Resolution

After getting suspension of Rules Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved a resolution paying glowing tribute to deceased Mr. Mazhar Abbas Raan, MPA (PP-218) stating that he was loyal, dedicated and a seasoned parliamentarian. He has rendered invaluable and praiseworthy services for the development of his area and his absence would be felt for ever. His dedication could be evaluated from the fact that he attended Assembly proceedings on the last day of his life. The resolution prayed for the departed soul to rest in eternal peace and courage to the bereaved family to bear this irreparable loss. The resolution was unanimously passed by the House. The House also offered Fateha for the departed soul.

Direction of the Chair

Mr. Speaker directed Ms Yasmin Rashid, Minister for Primary & Secondary Healthcare and Specialized Healthcare & Medical Education to arrange for provision of Emergency Services in Punjab Assembly Building for Members following the pattern of the National Assembly.

Question Hour

Questions relating to Specialized Healthcare & Medical Education and Primary & Secondary Healthcare Departments were asked and Ms. Yasmin Rashid, Minister answered the questions.

Resolution

After getting suspension of Rules, Ch Zaheer Ud Din, Minister for Public Prosecution moved a resolution stating that freedom of journalism is necessary for a healthy society and strong democracy. Hence, financial prosperity of media staff is inevitable. However, in the recent months downsizing of media workers by media houses is a heavy blow. The resolution expressed grave concerns over the plight of working journalists who recently lost their jobs due to slump in media industry.  It urged the government to take notice of the plight of media staff that are spending miserable life and demanded to make conditional payment to media houses on account of advertisements for payment of salaries to journalists. The resolution was unanimously passed by the House.

Call Attention Notices

Two Call Attention Notices were on the agenda. Call Attention Notice of Ms. Hina Pervaiz Butt was disposed as the mover was not present. The second Notice moved by Ms. Sabeen Gul Khan regarding assassination of Mr. Rashid Bhkhari, a PTI leader by the unknown killers at Dera Gazi Khan, was responded by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.

Adjournment Motion

Ms. Uzma Kardar moved an Adjournment Motion demanding removal of electronic advertisement boards installed on public poles in Gulberg, Model Town and other areas of Lahore which are dangerous for drivers as they distract their attention during driving hence, increasing the risk of accident. The Motion was disposed of after reply by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Government Business

Discussion on Annual Reports of Development Authorities of Rawalpindi, Multan, Gujranwala And Faisalabad For The Year 2012-13

Since the concerned Minister was not present in the House, discussion on Annual Reports of Development Authorities of Rawalpindi, Multan, Gujranwala and Faisalabad for the Year 2012-13 could not be initiated after being informed by the Chair that in terms of Rule 133 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 the availability of the concerned Minister was necessary.

The House was adjourned at 03:01 p.m. to meet on Friday, January 18, 2019 at 9:00 a.m.

"صوبائی پنجاب اسمبلی کا یہ ایوان، مظہر عباس راں (مرحوم) ایم پی اے (PP-218) کی وفات پر گہرے رنج و غم کا اظہار کرتا ہے۔ مرحوم یکم فروری 1953 کو ملتان کے ایک سیاسی اور زمیندار گھرانے میں پیدا ہوئے۔ انہوں نے بہاؤالدین زکریا یونیورسٹی، ملتان سے گریجویشن کی ڈگری حاصل کی۔ مرحوم طالب علمی کے زمانے سے ہی سیاست میں حصہ لیتے تھے اور اپنے کالج کی طلبا یونین کے صدر بھی رہے۔ مرحوم پنجاب اسمبلی کے تین مرتبہ رکن منتخب ہوئے۔ پہلی مرتبہ 1997 میں، دوسری مرتبہ 2013 میں اور تیسری مرتبہ وہ 2018 میں موجودہ اسمبلی کے رکن منتخب ہوئے۔مرحوم انتہائی شریف النفس انسان، مخلص اور تجربہ کار پارلیمنٹرین تھے۔ مرحوم ایک محب وطن سیاستدان تھے جو اصولوں کی سیاست، جمہوری اقدار اور خدمت خلق پر یقین رکھتے تھے۔ مرحوم اپنے علاقے کی ہردلعزیز شخصیت تھے۔ یہ ایوان مرحوم کی وفات کو ایک ناقابل تلافی نقصان قرار دیتا ہے۔ اس ایوان میں ان کی کمی کو ہمیشہ محسوس کیا جائے گا۔ مرحوم کی پنجاب اسمبلی کے ایوان سے وابستگی کا اندازہ اس امر سے بخوبی لگایا جا سکتا ہے کہ وہ اپنی زندگی کے آخری دن بھی اس ایوان میں موجود تھے۔یہ ایوان دُعاگو ہے کہ اللہ تعالیٰ مرحوم کی مغفرت فرمائے، انہیں اپنے جوار رحمت میں جگہ عطا فرمائے اور ان کے لواحقین کو صبر جمیل عطا فرمائے۔ آمین۔"

"صوبائی اسمبلی پنجاب کی یہ رائے ہے کہ صحافت کی آزادی صحت مند معاشرے اور جمہوریت کے استحکام کے لئے ناگزیر ہے اور اس کے لئے میڈیا کارکنوں کی معاشی خوشحالی اور آزادی لازم ہے۔ مگر حالیہ چند ماہ کے دوران اشاعتی و نشریاتی اور خبر رسان اداروں میں میڈیا کارکنوں کی بڑے پیمانے پر برطرفیوں سے اس آزادی پر نہ صرف کاری ضرب لگی ہے بلکہ مزید برطرفیوں کے سائے منڈلا رہے ہیں۔ صحافی برادری اس پر کئی ماہ سے سراپا احتجاج ہے اور برطرف صحافی کارکنوں کی بحالی اور تنخواہوں کی بروقت ادائیگی کا مطالبہ کر رہی ہے مگر ذمہ داران مسلسل اسے نظر انداز کر رہے ہیں۔ ان کا یہ رویہ قابل افسوس ہے۔ لہذا اس ایوان کی رائے ہے کہ صحافی کارکنوں کو تنخواہوں  کی بروقت ادائیگی کے لئے قابل قبول اور موثر طریق کار اختیار کیا جائے۔ بصورت دیگر حکومت کی جانب سے سرکاری اشتہارات کو تنخواہوں کی بروقت ادائیگی سے مشروط کرنے پر غور کیا جائے۔ ویج ایوارڈ کے مطابق ادائیگیاں کی جائیں۔ اسکے ساتھ ساتھ بلاوجہ بند کئے جانے والے ادارے بشمول روزنامہ انقلاب، روزنامہ وقت اور وقت نیوز کے برطرف صحافیوں اور میڈیا کارکنوں کو بحال کیا جائے، نیوز ون سمیت ان تمام اداروں جہاں کارکن صحافیوں کی چار، پانچ ماہ کی تنخواہیں تاخیر کا شکار ہیں ان کی ادائیگی کو یقینی بنایا جائے تاکہ صحافی اپنے فرائض معاشی دباؤ سے نہ صرف آزاد ہو کر ادا کر سکیں بلکہ ریاست کے چوتھے ستون کے کردار کو مزید طاقتور اور موثر بنایا جاسکے۔
