SUMMARY OF THE PROCEEDINGS

 Monday, March 12, 2007

 

Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran. Mr. Speaker announced the starting o Question Hour, but the Leader of Opposition Mr. Qasim Zia sought the permission to raise the point of order.

POINT OF ORDER:-

Leader of the Opposition Mr. Qasim Zia on a point of order started criticizing the President’s act under Article 209 of the Constitution of Pakistan in sending a reference against the Chief Justice of Pakistan to Supreme Judicial Council. The Speaker immediately interrupted him and remarked that the matter relates to Federal Government and did not relate to any matter presently under consideration therefore the Point of Order is not valid under Rule 209 of the Rules of Procedure of the Punjab Assembly 1997. As such the Chair would not allow any member to speak on the issue.

At this all the opposition members stage a protest they left their seats and gathered in front of the Speaker’s rostrum, chanting slogans. The Chair made several requests to put the House in order asking them to return to their seats but the opposition turned down the orders of the Chair. The speaker had to adjourn the House for an hour.

Later when House resumed its sitting after an Hour, the Opposition boycotted the proceedings of the House.

Question Hour:-

Questions relating to REVENUE (BOARD OF REVENUE) AND ENVIRONMENT PROTECTION DEPARTMENTS were asked and answers were given by Ministers for Revenue Mr. Gul Hameed Khan Rokhri and Minister for Environment Dr Anjum Amjad.

POINT OF ORDER:-

On Point of Order Mr. Muhammad Basharat Raja Minister for Law & Parliamentary Affairs praised Mr. Speaker for conducting the business of the House in accordance with the Rules of Procedure of the House and criticized the opposition for boycotting the Punjab Assembly’s proceedings.

CALL ATTENTION NOTICES:-

Two Call attention Notices moved by Dr. Syed Waseem Akhtar and Haji Muhammad Ejaz were pended till Thursday 15 March, 2007.

PRIVILEGE MOTIONS:-

Privilege Motion moved by Mr. Jehanzeb Rao was about misbehavior of the EDO (R) District SheikuPura with the mover was pended till Monday, 19 March 2007 on the request of Ch. Muhammad Iqbal, minister for Health with additional charge of S & GAD.

Privilege Motion moved by Farooq Umar Khan Kharal was about misbehavior of Rao Tariq D.O. (R) Okara with the mover was pended till next day Tuesday, 13 March 2007 on the request of Ch. Muhammad Iqbal, minister for Health with additional charge of S & GAD.

Privilege Motion moved by Mr. Muhammad Waqas was pended till Thursday, 15 March 2007 on his own request.

ADJOURNMENT MOTION:-

Out of 18 Adjournment Motions 12 adjournment Motions were disposed of as movers were not present.

Adjournment Motion of Sheikh Alla-ud-Din already moved was pended till 22 March 2007.

Two Adjournment Motions of Miss Samina Naveed were pended till Thursday, 15 March, 2007 on her request.

Three Adjournment Motions of Sh. Ijaz Ahmad were pended till Wednesday, 14 March 2007 on his request.

GOVERNMENT BUSINESS:-

GENERAL DISCUSSION ON AGRICULTURE

The speaker also adjourned general discussion on agriculture for Monday, saying the opposition might be interested in speaking on the issue.

The House was then adjourned till 10.00 am on Tuesday, 13 March 2007.
