1.   RESOLUTION MENTIONED IN THE CONSTITUTION

 

            A MINISTER to move that leave be granted to move a Resolution under Article 144(1) of the Constitution of the Islamic Republic of Pakistan 1973.

 

            A MINISTER to move the following resolution:-

 

 

                        “The Provincial Assembly of the Punjab , in pursuance of Article 144 of the Constitution of the Islamic Republic of Pakistan, passes a Resolution to the effect that Parliament (Majlis-e-Shoora) may, by law, regulate the setting up of the coordinated and comprehensive National Disaster Management System and provide for matters connected therewith or incidental thereto.”

 

 

2.   THE PUNJAB EMERGENCY SERVICE BILL 2005 (Bill No.21 of 2005)

 

            A MINISTER to move that the Punjab Emergency Service Bill 2005, as recommended by Standing Committee on Health, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Emergency Service Bill 2005, be passed.

SUMMARY OF THE PROCEEDINGS

Sardar Shaukat Hussain Mazari, Deputy Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

QUESTION HOUR:-

Questions relating to Excise & Taxation and Livestock & Dairy Development Departments were asked and answers were given by Dr. Muhammad Shafique Chaudhry, Minister for Excise & Taxation and Syed Haroon Ahmed Sultan Bukhari, Minister for Livestock & Dairy Development.

LAYING OF COMMITTEE REPORTS:-

  • On a motion moved by Sardar Pervaiz Hassan Nakai, the House granted extension in the time limit upto 31 July, 2006 for laying the report of the Standing Committee for Home Affairs on “The Punjab Prevention of Domestic Violence Bill 2003 (Bill No. 29 of 2003)” moved by Dr. Anjum Amjad.
  • On a Motion moved by Malik Nazar Farid Khokhar, the House granted extension in the time limit upto 30 September, 2006 for laying the reports of the following Privilege Motions.

  • Mrs. Lubna Tariq laid the report of the Standing Committee for Environment Protection on “The Punjab Prohibition on Use of Rubber & Plastic Cane for Keeping Victuals Bill 2003 (Bill No. 21 of 2003)” moved by Mrs. Maha Raja Tareen.
  • Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid the Annual Reports of the following

(i)                  The Punjab Bait-ul-Maal for the year 2004.

(ii)                The Observance and Implementation of Principles of Policy for the year 2004.

PRIVILEGE MOTIONS:-

Total Seven number of Privilege Motions were taken up. Out of which Privilege motions moved by Mehr Ishtiaq Ahmad and Mr. Pervaiz Rafique were kept pending on the request of movers. While Privilege Motions moved by Mr. Yasir Arfat Khan Jatoi and Ch. Abdul Gafoor were disposed of, as the movers were not present.

The Privilege Motion moved by Syed Ihsan Ullah Waqas about negligence of the Government in protecting the Assembly building during mob attack on 14-2-2006 was referred to the sub committee of the Finance Committee to probe into the matter, which was already dealing with a similar matter referred to it by the Finance Committee regarding writing off the loss/damage caused to the Assembly property during the said attack.

The Privilege Motion moved by Syed Abdul Aleem Shah about misconduct of Secretary Health was referred to the Privilege Committee.

ADJOURNMENT MOTION:-

The Adjournment Motion moved by Sheikh Ijaz Ahmad was taken up out of turn. The motion was about outbreak of gastroenteritis in Faisalabad caused due to contaminated water, thus leading to number of deaths in the area. The motion was admitted for discussion, after the conclusion of Government Business the same day.

GOVERNMENT BUSINESS:-

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced the following bills and ordinances in House which were referred to the respective Standing Committees for report upto 31 July, 2006.

  1. The Canal and Drainage (Amendment) Bill 2006 (Bill No.12 of 2006) was referred to the Standing Committee for Irrigation and Power.
  2. The Punjab Revision of Medical Facilities of Public Representatives Bill 2006 (Bill No. 13 of 2006) was referred to the Standing Committee for Law & Parliamentary Affairs.
  3. The University of Agriculture , Faisalabad (Amendment) Bill 2006 (Bill No. 14 of 2006) was referred to the Standing Committee for Agriculture.
  4. The Punjab Civil Servants (Amendment) Bill 2006 (Bill No. 15 of 2006) was referred to the Standing Committee for S&GAD.
  5. The Ali Institute of Education, Lahore Bill 2006 (Bill No. 16 of 2006) was referred to the Standing Committee for Education.
  6. The Punjab Prohibition of Kite Flying (Amendment) Ordinance 2006 (IV of 2006) was referred to the Standing Committee for LG&RD.
  7. The Punjab Consumer Protection (Amendment) Ordinance 2006 (V of 2006) was referred to the Standing Committee for Industries.
  8. The Punjab Local Government (Amendment) Ordinance 2006 (VI of 2006) was referred to the Standing Committee for LG&RD.
  9. The Punjab Development of Cities (Amendment) Ordinance 2006 (VII of 2006) was referred to the Standing Committee for Housing, Urban Development & Public Health Engineering.

The Punjab Emergency Service Bill 2006 (Bill No. 21 of 2005) introduced by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs was considered and passed by the House. The Bill aims at establishing an emergency service facility in order to maintain a state of preparedness for providing timely response to the rescue and emergency medical treatment. The newly established service would ensure proper management of emergencies such as accidents, building collapse, explosions etc.

DISCUSSION ON ADJOURNMENT MOTION REGARDING SPREAD OF EPIDEMIC:-

Discussion was held on the out break of gastroenteritis in different parts of the country especially in Faisalabad , caused due to contaminated water and leading to number of deaths. Sheikh Ijaz  Ahmad, Rana Sanaullah and Dr. Asad Moazzam  actively participated in the discussion. Further discussion on the subject was deferred to 12-6-2006.

The House was then adjourned till 3.00 pm, on Monday 12 June, 2006.
