GOVERNMENT BUSINESS
(a) INTRODUCTION, CONSIDERATION AND PASSAGE OF BILL
THE PUNJAB EHSAAS PROGRAMME BILL 2022
A MINISTER to introduce the Punjab Ehsaas Programme Bill 2022.
A MINISTER to move that the requirements of rules 93, 94 and 95 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the said Rules, for immediate consideration of the Punjab Ehsaas Programme Bill 2022.
A MINISTER to move that the Punjab Ehsaas Programme Bill 2022, be taken into consideration at once.
A MINISTER to move that the Punjab Ehsaas Programme Bill 2022, be passed.
(b) RECONSIDERATION AND PASSAGE OF BILL
1. THE PUNJAB LOCAL GOVERNMENT BILL 2021 (BILL NO. 78 of 2021)
(a) A MINISTER to move that the message of the Governor in respect of the Punjab Local Government Bill 2021, as passed by the Assembly on 14 September 2022, be taken into consideration at once.
(b) A MINISTER to move that the Punjab Local Government Bill 2021, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.
(c) A MINISTER to move that for clause 10, the following shall be substituted:
“10. Delimitation of Union Councils by the Election Commission.– (1) The Election Commission shall delimit the Union Councils under the Elections Act in the prescribed manner.
(2) The local areas of Union Councils shall be identified with a specific number given by Election Commission and name which may be assigned by the Government.
(3) The Election Commission shall delimit the urban area in a district constituting the Metropolitan Corporation, defunct Municipal Corporation, defunct Municipal Committee, defunct Town Committee demarcated and constituted under the Punjab Local Government Act, 2019 (XIII of 2019) into urban Union Councils, with an average population of twenty-five thousand.
(4) Subject to subsection (3), the Election Commission shall delimit rural area in a District Council into rural Union Councils, with an average population of twenty-five thousand.
(5) Government may through a notification in official gazette, declare a rural Union Council having urban characteristics as Urban Union Council on the recommendation of Deputy Commissioner concerned.
(6) Government may through a notification in official gazette, declare an urban Union Council as rural Union Council, if the local area has no urban characteristics, on the recommendation of Deputy Commissioner concerned:
Provided that any change under sub-section (5) and (6) shall be effective from the next elections of such local governments.”.
(d) A MINISTER to move that for clause 187, the following shall be substituted:
“187. Punjab Local Government Service.– (1) The local government service continued under the Punjab Local Government Act, 2019 (XIII of 2019) shall continue, and be called the Punjab Local Government Service and the terms and conditions of the service shall be governed under the respective laws and rules made thereunder.
(2) The employees of the Punjab Local Government Service shall be appointed through Punjab Public Service Commission.
(3) The employees of the Punjab Local Government Service shall be liable to serve anywhere within the province for the purposes of the Act.
(4) All the employees of the Punjab Local Government Service appointed through Punjab Public Service Commission against sanctioned posts on contract basis, prior to commencement of the Act, shall stand regularized in the Punjab Local Government Service on completion of their contract period.”.
(e) A MINISTER to move that the Punjab Local Government Bill 2021, as amended, be passed again.
2. THE PUNJAB OCCUPATIONAL SAFETY AND HEALTH (AMENDMENT) BILL 2020 (BILL No. 13 of 2020)
A MINISTER to move that the message of the Governor in respect of the Punjab Occupational Safety and Health (Amendment) Bill 2020, as passed by the Assembly on 12 September 2022, be taken into consideration at once.
A MINISTER to move that the Punjab Occupational Safety and Health (Amendment) Bill 2020, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.
A MINISTER to move that the Punjab Occupational Safety and Health (Amendment) Bill 2020, as originally passed by the Assembly, be passed again.
3. THE PUNJAB SEED CORPORATION (AMENDMENT) BILL 2022 (BILL No. 09 of 2022)
A MINISTER to move that the message of the Governor in respect of the Punjab Seed Corporation (Amendment) Bill 2022, as passed by the Assembly on 12 September 2022, be taken into consideration at once.
A MINISTER to move that the Punjab Seed Corporation (Amendment) Bill 2022, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.
A MINISTER to move that the Punjab Seed Corporation (Amendment) Bill 2022, as originally passed by the Assembly, be passed again.
4. THE FACTORIES (AMENDMENT) BILL 2022 (BILL NO. 10 of 2022)
A MINISTER to move that the message of the Governor in respect of the Factories (Amendment) Bill 2022, as passed by the Assembly on 12 September 2022, be taken into consideration at once.
A MINISTER to move that the Factories (Amendment) Bill 2022, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.
A MINISTER to move that the Factories (Amendment) Bill 2022, as originally passed by the Assembly, be passed again.
5. THE FOREST (AMENDMENT) BILL 2022 (BILL NO. 11 of 2022)
A MINISTER to move that the message of the Governor in respect of the Forest (Amendment) Bill 2022, as passed by the Assembly on 12 September 2022, be taken into consideration at once.
A MINISTER to move that the Forest (Amendment) Bill 2022, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution, be reconsidered by the Assembly in the light of the message of the Governor.
A MINISTER to move that the Forest (Amendment) Bill 2022, as originally passed by the Assembly, be passed again.
