      THE PUNJAB DEVELOPMENT OF CITIES (AMENDMENT) BILL 2006 (Bill No.20 of 2006)

 

 

            A MINISTER to move that the Punjab Development of Cities (Amendment) Bill 2006, as recommended by Standing Committee on Housing, Urban Development and Public Health Engineering, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Development of Cities (Amendment) Bill 2006 be passed.

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with a recitation from the Holy Quran.

 

QUESTION HOUR:-

Questions relating to Services and General Administration Department (S&GAD) were asked and answers were given by Chaudhry Muhammad Iqbal, Minister for Food with additional charge of S&GAD department during the current session of the Assembly.

 

ADJOURNMENT MOTIONS:-

Fourteen Adjournment Motions were taken up. Three Adjournment Motions moved by Syed Ihsan Ullah Waqas, Ms Kanwal Nasim and Haji Muhammad Ijaz were kept pending till 12 October 2006. While another Adjournment Motion moved by Haji Muhammad Ijaz was disposed of due to the absence of mover.

 

Adjournment Motion of Mrs Farzana Raja was disposed of as the matter had already been discussed and disposed of on 10.10.2006 in Adjournment Motion moved by Ms Kanwal Nasim.

 

Adjournment Motion moved by Malik Asghar Ali Qaiser regarding purchase of motor bikes for policemen out of donation fund taken forcibly from traders of Faisalabad by the local Police for patrolling purposes was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

Adjournment Motion moved by Sheikh Ijaz Ahmad regarding molestation of 6 year old girl in Faisalabad was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

Adjournment Motion moved by Sheikh Ijaz Ahmad regarding gang rape of 14 year old girl at Sityana Faisalabad was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

Adjournment Motion moved out of turn by Syed Mujahid Ali Shah was about supply of extra water by the Chief Engineer, Multan Zone to his favouritees in Chak M 78, Tehsil Jalalpur, District Multan, irrespective of ban imposed by the Punjab Government and causing problems for farmers. The Motion was replied by Ch Aamir Sultan Cheema, Minister for Irrigation and was disposed of.

 

Another Adjournment Motion moved by Haji Muhammad Ejaz about authorizing NTS, a private organization to conduct entry test for admission to post graduate classes in the Province of Punjab was replied by Mian Imran Masood, Minister for Education and was disposed of.

 

Mr. Arshad Mehmood Baggu moved an Adjournment Motion regarding incident for robbery at Main Boulevard Gulberg, Lahore. The motion was replied by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

Adjournment Motion moved by Sheikh Ijaz Ahmad regarding collection of ABIANA at flat rate from the farmers of Thal Canal on total land holding including the barren land. The motion was replied by Ch Aamir Sultan Cheema, Minister for Irrigation and was disposed of.

 

Sheikh Alla-ud-Din moved out of turn Adjournment Motion. The motion was about the loss of revenue to Punjab in the registration of imported cars act Karachi which had been booked by the purchasers in Punjab. The motion was replied jointly by Dr Muhammad Shafique Chaudhry, Minister for Excise & Taxation and Sardar Hasnain Bahadar Dreshak, Minister for Finance and was disposed of.

 

 Mr. Sami Ullah Khan moved an Adjournment Motion regarding kidnapping of Mr.Omer Hayat R/o Shahdara Lahore, whose real brother was also kidnapped for ransom and later murdered by the kidnappers about four years ago and inefficiency of Police to register the cases. The motion was answered by Mr. Muhammad Basharat Raja, Minister for Law and Parliamentary Affairs and was disposed of.

 

LAYING OF COMMITTEE REPORTS:-

On a Motion moved by Ms. Parveen Sikandar Gill, the House granted extension in the time limit till 15 November, 2006 for laying the report of the Standing Committee for Education onThe University of Education Lahore (Amendment) Bill (Bill No. 25 of 2006)”.

 

GOVERNMENT BUSINESS:-

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved THE PUNJAB DEVELOPMENT OF CITIES (AMENDMENT) BILL 2006 (Bill No.20 of 2006) which was considered and passed by the House.

The House was then adjourned till 10:00 am on Thursday, 12 October, 2006.
