmers had been ignored since inception of Pakistan, who produced food for Pakistanis and raw material for industry and demanded to provide fertilizer to the farmers on flat rate to give them subsidy, was dispose of as the Mover was not present.

 

3.          Ch Iftikhar Hussain Chhachhar moved a resolution that several incidents had occurred in Education Department in Punjab where male and female teachers work together and various problems arise including unpleasant incidents and demanded that wherever male and female teachers work together should be transferred to schools according to their gender to avoid such unpleasant incidents, was not passed by the House.

 

4.         Mr Sohaib Ahmed Malik moved a resolution demanding the Government to give the status of District to Tehsil Bhalwal after including Tehsil Bhalwal, Tehsil Bhera and Tehsil Kot Momin into it, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

5.         Mr. Muhammad Arshad Malik moved a resolution and demanded the Provincial Government to recommend the Federal Government that in the light of six censuses it should instantly issue province wise statistics of special persons and trans-genders so that respective provincial governments in the light of these statistics could fix exact budget in the next annual budget for their welfare and could take effective measures, was not passed by the House.

 

6.            Ms Khadija Umer moved a resolution that it had been observed that there was manifold increase in the incidents of sexual abuse especially of women and children which was causing a sense of fear and despair in general public. Such cases were reported on daily basis leading to extra ordinary circumstances for which extra ordinary steps were required to deal with them and demanding to take instant and eternal measures on every level for the eradication of sexual abuse, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

Current Resolutions

 

1.         Ms Khadija Umer moved a resolution that it was seriously felt that 99% of trans-genders in Pakistan were leading impoverished life and were compelled to beg. Whereas, in civilized societies they were treated like normal persons and they perform their duties in all the fields of life without inferiority complex and they were treated with equality but in our society they were ridiculed and felt insecure. The resolution demanded the Federal Government that in coordination with the Provincial Governments it should devise a comprehensive project to educate them especially giving them skilled education, their parents should be made responsible to give them initial education and trans-genders should be allowed to perform their role in every field of life so that they could lead a respectable life in the society. The Government should perform its duty and they should not be left on the mercy of circumstances hence, government and private institutions should create jobs for them, was unanimously passed by the House.

 

2.         Ms Uzma Kardar moved a resolution that the role of women was very necessary to eradicate extremism in society and promote tranquility and harmony. In view of this Standing Committee on Gender Mainstreaming formed a Women Aman Council comprising Mrs Governor Punjab as its Patron-in-Chief and Chairperson, Standing Committee on Gender Mainstreaming as its convener and also included women from different fields of life. The resolution demanded to give legal status to this Women Aman Council and take steps to increase role of women to bring peace and harmony in the society, was withdrawn and disposed of.

 

3.         Ms Shawana Bashir moved a resolution that there was alarming increase in the incidents of violence against women, their rape, murder and sexual harassment in the province alongwith sexual abuse and killing of children which was becoming the reason of fear and despair in the society. To curtail such incidents there should be early disposal of cases and guilty should be punished rigorously to promote a sense of peace and justice in the society, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

4.         The resolution of Mr. Muhammad Abdullah Warraich demanding the Punjab Government to put ban on expired gas cylinders used in the vehicles for passengers and implement it strictly, was disposed of as the Mover was not present.

 

5.         Ms Aneeza Fatima moved a resolution that there was manifold increase in the running year in the cases of abuse in Lahore the provincial capital. The highest number of cases was reported in Saddar Division, then in Cantt. Division, Model Town Division remained on third number and city division was on No.4. The resolution demanded to immediately bring Police reforms especially in the investigation system of Police and accused involved in the cases mentioned above should be strictly proceeded against, was not passed by the House.

"پنجاب اسمبلی کا یہ ایوان اس سعادت پر اللہ تعالیٰ کا شکر ادا کرتا ہے کہ پنجاب اسمبلی کی نئی عمارت کو ختم نبوتﷺ کے متعلق قرآن پاک کی سورة الاحزاب کی آیت نمبر 40 اور حدیث مبارکہ بحوالہ رواہ ابوداؤد 4252 و ترمذی 2219 ترجمے کے ساتھ سنہری حروف میں مزین کیا گیا ہے۔ اللہ کے آخری نبی حضرت محمدﷺ نے فرمایا: "تحقیق عنقریب میری اُمت میں 30 جھوٹے دجال کھڑے ہوں گے اُن میں سے ہر ایک دعویٰ کرے گا کہ وہ نبی ہے حالانکہ میں آخری نبی ہوں میرے بعد کوئی نبی ہونے والا نہیں" یہ ایوان حکومت پنجاب سے اس امر کا مطالبہ کرتا ہے کہ ختم نبوتﷺ سے متعلق یہی قرآن پاک کی مکمل آیت اور مکمل حدیث مبارک ترجمے کے ساتھ پنجاب کے تمام سرکاری دفاتر اور ضلعی داخلی حدود میں سنہری حروف میں نمایاں مقام پر آویزاں کی جائیں۔"

"پنجاب اسمبلی کا یہ ایوان کشمیری راہنما کل جماعتی کانفرنس کے چیئرمین سید علی شاہ گیلانی کی بھارتی حراست میں وفات پر گہرے رنج و غم کا اظہار کرتا ہے۔ عظیم کشمیری راہنما سید علی شاہ گیلانی جو کہ باہمت، نڈر اور مخلص راہنما تھے انہوں نے ہمیشہ کشمیریوں کے حقوق کی آواز بلند کی اور کشمیریوں کی جدوجہد آزادی کی تحریک کو موثر انداز میں دُنیا کے سامنے پیش کیا اور بھارتی افواج کے ظلم و جبر کے سامنے سیسہ پلائی دیوار کی طرح کھڑے رہے اور کبھی بھی ان کا عزم اپنے بنیادی حقوق آزادی حاصل کرنے کی جدوجہد سے متزلزل نہ ہوا۔ یہ ایوان ان کو ان کی حق خودارادیت کے لئے لازوال جدوجہد پر خراج تحسین پیش کرتا ہے۔ یہ ایوان معترف ہے کہ سید علی شاہ گیلانی نے مقبوضہ کشمیر میں "ہم پاکستانی ہیں اور پاکستان ہمارا ہے" کا نعرہ لگا کر اپنی آنے والی نسلوں کے لئے ایک منزل کا تعین کر دیا ہے۔ پنجاب اسمبلی کا یہ ایوان سید علی شاہ گیلانی کی میت چھیننے اور طاقت کے زور پر بھارتی فورسز کی عظیم کشمیری راہنما کی رات کے اندھیرے میں جبری تدفین کرنے، ان کا بنیادی حق سلب کرنے، ان کی وصیت، ورثاء اور کشمیریوں کی خواہش کے مطابق شہداء کے قبرستان میں تدفین نہ کرنے اور ان کی نماز جنازہ میں کشمیریوں کو شرکت کی اجازت نہ دینے پر سخت مذمت کرتا ہے۔  یہ ایوان اقوام متحدہ اور عالمی انسانی حقوق کی تنظیموں سے مطالبہ کرتا ہے کہ وہ اس انسانیت سوز واقعہ کا نوٹس لیں اور کشمیریوں پر ہونے والے مظالم رکوانے کے لئے بھارتی حکومت پر اپنا اثر و رسوخ استعمال کریں اور بزرگ کشمیری راہنما سید علی شاہ گیلانی کے ورثاء کی خواہش کے مطابق ان کی میت کو مناسب اسلامی رسومات کے ساتھ شہداء کے قبرستان میں دفن کیا جائے۔"

"یہ ایوان بڑی شدت اور سنجیدگی سے محسوس کرتاہے کہ پاکستان میں Transgender  افراد کی 99فیصد تعداد نہایت کسمپرسی اور دُکھ بھری زندگی گزار رہی ہے۔ ان کی اکثریت بھیک مانگنے پر مجبور ہے۔ اس کے برعکس مہذب معاشروں میں Transgender  سے عام افراد کی طرح سلوک کیا جاتا ہے جہاں وہ ہر شعبہ زندگی میں بغیر کسی احساس کمتری (Inferiority Complex) کے اپنے فرائض منصبی سرانجام دیتے ہیں اور عام لوگوں کا رویہ بھی ان سے برابری کا ہوتا ہے لیکن یہ ایک ستم ہے کہ ہمارے ملک میں ہر جگہ وہ تضحیک اور عدم تحفظ کا شکار ہیں۔ ان وجوہات کی بناء پر یہ  ایوان مطالبہ کرتا ہے کہ حکومت پاکستان صوبائی حکومتوں کے ساتھ مل کر Transgender  افراد کی تعلیم و تربیت بشمول فنی تعلیم کے لئے ایک جامع منصوبہ بنائے، ان کے والدین کو ان کی ابتدائی تعلیم دلوانے کے حوالے سے پابند کرے اور ان کو زندگی کے ہر شعبے میں اپنا کردار ادا کرنے کے قابل بنایا جائے تاکہ وہ معاشرے میں باعزت زندگی گزار سکیں۔ حکومت اپنی ذمہ داری پوری کرے، ان کو حالات کے رحم و کرم پر نہ چھوڑے اور ان کی زندگی آسان بنانے کے لئے حکومتی اور پرائیویٹ اداروں میں ان کی ملازمتوں کو یقینی بنائے۔"
