Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

 

QUESTION HOUR:-

Questions relating to Health Department were asked and answers were given by Dr Tahir Ali Javed Minister for Health.

 

PRIVILEGE MOTIONS:-

Four Privilege Motions were taken up. Privilege Motion moved by Mehr Ishtiaq Ahmad and Mirza Furqan Ali Mughal were kept pending.

 

The motion moved by Mian Muhammad Asghar about misbehaviour of the Director Livestock and Dairy Development Farm, Bahadar nagar District Okara, was referred to the Privilege Committee.

 

The motion moved by Mr. Hafeez Ullah Khan regarding misbehavior of MCO Agricultural Development Bank, Mankaira, and District Bhakar was also admitted and referred to the Privilege Committee.

 

ADJOURNMENT MOTIONS:-

Ten Adjournment Motions were taken up. Out of which nine Adjournment motions of Syed Ihsan Ullah Waqas, Mr. Aftab Ahmad Khan, Haji  Muhammad Ejaz, and Sheikh Alla-ud-Din were kept pending.

 

Another Adjournment Motion moved by Syed Ihsan Ullah Waqas regarding the formation of 134 Market Committees in the Province of Punjab and non-availability of proper legislation in this context was answered by Rana Muhammad Qasim Noon, Minister for Agricultural Marketing and was disposed of.  

 

PRIVATE MEMBER BUSINESS:-

 BILLS:-

 

(i)                 “The University of Arid Agriculture Rawalpindi (Amendment) Bill 2004 (Bill No. 12 of 2004)” moved by Mr. Tanveer Ashraf Kaira was kept pending on the request of Mr. Muhammad Arshad Khan Lodhi, Minister for Agriculture after extensive debate.

(ii)               “The University of the Punjab (Amendment) Bill 2006 (Bill No. 23 of 2006) moved by Ch. Asghar Ali Gujjar was opposed by Mr. Mian Imran Masood, Minister for Education, it was withdrawn by the mover.

 

(iii)             “The Baha-Ud-Din Zakariya University (Amendment) Bill 2006 (Bill No. 24 of 2006) moved by Ch. Asghar Ali Gujjar was withdrawn by the mover.

 

RESOLUTIONS:-

 

(i)                 The Resolution moved by Mrs. Faiza Ahmad Shaheedi regarding payment of 100% pension instead of 50% to the widows of government employees was opposed by the Minister for Finance and was voted out by the House.

(ii)               The Resolution of Malik Nazar Farid Khokhar that Punjab Government should make grant in aid of rupees ten million to the Punjab Bar Council was kept pending on his request.

(iii)             The Resolution moved by Dr. Syed Waseem Akhtar for waiving of interest on loans already taken by the Farmers owning land equal or less than 12 and half acres from Agriculture Bank and granting interest free loan in future to such farmers was pended by the Chair along with other remaining resolutions.

 

The House was then adjourned till 10.00 am on Wednesday, 4 October, 2006.
