1.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2006 (Bill No.19 of 2006)

 

 

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2006, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Local Government (Amendment) Bill 2006 be passed.

 

 

2.   THE PUNJAB DEVELOPMENT OF CITIES (AMENDMENT) BILL 2006 (Bill No.20 of 2006)

 

 

            A MINISTER to move that the Punjab Development of Cities (Amendment) Bill 2006, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Development of Cities (Amendment) Bill 2006 be passed.

 

 

3.   THE PUNJAB REVISION OF MEDICAL FACILITIES OF PUBLIC REPRESENTATIVES BILL 2006 (Bill No.13 of 2006)

 

 

            A MINISTER to move that the Punjab Revision of Medical Facilities of Public Representatives Bill 2006, as recommended by Standing Committee on Law and Parliamentary Affairs, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Revision of Medical Facilities of Public Representatives Bill 2006 be passed.

 

 

 

 

4.   THE UNIVERSITY OF AGRICULTURE , FAISALABAD (AMENDMENT) BILL 2006 (Bill No.14 of 2006)

 

 

            A MINISTER to move that the University of Agriculture, Faisalabad (Amendment) Bill 2006, as recommended by Standing Committee on Agriculture, be taken into consideration at once.

 

 

            A MINISTER to move that the University of Agriculture , Faisalabad (Amendment) Bill 2006 be passed.

 

 

5.   THE CANAL AND DRAINAGE (AMENDMENT) BILL 2006 (Bill No.12 of 2006)

 

 

            A MINISTER to move that the Canal and Drainage (Amendment) Bill 2006, as recommended by Standing Committee on Irrigation and Power, be taken into consideration at once.

 

 

            A MINISTER to move that the Canal and Drainage (Amendment) Bill 2006 be passed.

 

 

6.   THE PUNJAB BORDER MILITARY POLICE (AMENDMENT) ORDINANCE 2006 (Pb Ord XV of 2006)

 

 

            A MINISTER to lay the Punjab Border Military Police (Amendment) Ordinance 2006.

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

 

QUESTION HOUR:-

Questions relating to Communications & Works Department were asked and answers were given by Chaudhry Zaheer-ud-Din Khan, Minister for Communications & Works.

 

CALL ATTENTION NOTICES:-

The first Call Attention Notice was moved by Malik Asghar Ali Qaiser regarding killing of Mian Saeed during dacoity in P.S. Farooq Abad Sheikhupura. The notice was disposed of after being replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

The second Call Attention notice of Haji Muhammad Ejaz was disposed of due to the absence of the mover.

 

PRIVILEGE MOTIONS:-

Three Privilege Motions were taken up, out of which Privilege Motion moved by Malik Asghar Ali Qaiser was kept pending till 10 October, 2006 on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. While Privilege Motions of Mirza Furqan Ali Mughal and Malik Ahmad Karim Kaswar Langrial were disposed of due to the absence of the movers.

 

ADJOURNMENT MOTIONS:-

Six Adjournment Motions were taken up. Out of which one Adjournment Motion moved by Syed Ihsan Ullah Waqas was kept pending on the request of Dr Tahir Ali Javed, Minister for Health and Adjournment Motion of Ch Zahid Parvez was disposed of due to the absence of the mover.

 

Another Adjournment Motion moved by Syed Ihsan Ullah Waqas regarding killing of Police Constable posted at CIA Model Town Faisalabad during a dacoity incident occurring near Baghbanpura, Lahore, was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.

 

Adjournment Motion moved by Sheikh Alla-ud-Din was about sale of fake and substandard beverages in the Province. The motion was answered by Minister for Industries, Mr. Muhammad Ajmal Cheema and was disposed of.

 

Adjournment Motion moved by Chaudhry Asghar Ali Gujjar was regarding a news item about discovering of carcass of 70 buffaloes from Canal Jhang Branch near Chiniot which the carcass also carried, dead bodies of unknown persons. The motion was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.

 

Dr Waseem Akhtar moved an Adjournment Motion that the Government should provide autopsy facility in all Tehshil Headquarters Hospitals located in Bahawalpur rather than confining this facility to one hospital i.e., Bhawalpur Victoria Hospital as per notification issued by the Punjab Health Department. The motion was answered by Dr Tahir Ali Javaid, Minister for Health and was disposed of.

 

GOVERNMENT BUSINESS:

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved the following Bills which were considered and passed by the House.

 

1.         THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2006

(Bill No.19 of 2006).

            With the passage of this amendment, the administrative control of the colleges has been handed over to the Provincial Government, which was earlier enjoyed by the District Government under the District Government Ordinance 2002.

 

2.         THE CANAL AND DRAINAGE (AMENDMENT) BILL 2006

(Bill No.12 of 2006).

            The Bill increases the punishment for canal offences and prohibits the discharge of industrial affluent into canals and drains.

 

3.   THE PUNJAB REVISION OF MEDICAL FACILITIES OF PUBLIC REPRESENTATIVES BILL 2006 (Bill No.13 of 2006).

            The Bill provided free medical cover to the parents of  Speaker, Deputy Speaker, Members of the Provincial Assembly, Ministers, Parliamentary Secretaries, Special Assistants and Advisors.

 

4.   THE UNIVERSITY OF AGRICULTURE, FAISALABAD (AMENDMENT) BILL 2006 (Bill No.14 of 2006).

            TheBill provides that the vice chancellor shall not attend the proceedings of the syndicate which it is considering  the appeal against the order of the Vice Chancellor or any other Officer or teacher of the University who is the member of syndicate, and for that purpose the members shall choose one of them to chair the meeting.

 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid THE PUNJAB BORDER MILITARY POLICE (AMENDMENT) ORDINANCE 2006 (Pb Ord XV of 2006) which was referred to the standing Committee for home for report till November 30, 2006.

 

The House was then adjourned till 10:00 a.m. Tuesday, 10 October, 2006.
