SUMMARY OF THE PROCEEDINGS

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

QUESTION HOUR:-

Questions relating to Forestry, Fisheries, Wildlife and Tourism Departments were asked and answers were given respectively by Dr. Ashfaq-ur-Rahman, Minister for Forestry, Mr. Jam Muhammad Hashim Galija, Minister for Fisheries, Mr. Tariq Ahmad Gurmani, Parliamentary Secretary for Wildlife and Mian Muhammad Aslam Iqbal, Minister for Tourism.

PRIVILEGE MOTIONS:-

Two Privilege Motions were taken up. The privilege motion of Mr. Pervaiz Rafique was disposed of due to his absence. The Privilege motion already moved by Mrs. Noor-un-Nisa Malik was again pended till Monday, 19-6-2006 due to the absence of mover.

ADJORNMENT MOTIONS:-

Six adjournment motions were called. Out of which 3 adjournment motions moved by Syed Ihsan Ullah Waqas, Sheikh Alla-ud-Din and Mr. Aftab Ahmad Khan were kept pending till Friday, 23-6-2006. While the Adjournment Motion of Dr. Muhammad Javed Siddiqui was disposed of due to his absence.

Adjournment motion moved by Ch. Zahid Pervez regarding molestation of 6 year old girl and later marrying her to the accused aged 18 years under the custom of “Wanni”, was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

Adjournment motion moved by Syed Ihsan Ullah Waqas regarding increase in the price of cement bag was replied by Mr. Muhammad Ajmal Cheema, Minister for Industries and was disposed of.

PRIVATE MEMBER’S BUSINESS:-

BILLS:-

(i)                  “The University of Arid Agriculture Rawalpindi (Amendment) Bill 2004 (Bill No. 12 of 2004)” moved by Mr. Tanveer Ashraf Kaira was kept pending till next Private Member’s Day due to the absence of Mr. Muhammad Arshad Khan Lodhi, Minister for Agriculture.

(ii)                “The Punjab Soil Reclamation (Amendment) Bill 2006 (Bill No. 1 of 2006)” moved by Mr. Tanvir Ashraf Kaira was opposed by Ch. Amir Sultan Cheema, Minister for Irrigation and was voted out by the House.

The following bills were kept pending till next Private Member’s Day due to the absence of Mian Imran Masood, Minister for Education:

(i)                  The University of Central Punjab , Lahore (Amendment) Bill, 2006 (Bill No. 10 of 2006).

(ii)                The Punjab Private Education Institutions (Promotion and Regulation) (Amendment) Bill 2006 (Bill No. 7 of 2006).

(iii)               The Lahore School of Economics (Amendment) Bill 2006 (Bill No. 8 of 2006).

(iv)              The Hajvery University , Lahore (Amendment) Bill 2006 (Bill No. 9 of 2006).

The Punjab Wildlife (Protection, Preservation, Conservation and Management) (Amendment) Bill 2006 (Bill No. 11 of 2006) moved by Raja Muhammad Shafqat Khan Abbasi was kept pending till next Private Member’s Day on the request of the mover.

RESOLUTIONS:-

                                 i.            The Resolution moved by Dr. Syed Waseem Akhtar regarding establishing of Burn Units in all known hospitals of the province carried with amendment “step by step” was debated and unanimously passed by the House.

                               ii.            The Resolution moved by Mst. Faiza Ahmad regarding 100% payment of pension to the widows of the pensioners instead of 50% was pended till next Private Member’s Day on the request of the Finance Minister

                              iii.            The Resolution moved by Pir Rafi-ud-Din Bukhari about offering of condolences with the relatives who had died during suicide bombing at Nishtar Park Karachi and identification of the accused, was opposed by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affaris.However the House offered Fateha for the deceased and the motion was disposed of.

                             iv.            The Resolutions moved by Syed Hassan Murtaza and Sheikh Alla-ud-Din were disposed of due to the absence of movers.

LAYING OF COMMITTEE REPORTS:-

·         On the motions moved by Mr. Asif Saeed Khan Manais the House granted extension to lay the reports of Public Accounts Committee-II, Six months in case of accounts pertaining to the year 1999-2000 and one year for in case of accounts pertaining to the year 2001-02.

·         On the motions moved by Mr. Muhmmad Azeem Ghuman the House granted extension to lay the reports of Public Accounts Committee-I, Six months for the accounts pertaining to the year 1998-99 and one year for the accounts pertaining to the year 2002-03.

·         On a motion moved by Mr. Joseph Hakim Din, the House granted extension in the time limit upto 31 July 2006 for laying the report of the Standing Committee for Education on “The Punjab Education Foundation (Amendment) Bill 2006 (Bill No. 25 of 2006)”, moved by Syeda Uzma Zahid Bokhari.

DISCUSSION ON A MOTION REGARDING FOOD ADULTRATION:-

Discussion was held on a motion moved by Syed Ihsan Ullah Waqas with reference to the government policy in relation to food adultration prevalent in the province. Discussion was intiated by Syed Ihan Ullah Waqas and actively participated by Mr. Arshad Mahmood Baggu, Mr. Muhammad Waqas, Mr. Muhammad Waris Kallu, Begum Khalida Mansoor, Begum Parveen Masood Bhatti, Dr. Wasim Akhtar, Mrs. Tahira Munir, Raja Shafqat Khan Abbasi and concluded by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

The House was then adjourned till 11.00 am, on Wednesday 14 June, 2006.
