Fateha

The House offered Fateha for Dr. Abul Hassan Ansari, who drafted manifesto of Pakistan Tehreek-e-Insaf, Shohda-e-APS and Saqoot-e-Dhaka.

Question Hour

Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and answered by Malik Taimoor Masood, the concerned Parliamentary Secretary.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Ms Mehwish Sultana regarding murder of Malik Arab at Village Sidhandi, UC Arra, Tehsil Choua Saiden Shah, District Chakwal on 27 November 2021 and the second Notice moved by Mr Khalil Tahir Sindhu regarding an incident occurred on 11 December 2021 wherein ex-Constable Mr Sajid alongwith his nine companions armed with weapons did aerial firing in the wedding ceremony of son of Mr Wazir Masih, stripping the women naked, set the whole house on fire and looting valuables within the premises of Madina Town, Gali No.20, Farooqabad, Police Station Mansoorabad, District Faisalabad, were disposed of after replied by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Privilege Motion

The Privilege Motion moved by Ms Sajida Begum regarding launch of character assassinating campaign of the Member concerned by Dental Dr. Surgeon Ghulam Abbas, District Headquarters Hospital, Khushab and other Officers of District Health Authority, Khushab, was kept pending till Monday, 20 December 2021.

Adjournment Motions

Three Adjournment Motions were taken up. The Motion of Sheikh Alla-ud-Din moved on 14-03-2019 demanding the Provincial Government to make clear policy about the migrants coming to Lahore from different cities of Pakistan as they were undocumented and were lacking the basic facilities, the Motion of Ms. Khadija Umer moved on 16-07-2020 that in 2004 “The Punjab Government Servants Housing Foundation Act” was passed, aiming at provision of house ownership by the Punjab Government to the government employees on retirement and amount would be deducted from their salaries. After change of Government, the real spirit of this legislation was subdued/called off through an amendment and the house ownership was changed to the plot ownership, which was not even executable and thousands of government employees were  unsuccessful to get plot according to their option and the Motion of Ms Shazia Abid moved on 16-07-2020 regarding non-payment of death benefits to the widow of Mr Gulzar Ahmad (Late) employee of Local Government & Community Development Department, Tehsil Athara Hazari, District Jhang, due to the negligence and careless attitude of the said Department and induction of one of her daughter in the Department in terms of Rule 17-A of Punjab Civil Servants (Appointment & Conditions of Service) Rules 1974, were kept pending because the concerned Ministers/Parliamentary Secretaries were not present.

Suspension of Rules

On a motion moved by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

Resolution

Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved a Resolution condemning an unfortunate, in-human and un-Islamic incident took place in Sialkot, which made the whole nation to bow down its head in shame. Neither Islam nor the Constitution of Pakistan allowed anyone to take law into its own hands. This tragic incident has tarnished the image of Islam and Pakistan across the world. The promotion of fanaticism was indicating occurrence of intense situation in Pakistan. The House demanded the federal and provincial government to conduct a transparent inquiry into this incident to expose the motives behind it and that appropriate steps could be taken to prevent such incidents in future.

General Discussion on the Recent Incident Happened in Sialkot

General Discussion on the recent incident happened in Sialkot was initiated by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. Mr Khalil Tahir Sindhu, Syed Sumsam Ali Shah Bukhari, Ch Zaheer Ud Din, Mr Sami Ullah Khan, Ms Uzma Kardar, Mr Muhammad Hashim Dogar, Minister for Population Welfare, Mr Naseer Ahmad, Ms Zakia Khan, Ms Neelum Hayat Malik and Mr Tariq Masih Gill participated in the discussion.

The House was then adjourned at 06:05 p.m. to meet on Friday, December 17, 2021 at 09:00 a.m.
