GOVERNMENT BUSINESS

 

1.   THE PUNJAB FINANCE BILL 2006 (Bill No. 21 of 2006)

 

 

            A MINISTER to move that the Punjab Finance Bill 2006, as introduced, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Finance Bill 2006 be passed.

 

 

2.   LAYING OF THE SCHEDULE OF AUTHORISED EXPENDITURE FOR THE YEAR 2006-2007

 

            A MINISTER to lay the Schedule of Authorised Expenditure for the year 2006-2007.

 

 

3.   RESOLUTION MENTIONED IN THE CONSTITUTION

 

 

            A MINISTER to move that leave be granted to move a Resolution under Article 144(1) of the Constitution of the Islamic Republic of Pakistan 1973.

 

            A MINISTER to move the following resolution:-

 

                        “The Provincial Assembly of the Punjab , in pursuance of Article 144 of the Constitution of the Islamic Republic of Pakistan, passes a Resolution to the effect that Parliament (Majlis-e-Shoora) may, by law, regulate the setting up of the coordinated and comprehensive National Disaster Management System and provide for matters connected therewith or incidental thereto.”

 

 

4.   RESOLUTION MENTIONED IN THE CONSTITUTION

 

 

            A MINISTER to move that the requirement of sub-rule (2) of Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be suspended under rule 234 of the Rules ibid, for taking up the Resolution under clause (1) of Article 144 of the Constitution of the Islamic Republic of Pakistan 1973.

 

            A MINISTER to move that leave be granted to move a Resolution under Article 144(1) of the Constitution of the Islamic Republic of Pakistan 1973.

5.   THE COOPERATIVE SOCIETIES (AMENDMENT) BILL 2005 (Bill No.24 of 2005)

 

 

            RESUMPTION OF DISCUSSION on the motion by a Minister that the Cooperative Societies (Amendment) Bill 2005, as recommended by Standing Committee on Cooperatives, be taken into consideration at once.

 

            A MINISTER to move that the Cooperative Societies (Amendment) Bill 2005, be passed.

 

 

 

 

 

6.   MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

 

 

            CH ASGHAR ALI GUJJAR to move that leave be granted to move the proposed amendment in Rule 2 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

 

 

            CH ASGHAR ALI GUJJAR to move that the proposed amendment in Rule 2 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.

 

 

            CH ASGHAR ALI GUJJAR to move that the proposed amendment in Rule 2 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be passed.

Ch. Muhammad Afzal Sahi, Speaker, assumed the Chair and proceedings commenced with the recitation from he Holy Quran.

PRIVILEGE MOTION:-

A Privilege Motion moved by Mst. Shahina Asad was against the Vice Chancellor of Lahore College for Women University Lahore for not inviting the mover and other MPAs to the syndicate meetings, who had been nominated by the Speaker to serve on the syndicate under the respective Act. The motion was referred to the Privilege Committee.

GOVERNMENT BUSINESS:-

The Punjab Finance Bill 2006 (Bill No. 21 of 2006) moved by Sardar Hasnain Bahadar Dreshak, Minister for Finance was passed by the House.

LAYING OF THE SCHEDULE OF AUTHORIZED EXPENDITURE FOR THE YEAR 2006-07:-

Sardar Hasnanain Bahadar Dreshak, Minister for Finance laid the Schedule of Authorised Expenditure for the year 2006-07.

RESOLUTIONS MENTIONED IN THE CONSTITUTION:-

Mr. Gul Hameed Khan Rokhri, Minister for Revenue moved a resolution under article 144 of the Constitution that Parliament (Majlis-e-Shoora) may, by law, regulate the setting up of the coordinated and comprehensive National Disaster Management System and provide for matters connected therewith or incidental thereto. The resolution was passed by the House.

 

Mr. Muhammad Arshad Khan Lodhi, Minister for Agriculture moved another resolution, under article 144 of the Constitution to authorize the Parliament to amend the Seed Act, 1976. The same was passed by the House.

The House passed “The Cooperative Societies (Amendment) Bill 2005 (Bill No.24 of 2005)” moved by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs.

MOTION FOR AMENDMENT IN THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997

The motion given notice of by Ch. Asghar Ali Gujjar for amendment in Rule 2 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, was taken up, but the mover agreed to the request of Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs, for keeping it pending for their mutual consultation.

The House was then adjourned till 3.00 p.m, on Monday 26 June, 2006.
