(i)  MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Punjab Medical and Health Institutions (Amendment) Ordinance 2021 (XXIV of 2021);

2.    The Ravi Urban Development Authority (Amendment) Ordinance 2021 (XXV of 2021);

3.    The Punjab Commission on Irregular Housing Schemes (Second Amendment) Ordinance 2021 (XXVI of 2021); and

4.    The Punjab Local Government Ordinance 2021 (XXVII of 2021).

(ii)  RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE PUNJAB MEDICAL AND HEALTH INSTITUTIONS (AMENDMENT) ORDINANCE 2021 (XXIV OF 2021)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Medical and Health Institutions (Amendment) Ordinance 2021 (XXIV of 2021), promulgated on 14 October 2021, for a further period of ninety days with effect from 12 January 2022.

2.   RESOLUTION FOR EXTENSION OF THE RAVI URBAN DEVELOPMENT AUTHORITY (AMENDMENT) ORDINANCE 2021 (XXV OF 2021)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Ravi Urban Development Authority (Amendment) Ordinance 2021 (XXV of 2021), promulgated on 18 October 2021, for a further period of ninety days with effect from 16 January 2022.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB COMMISSION ON IRREGULAR HOUSING SCHEMES (SECOND AMENDMENT) ORDINANCE 2021 (XXVI OF 2021)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Commission on Irregular Housing Schemes (Second Amendment) Ordinance 2021 (XXVI of 2021), promulgated on 09 November 2021, for a further period of ninety days with effect from 07 February 2022.

4.   RESOLUTION FOR EXTENSION OF THE PUNJAB LOCAL GOVERNMENT ORDINANCE 2021 (XXVII OF 2021)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Local Government Ordinance 2021 (XXVII of 2021), promulgated on 11 December 2021, for a further period of ninety days with effect from 11 March 2022.

(b)  CONSIDERATION AND PASSAGE OF BILLS

1.   THE PROTECTION AGAINST HARASSMENT OF WOMEN AT THE WORKPLACE (AMENDMENT) BILL 2020 (BILL NO. 44 OF 2020)

            A MINISTER to move that the requirements of rule 95 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid for immediate consideration of the Protection against Harassment of Women at the Workplace (Amendment) Bill 2020 as recommended by the Special Committee No.12.

            A MINISTER to move that the Protection against Harassment of Women at the Workplace (Amendment) Bill 2020, as recommended by the Special Committee No.12, be taken into consideration at once.

            A MINISTER to move that the Protection against Harassment of Women at the Workplace (Amendment) Bill 2020, be passed.

2.   THE PUNJAB PANAH GAH AUTHORITY BILL 2021 (BILL NO. 01 OF 2021)

            A MINISTER to move that the requirements of rule 95 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the Rules ibid for immediate consideration of the Punjab Panah Gah Authority Bill 2021 as recommended by the Special Committee No.12.

            A MINISTER to move that the Punjab Panah Gah Authority Bill 2021, as recommended by the Special Committee No.12, be taken into consideration at once.

            A MINISTER to move that the Punjab Panah Gah Authority Bill 2021, be passed.

Government Business

Extension of Ordinances

Motion under Rule 127 of the Rules of Procedure of Provincial Assembly of the Punjab, 1997 to move resolutions under Article 128 (2) (a) of the Constitution

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave to separately move Resolutions under Article 128(2) (a) of the Constitution to extend the period of validity of the following Ordinances for a further period of ninety days from the date of their expiry, which were later passed by the House:

1.    The Punjab Medical and Health Institutions (Amendment) Ordinance 2021 (XXIV of 2021);

2.    The Ravi Urban Development Authority (Amendment) Ordinance 2021 (XXV of 2021);

3.    The Punjab Commission on Irregular Housing Schemes (Second Amendment) Ordinance 2021 (XXVI of 2021); and

4.    The Punjab Local Government Ordinance 2021 (XXVII of 2021).

Consideration and Passage of Bills

Suspension of Rules

On separate motions moved by, Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave to suspend the requirements of Rule 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 in terms of Rule 234 of the Rules ibid, for immediate consideration of the following as recommended by the Special Committee No.12, which were later passed by the House.

1.            The Protection Against Harassment of Women At The Workplace (Amendment) Bill 2020 (Bill No. 44 of 2020); and

2.           The Punjab Panah Gah Authority Bill 2021 (Bill No. 01 of 2021).

 

Question Hour

Questions relating to Livestock & Dairy Development Department were asked and answered by Sardar Husnain Bahadar, the concerned Minister.

Oath

Rana Muhammad Saleem, Member-elect (PP-206) made an oath as administered by Deputy Speaker and signed the Roll of Members. The seat was vacated after the death of Mr Nishat Ahmad Khan Daha who died on 23 October, 2021.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice of Syed Usman Mehmood regarding murder of Mr Ghulam Hassan S/o Mr Wazir Ahmad due to blind firing by land-gang near CPEC Jamal Din Road in District Rahim Yar Khan, was kept pending as the mover was not present. The second Notice moved by Mr Muhammad Arshad Malik regarding dacoity in day light at three shops including shop of Haji Waseem, President, Markazi Anjuman Tajran Pakpattan, in Main Bazar District Pakpattan, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Four Adjournment Motions were taken up. The Motion of Ms. Khadija Umer moved on 16-07-2020 that “The Punjab Government Servants Housing Foundation Act” passed in 2004 aimed at provision of house ownership by the Punjab Government to the government employees on retirement and amount was deducted from their salaries. But through an amendment the real spirit of this legislation was subdued and the house ownership was changed to the plot ownership, the Motion of Sheikh Alla-ud-Din moved on 14-01-2019 regarding commission of various crimes and sinful activities on the shrines of saints in connivance with police and staff of Auqaf department and measures were required to be taken to curb these activities following the footsteps observed and practiced on the shrine of Hazrat Ayub Ansari in Turkey and the Motion moved by Ms Hina Pervaiz Butt that more than half of the cameras installed in different parts of the city under Toba Tek Singh Safe City Project were out of order and the monitoring system without back up facility was not functional, consequently, the arrest of criminals and to curb crime had become difficult, were disposed of after replied by the concerned Minister/Parliamentary Secretary.

The Motion moved by Ms Neelum Hayat Malik that there were more than 800 illegal slaughter houses in Lahore where meat of sick animals was being sold, carrying fake seals and government failed to make nine slaughter houses functional owned by it, was kept pending.

General Discussion

Continuation of General Discussion on Agriculture

General Discussion on Agriculture continued for the second day. Nawab Zada Waseem Khan Badozai, Rana Muhammad Iqbal Khan, Ms Neelum Hayat Malik, Ms Zakia Khan, Mr Muhammad Arshad Malik, Ms Zainab Umair participated in the discussion, which was later concluded by Syed Hussain Jahania Gardezi, Minister for Agriculture.

The House was then adjourned at 06:02 p.m. to meet on Tuesday, December 28, 2021 at 01:00 p.m.
