Summary of Proceedings

Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.
PANEL OF CHAIRMEN:
Under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the Secretary Punjab Assembly announced the panel of Chairmen in the following order:
1. Malik Nazar Farid Khokhar, PP-192
2. Ch. Javaid Ahmad, PP-228
3. Malik Jalal Din Dhakoo, PP-222
4. Mr. Samiullah Khan, PP-137
POINT OF ORDER:-
The leader of opposition, Mr. Qasim Zia, and other opposition members, alleged that political workers of their parties were being arrested under fake criminal charges and had MPO. The Minister for Law and Parliamentary Affairs, Mr. Muhammad Basharat Raja, stated that they may provide lists of such arrested persons, so that he could take up the matter with the Home Department/Police. However, the opposition walked out of the House for the remaining duration of the sitting.
QUESTION HOUR:-
Questions relating to Education Department were asked and answers were given by Mian Imran Masood, Minister for Education.
CALL ATTENTION NOTICES:-
Call Attention Notices of Mr. Aftab Ahmad Khan and Pir Muhammad Rafi-ud-din were disposed of due to absence of the movers.
PRIVILEGE MOTIONS:-
Total 9 Privilege Motions were taken up. Out of which 8 Privilege Motions of Dr. Syed Wasim Akhtar, Mr. Abdul-Rashid Bhatti, Mr. Ishtiaq Ahmad Mirza, Mr. Muhammad Ashraf Khan, Mr. Allah Wasaya Khan, Syed Ahsanullah Waqas, and Miss Anjum Sultana were disposed of due to their absence. Privilege Motion moved by Ch. Tasneem Nasir against sub-inspector, S.H.O and S.S.P district Jehlum was kept pending till 13-06-07 on the request of mover.
ADJOURNMENT MOTIONS:-
Total 12 Adjournment Motions were taken up. Out of which Adjournment Motions given notice by Malik Muhammad Iqbal Channer were kept pending till 13-06-07 on the request of the mover and adjournment motion moved by Sheikh Allauddin was kept pending till 13-06-07 on the request of Minister for Law and Parliamentary Affairs.
Adjournment Motion moved by Sheikh Allauddin regarding environmental pollution being caused by the industrial units in the province of punjab thus violating Pakistan Environment Protection Act 1997, was replied by Dr. Anjum Amjad Minister for Environment Protection and was disposed of. While eight adjournment motions of Lala Shakil-ul-Rehman, Haji Muhammad Ijaz, Malik Asghar Ali Qaiser, Mr. Aftab Ahmad Khan and Sheikh Ijaz Ahmad were disposed of due to their absence.
LAYING OF COMMITTEE REPORTS:
The following reports were presented before the House.
1. Engineer Shahzad Ellahi laid the report of the Standing Committee on Housing, Urban Development and Public Health Engineering on “The Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2007 (Bill NO 7 of 2007).”
2. Ch. Javaid Ahmad laid the report of the standing committee on Law and Parliamentary Affairs on “The Punjab Provincial Assembly (Salaries, Allowances and Privileges of Members) (Amendment) Bill 2007 (Bill No. 6 of 2007).”
3. Malik Nazar Farid Khokar laid the report of the committee on Privileges on the privilege motion no 51/06 moved by Mr. Muhammad Ibrahim Khan.
GOVERNMENT BUSIENSS:-
1) Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved “The Punjab Border Military Police (Amendment) Bill 2006” as recommended by the standing committee on Home Affairs may be taken into consideration. The bill was passed by the House.
2) “The Punjab Prohibition of the Kite Flying (Amendment) Ordinance 2007 (Ordinance No VIII of 2007)” was laid by Minister for Law and Parliamentary Affairs and referred to the Standing Committee on Local Government and Rural Development, for report by 31-07-07.
3) “The Punjab Procurement Regulatory Authority Ordinance 2007 (Ordinance No VII of 2007)” was laid by Minister for Law and Parliamentary Affairs and referred to the standing committee on S & GAD for report by 31-07-07.
4) “The Punjab Judicial Academy Ordinance 2007 (Ordinance No IX of 2007)” was laid by Minister for Law and Parliamentary Affairs and referred to the standing committee on Law and Parliamentary Affairs for report by 31-07-07.
5) “The Provincial Motor Vehicles (Amendment) ordinance 2007 (Ordinance No X of 2007)” was laid by Minister for Law and Parliamentary Affairs and referred to the Standing Committee on Transport for report by 31-07-07.
6) “The Punjab Public Defender Service Ordinance 2007 (Ordinance No XI of 2007)” was laid by Minister for Law and Parliamentary Affairs and referred to the standing committee on Law and Parliamentary Affairs for report by 31-07-07.
The House was then adjourned till 10.00 am on Tuesday, 12 June 2007.
