Question Hour

Questions relating to Population Welfare Department were asked and answered by Mr Muhammad Hashim Dogar, the concerned Minister.

Zero Hour

Fifteen Zero Hour Notices were taken up. The Notice of Mr Sami Ullah Khan moved on 22-06-2021 that the approved project of Ring Road Rawalpindi was changed by the administration to favour many private housing schemes and politicians hence, bringing a loss of Rs.25 billion to the national exchequer, two Notices of Mr Sohaib Ahmed Malik one moved on 13-07-2021 that there was no parking stand in Tehsil Headquarters Hospital Bhalwal but parking fee @ Rs.10, 20 and 50 was being charged in the name of parking stand since long. Each year this point was contracted but hospital authorities had not constructed its own parking stand and the second Notice moved on 19-11-2021 that due to non-availability of Gynecologists in Tehsil Headquarters Hospital Bhera, Sargodha, female patients were facing severe problems to get treatment for their pregnancies, although 3 Gynecologists were appointed in the hospital but they refused to join. Moreover, equipment was becoming useless due to non-utilization, the Notice of Mr Nasir Mahmood moved on 24-09-2021 regarding underground water that had become salted in different highly populated villages of Constituency PP-27 Jhelum Tehsil Pind Dadan Khan, the Notice of Mr Muhammad Tahir Pervaiz moved on 24-09-2021 regarding Faisalabad City was flooded with rain water resulting in traffic jams, the Notice of Mr Muhammad Arshad Malik moved on 24-09-2021 that in Gujranwala, different factories and Institutions were disposing of their used/wasted water through illegal bore hence, contaminating underground drinking water resulting in various diseases occurring to the inhabitants, the Notice of Ms Sajida Begum moved on 24-09-2021 regarding death of 2 ½ months old infant due to preventive vaccination and District Health Officer Khushab exonerated the doctors in inquiry proceedings responsible for this mishap, the Notice of Ms Shazia Abid moved 28-09-2021 regarding death of a six years old boy due to negligence of a doctor injecting wrong injection while busy on a phone at Jampur Tehsil Headquarters Hospital, two Notices of Ms Neelum Hayat Malik one moved on 28-09-2021 regarding death of a patient at District Headquarters Hospital Kasur because the dialyses machine was out of order for the last fifteen days and shortage of medical facilities in male/female surgical wards for the last two months and she moved the second Notice that due to non-issuance of cheque books to the Chairmen of 274 Union Councils of Lahore, payments could not be made to NADRA due to which UC Certificate Papers of 20,000 cases were missing and its data could not be uploaded online on NADRA website, the Notice of Ms Khadija Umer moved on 19-11-2021 that third standard book published in terms of uniform curriculum contained severe mistakes including incomplete second Kalma and did not mention the oneness of Allah Almighty, the Notice moved by Mr Muhammad Safdar Shakir that Girls Primary School established in 1962 in Constituency PP-104 of the Member concerned comprising Tariq Colony, Mamu Kanjan City, District Faisalabad was upgraded as Middle School in 1987. After completing Middle, girls had to travel 3 miles away to Government Girls High School 509/GB for higher education. The Girls Primary School met all the requirements to be further upgraded for which allocation of funds were required in the budget of next financial year, the Notice moved by Ms Mehwish Sultana demanded that the properties of Higher Education Department in Chakwal should be returned to the HED and the status of college should be restored, and the Notice moved by Mr Muhammad Tahir Pervaiz that against all the posts of Female AEOs in Schools Education Department Lahore male officers had been inducted who were blackmailing teachers posted in girls' schools and were receiving monthly payments. Secondly, for the last 15 years, one officer was working as CEO in District Education Authority Lahore, who was indulged in corrupt practices, were kept pending.  The Notice moved by Mr Muhammad Arshad Malik that in Sahiwal despite government orders, women coming from farfetched areas were facing severe difficulties in obtaining financial assistance in the camps set up for Ehsas Program and Benazir Program, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Mr Inayat Ullah Lak, Director General, (PA&R), Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid before the House the following reports, which were referred to the Public Accounts Committee No. II, with the directions to examine and report within one year:

1.         The Audit Report on the Accounts of Waste Management Company Gujranwala, Rawalpindi & Sialkot and Cattle Market Management Company Lahore, Gujranwala, Rawalpindi & Sargodha, for the Audit Year 2018-19.

2.         The Forensic Audit Report on the Accounts of Lahore Waste Management Company Lahore for the Audit Year 2018-19.

 

Adjournment Motion

Eight Adjournment Motions were taken up. The Adjournment Motion of Syed Hassan Murtaza regarding non-payment of salaries and other dues across the Punjab to the Consultants, Medical Officers and WMO inducted under IRMNCH Programme in July 2021 meant for the healthcare and nutrition of mother and child, three Motions of Mr Muhammad Mirza Javed one regarding sale of artificial milk manufactured by factories located within the premises of Raiwind were playing with the human lives and Punjab Food Authority was acting like a silent spectator, the second Motion that due to negligence of Higher Education Department, Principals could not be appointed against vacant seats in all the divisions of the province including Lahore and temporary heads were appointed, the third Motion that road approaching to Himayat-e-Islam Higher Secondary School was full of filth and sewerage was badly choked and despite various complaints by the School administration to WASA authorities no action had been taken hence making it difficult for the students to reach their destination, the Motion of Ms Rabia Nusrat that unhealthy meat with fake stamps was being sold in District Lahore after slaughtering animals in 800 unapproved slaughterhouses, were disposed of as the Movers were not present. The Motion moved by Mr Muhammad Tahir Pervaiz that the project of laying a new sewerage pipeline started by WASA Department in Constituency PP-116 from Faisalabad Nishatabad 30 Foota Bazar to Mohalla Garden Nishat Mills Colony Gate had been pending for the last several months while machinery was also available on the spot due to which the streets and roads of the aforesaid areas as well as the surrounding areas were flooded with sewerage water and the Motion moved by Ms Neelum Hayat Malik regarding 83% graveyards in Lahore were lacking basic facilities. In 274 Union Councils of Lahore maintenance of 845 graveyards was pending and Local Government/World Bank grant was spent on non-developmental works, were kept pending. The Motion moved by Ch Iftikhar Hussain Chhachhar that Farmers in Pakistan especially in Punjab were in severe despair because urea and DAP fertilizer had  become non-existent due to which farmers were unable to buy fertilizer even in black i.e. on higher rates, was referred to Special Committee No.12 with the directions to submit its report within two months.

The House was then adjourned at 12:10 p.m. to meet on Monday, December 20, 2021 at 1:00 p.m.
