to move that the Provincial Assembly of the Punjab Secretariat Services (Repeal and Revival) Bill, 2022, as passed by the Assembly on 19th July 2022, be taken into consideration at once.

 

to move that the Provincial Assembly of the Punjab Secretariat Services (Repeal and Revival) Bill, 2022, as originally passed by the Assembly have neither assented nor returned by the Governor as required under Article 116(2)(a) of the Constitution be reconsidered by the Assembly in light of this.

 

to move that the Provincial Assembly of the Punjab Secretariat Services (Repeal and Revival) Bill, 2022, as originally passed by the Assembly, be passed again.

Fateha

The House offered Fateha on the sad demise of Major Gen. (R) Ahmad Ali Agha, father-in-law of Mr Muhammad Sibtain Khan, Speaker, Punjab Assembly.

Election of Deputy Speaker

Mr Speaker announced that today i.e. 31 July, 2022 was fixed for the Election of Deputy Speaker. In terms of Rule 9 (4) read with Rule 10 of Rules of Procedure of Provincial Assembly of the Punjab, 1997, nomination papers were required to be delivered to Secretary Assembly the day preceding the election of Deputy Speaker and then read out its detail that 7 nomination papers were received by Secretary Assembly proposing the name of Mr Wasiq Qayyum Abbasi, MPA (PP-12) as a candidate for Deputy Speaker. Later, nominations were scrutinized and found correct. No other member delivered nomination papers except Mr Wasiq Qayyum Abbasi, MPA (PP-12). Hence, in terms of Rule 9 (6) read with Rule 10, Mr Wasiq Qayyum Abbasi, MPA (PP-12) was declared as Deputy Speaker elected unopposed. He later made an oath in the form set out in the Third Schedule to the Constitution of Islamic Republic of Pakistan, 1973.

Mr Speaker welcomed Ms. Kanwal Shouzab, Ex-MNA, PTI, Women Wing to the visitors’ gallery.

Reconsideration and Re-passage of Bill

Mr. Muhammad Basharat Raja, moved that The Provincial Assembly of the Punjab Secretariat Services (Repeal and Revival) Bill 2022 (Bill No.05 of 2022)” as originally passed by the Assembly on 19 July 2022, be taken into consideration and then reconsideration at once; as the Governor had neither assented nor returned the Bill as required under Article 116 (2) (a) of the Constitution, which was again passed by the House.

Suspension of Rules

On a motion moved by Syed Abbas Ali Shah, in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

Resolution

Syed Abbas Ali Shah moved a Resolution that the House condemned the unpleasant action of overthrowing legal government of Tehreek-e-Insaf as a result of a global conspiracy, giving rise to political uncertainty, resulting in economic degression and severe inflation. The House expressed deep sorrow on the current situation. The mover via this resolution demanded that all the political parties of the country should play a responsible role in the present situation and only solution was free and fair elections. The mover on the behalf of the House expressed reservations on the present Election Commission of Pakistan, which were based on strong and solid evidence and demanded that the sitting Chief Election Commissioner of Pakistan and Members of the Election Commission should resign immediately so that a new and non-controversial Election Commission could be constituted, acceptable to all the political parties, to conduct transparent and free elections, as it was need of the hour.

The House was then adjourned at 04:16 p.m. to meet on Monday, August 15, 2022 at 01:00 p.m.

یہ ایوان ایک عالمی سازش کی وجہ سے تحریک انصاف کی قانونی حکومت کو ختم کرنے کی مذموم حرکت کی مذمت کرتا ہے، اس سازش کے نتیجے میں ملک میں سیاسی صورتحال غیر یقینی کا شکار ہو گئی ہے اور مسلط کی گئی حکومت نے ملکی معیشت کو شدید نقصان پہنچایا ہے جس کے نتیجے میں ملک میں شدید مہنگائی  اور معاشی ابتری کی صورتحال پیدا ہو گئی ہے،جس پر یہ ایوان شدید تشویش کا اظہار کرتا ہے۔یہ ایوان موجودہ صورتحال میں ملک کی تمام سیاسی جماعتوں سے مثبت اور ذمہ دارانہ کردار ادا کرنے کی توقع کرتا ہے اور سمجھتا ہے کہ موجودہ سیاسی و معاشی مشکلات کا واحد حل صاف اور شفاف انتخابات ہی ہیں۔ یہ ایوان نا قابل تردید ٹھوس شواہد کی بنیاد پر موجودہ الیکشن کمیشن  آف پاکستان پر شدید تحفظات کا اظہار کرتا ہے اور مطالبہ کرتا ہے کہ موجودہ چیف الیکشن کمشنر اور ممبران الیکشن کمیشن فوری طور پر مستعفی ہوں تاکہ صاف، شفاف اور غیرجانبدارانہ انتخابات کے انعقاد کے لئے ایک قابل اعتماد اور غیر متنازعہ الیکشن کمیشن کی تشکیل کی جائے،جو وقت کی اہم ضرورت ہے۔
