(a)  CONSIDERATION AND PASSAGE OF BILL

.     THE PUNJAB COMMISSION ON THE STATUS OF WOMEN (AMENDMENT) BILL 2020 (BILL No. 19 of 2020)

            A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2020, as recommended by Standing Committee on Gender Mainstreaming, be taken into consideration at once.

         A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2020, be passed.

(b)  RECONSIDERATION AND PASSAGE OF BILLS

1.   THE LAHORE CENTRAL BUSINESS DISTRICT DEVELOPMENT AUTHORITY (AMENDMENT) BILL 2022 (BILL No. 13 of 2022)

            A MINISTER to move that the message of the Governor in respect of the Lahore Central Business District Development Authority (Amendment) Bill 2022, as passed by the Assembly on 24 August 2022, be taken into consideration at once.

            A MINISTER to move that the Lahore Central Business District Development Authority (Amendment) Bill 2022, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.

                A MINISTER to move that the Lahore Central Business District Development Authority (Amendment) Bill 2022, as originally passed by the Assembly, be passed again.

2.   THE RAVI URBAN DEVELOPMENT AUTHORITY (AMENDMENT) BILL 2022 (BILL No. 14 of 2022)

            A MINISTER to move that the message of the Governor in respect of the Ravi Urban Development Authority (Amendment) Bill 2022, as passed by the Assembly on 24 August 2022, be taken into consideration at once.

            A MINISTER to move that the Ravi Urban Development Authority (Amendment) Bill 2022, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the  light of the message of the Governor.

                A MINISTER to move that the Ravi Urban Development Authority (Amendment) Bill 2022, as originally passed by the Assembly, be passed again.

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs presented before the House the reports of Standing Committee on Revenue, Relief & Consolidation and Special Committee No.12 in respect of the following:

1.         The Punjab Board of Revenue (Amendment) Bill 2021 (Bill No.58 of 2021);

2.         The Evacuee Property and Displaced Persons Laws (Repeal) (Amendment) Bill 2021 (Bill No.60 of 2021);

3.         The Punjab Occupational Safety and Health (Amendment) Bill 2020 (Bill No.13 of 2020);

4.         The Punjab Seed Corporation (Amendment) Bill 2022 (Bill No.9 of 2022);

5.         The Factories (Amendment) Bill 2022 (Bill No.10 of 2022); and

6.         The Forest (Amendment) Bill 2022 (Bill No.11 of 2022).

Questions relating to Forestry, Wildlife & Fisheries Department were asked and answered by Syed Abbas Ali Shah, the concerned Minister.

 

Government Business

Consideration and Passage of Bill

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs moved that “The Punjab Commission on the Status of Women (Amendment) Bill 2020 (Bill No.19 of 2020)”, as recommended by the Standing Committee on Gender Mainstreaming, be taken into consideration at once, which was later passed by the House.

Reconsideration and Passage of Bills

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs moved the following Bills as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution be reconsidered by the Assembly in the light of the message of the Governor, which were again passed by the House after reconsideration:

1.   The Lahore Central Business District Development Authority (Amendment) Bill 2022 (Bill No.13 of 2022); and

2.   The Ravi Urban Development Authority (Amendment) Bill 2022 (Bill No.14 of 2022).

Suspension of Rules

On separate motions moved by Mr Umer Farooq and Mr Ahmad Khan under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions, which were passed by the House:

Resolutions

Mr Umer Farooq moved a Resolution condemning the cancellation of Bol News Network Licence. The House was convinced that behind the closure of Bol News Network economic set back of thousands of journalists was under consideration, which would not be allowed to succeed under any circumstances. By doing so the Federal Government had attacked the freedom of press which was extremely condemnable. The House demanded the Federal Government and PEMRA to immediately withdraw the order of closure of Bol News Network.

Mr Ahmad Khan moved a Resolution condemning the extreme physical and mental violence inflicted on Mr Haleem Adil Sheikh, Leader of the Opposition in Sindh Assembly, by the imported Government. The imported Government brought him under extreme state of oppression and had been violating his rights as an opposition leader. But the night of darkness and oppression would soon come to an end under the leadership of Mr Imran Khan and the nation was near to get freedom from this outdated system. The House expressed full solidarity with Mr Haleem Adil Shaikh in these difficult times imposed upon him and demanded the Federal and Sindh Government to immediately withdraw false and baseless cases registered against him and to release him urgently.

The House was then adjourned at 05:40 p.m. to meet on Monday, September 12, 2022 at 03:00 p.m.

میں یہ قرارداد پیش کرتا ہوں کہ پنجاب اسمبلی کا یہ ایوان پیمرا کی جانب سے بول نیٹ ورک کے لائسنس منسوخ کرنے کی شدید الفاظ میں مذمت کرتا ہے۔ یہ ایوان سمجھتا ہے کہ بول نیوز کی بندش کے پیچھے ہزاروں صحافیوں کا معاشی قتل عام کرنے کا منصوبہ ہے جسے کسی صورت کامیاب نہیں ہونے دیا جائے گا، وفاقی حکومت نے بول نیوز کو بند کر کے آزادی صحافت پر گھناؤنا وار کیا ہے جس کی جتنی مذمت کی جائے کم ہے۔ یہ ایوان وفاقی حکومت اور پیمرا سے بول نیوز کی بندش کا حکم نامہ فوری واپس لینے کا مطالبہ کرتا ہے۔

میں یہ قرارداد پیش کرتا ہوں کہ پنجاب اسمبلی کا یہ ایوان حلیم عادل شیخ، اپوزیشن لیڈر سندھ اسمبلی پر امپورٹڈ حکومت کی ایماء پر ہونے والے ظلم و ستم و بہیمانہ جسمانی و ذہنی تشدد کی پُرزور مذمت کرتا ہے۔ امپورٹڈ حکومت حلیم عادل شیخ پر ریاستی جبر کے پہاڑ توڑ رہی ہے۔اُن کے بطور اپوزیشن لیڈر حقوق کو بھی پامال کیا جا رہا ہے مگر ظلم و ستم کی یہ تاریک رات بس ختم ہونے کو ہے اور جناب عمران خان کی قیادت میں قوم فرسودہ نظام سے آزادی کے قریب تر ہے۔ یہ ایوان حلیم عادل شیخ سے ان مشکل حالات میں مکمل اظہار یکجہتی کرتا ہے اور وفاقی و سندھ حکومت سے اس امر کا مطالبہ کرتا ہے کہ ان پر قائم کردہ جھوٹے اور بے بنیاد مقدمات کو فی الفور واپس لیا جائے اور انہیں فوری طور پر رہا کیا جائے۔
