ضلع فیصل آباد کو دوسرے شہروں کے ساتھ ملانے کیلئے جناب چودھری پرویزالہٰی صاحب کے
دور حکومت میں دو رویہ سڑکیں تعمیر کی گئیں تھیں اور ان سڑکوں پر ٹال کی مد میں کوئی رقم وصول نہیں کی جاتی تھی۔ گزشتہ حکومت نے ان تمام سڑکوں پر ٹال ٹیکس لگا دیا اور عوام الناس سے ٹال کی مد میں بھاری رقم وصول کرنا شروع کر دی۔ شہر میں داخل ہونے اور باہر نکلنے پر عوام کو مالی بوجھ برداشت کرنا پڑتا ہے لہذا اس ایوان کی رائے ہے کہ ان تمام سڑکوں کو ٹال فری کیا جائے۔

اس ایوان کی رائے ہے کہ وفاقی حکومت کی جانب سے کئے گئے اس فیصلے پر پورے ملک کے عوام میں تشویش پائی جاتی ہے جس میں نیپرا کی جانب سے مختلف بنکوں سے لئے گئے قرض کی مد میں سود جو 20۔ارب روپے ہے، کی ادائیگی کے لئے بجلی کے بلوں کی مد میں صارفین سے رقم وصول کی جائے گی۔

پنجاب اسمبلی کا یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ اس فیصلے کو فی الفور واپس لیا جائے۔

اس ایوان کی رائے ہے کہ صوبہ بھر کے تمام سرکاری سکولز میں بہتر تعلیمی نتائج کے حصول کے لئے ایک کلاس میں طلباء کی تعداد زیادہ سے زیادہ 40 کی جائے تاکہ اساتذہ بہتر طریقے سے پڑھا سکیں اور بچے اچھی طرح سے پڑھ لکھ سکیں۔

اس ایوان کی رائے ہے کہ نجی کلینکس میں ڈاکٹرز کی فیس بہت زیادہ ہے لہذا ان ڈاکٹرز کو پابند کیا جائے کہ وہ سرکاری ہسپتالوں میں ہی لوگوں کا علاج کریں اور جب تک سرکاری ہسپتالوں کی حالت بہتر نہیں کی جاتی، ان ڈاکٹرز کی فیسوں کو فکس کیا جائے۔

اس ایوان کی رائے ہے کہ صوبہ پنجاب کے تمام گرلز سکولز و کالجز جن میں مدر کیئر سنٹرز قائم نہ ہیں، ان میں شادی شدہ خواتین اساتذہ کو اپنے نومولود دودھ پیتے بچوں کو اپنے ساتھ لانے کی اجازت دی جائے تاکہ وہ اپنے بچوں کی دیکھ بھال کے ساتھ ساتھ اپنی ڈیوٹی بھی احسن طریقے سے سرانجام دے سکیں۔

اس ایوان کی رائے ہے کہ 90 ہزار آبادی پر مشتمل میونسپل کمیٹی ماموں کانجن (ضلع فیصل آباد) میں علاج معالجہ کی فراہمی کے لئے جدید سہولتوں سے آراستہ جدید ہسپتال قائم کیا جائے۔

ہمارے ملک میں حکومتی سطح پر مناسب کیرئر کاؤنسلنگ نہ ہونے کے باعث بہت سے طلباء و طالبات یونیورسٹی میں داخلے کے وقت اپنی صلاحیت اور ذوق کے مطابق مناسب تعلیمی شعبہ منتخب نہیں کر پاتے، جس سے نہ صرف نوجوان نسل کی صلاحیتیں ضائع ہوتی ہیں بلکہ وہ ملکی ترقی و استحکام کے لئے خاطر خواہ خدمات سرانجام نہیں دے پاتے۔ اس طرح بہت سے اہم شعبے ماہرین سے محروم رہ جاتے ہیں کیونکہ بالعموم لوگوں کی توجہ چند خاص شعبوں پر مرکوز ہو جاتی ہے۔ لہذا اس ایوان کی رائے ہے کہ حکومتی سطح پر اس حوالے سے ٹھوس اقدامات کئے جائیں تاکہ ملکی ضروریات کے مطابق قوم کے معماروں کو رہنمائی فراہم کی جائے۔

مضر صحت اور ماحولیاتی آلودگی میں اضافے کا باعث ہے۔ لہذا یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ پاکستان میں خود بخود تلف ہونے والے پلاسٹک شاپنگ بیگز کی تیاری کے لئے آکسو بائیو ڈی گریڈیبل کی درآمد کو ڈیوٹی فری قرار دیا جائے۔

اس ایوان کی رائے ہے کہ لاہورسمیت 8 شہروں میں پولیو کی وائرس کی تصدیق ہمارے لئے لمحہ فکریہ ہے۔ پاکستان ان 3 ممالک میں شامل ہے جہاں پولیو کا مرض ابھی تک ختم نہیں کیا جا سکا۔ یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ انسداد پولیو کے لئے فوری سنجیدہ اقدامات کیے جائیں۔

اس ایوان کی رائے ہے کہ سرکاری و نجی تعلیمی اداروں اور ہاسٹلز میں منشیات کا کھلے عام استعمال ہو رہا ہے۔ یہ ہماری آنے والی نسلوں کو تباہ کرنے کی سازش ہو رہی ہے ۔ اس میں بیرونی قوتیں یقینی طور پر ملوث ہیں۔ لہذا یہ ایوان حکومت سےمطالبہ کرتا ہے کہ اس حوالے سے
ڈرگ ایکٹ میں ترمیم کی جائے ۔ منشیات کی سمگلنگ روکنے کیلئے اقدامات کئے جائیں۔ منشیات فروشی پر سزائے موت دی جائے یا کم از کم
20 سال سزا مقرر کی جائے۔ اس سے ملک کا مستقبل تباہ ہونے سے بچ سکتا ہے۔

Question Hour

Questions relating to Communication & Works and Agriculture Departments were asked and Sardar Muhammad Asif Nakai and Malik Nauman Ahmad Langrial the respective Ministers answered the questions.

Suspension of Rules

On separate motions moved by Mr. Abdul Aleem Khan and Rana Muhammad Iqbal Khan under Rule 234 of Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House unanimously granted leave to suspend Rule 115 and other relevant Rules of the Rules ibid, for taking up the following Resolutions which were unanimously passed by the House:

Resolution

Mr. Abdul Aleem Khan moved a Resolution condemning violation of Pakistan Air Space by Indian planes in Muzaffarabad Sector and termed this violation at midnight a cowardice act which was a usual practice of the enemy. The Resolution praised the Air Force for timely response that caused the planes to flee. Expressing full confidence on the capabilities of the armed forces, the Resolution assured them full support by the entire nation for foiling nefarious attempts of coward enemy. The House believed that the ruling party in India was using all tactics to win upcoming polls and Palwama incident was such example, which was strictly rejected by Pakistan Army and Government rather people in India were terming the attack a plan of the Indian Government to get an edge in elections. The House demanded the federal government to raise the issue on appropriate international forums and expose the real face of India.

Rana Mohammad Iqbal Khan, Mr. Khalil Tahir Sindhu, Ch Zaheer Ud Din, Minister for Public Prosecution, Major (R) Muhammad Latasob Satti, Syed Hassan Murtaza, Sheikh Alla-ud-Din, Ms. Uzma Kardar, Ms. Mussarat Jamshed, Mr. Mahinder Pall Singh, Ms. Shaheen Raza, Ms. Sadia Sohail Rana and Mr. Tariq Masih Gill expressed their views in support of the resolution.

Resolution

Rana Mohammad Iqbal Khan moved a resolution condoling the death of two former Members of Punjab Assembly namely Rana Shaukat Mahmood and Rana Tajammal Hussain.  Rana Shaukat Mahmood remained Member of Punjab Assembly for three times during 1970, 1977 and 1988. He remained Member of Punjab Cabinet and was leader of opposition during 1988. Rana Tajammal Hussain was Member of Punjab Assembly for three times during 2002, 2008 and 2013. Both of them were extremely humble, dedicated political workers and seasoned parliamentarians. Both believed in politics of principles, democratic values and public service hence, lovable among people in their respective constituencies. The House prayed for the departed souls to rest in peace and give courage to the bereaved families.

Adjournment Motion

The Adjournment Motion moved by Choudhary Ashraf Ali regarding sale of meat of prohibited birds and adulterated spices by the restaurants and hotels at Gujranwala in connivance with Gujranwala District Administration and Wildlife Department, was kept pending.

Private Members’ Day

Resolutions kept pending on 22 January 2019

1.         Resolution of Mr. Ali Akhtar demanding all the roads connecting Faisalabad with other cities to be toll tax free as was practiced previously in the tenure of Ch Parvez Elahi when no toll tax was levied, was kept pending as the concerned Minister was on leave.

2.         Resolution moved by Mian Manazar Hussain Ranjha urging the federal government to withdraw its decision to charge Rs.20 Billion loans which NEPRA had procured from different banks from monthly bills of the electricity consumers, was kept pending as the concerned Minister was not present.

3.         Resolution  of Ms Khadija Umer demanding to fix number of forty students in each class room of government schools to get better results in respect of teachers and students was kept pending as the concerned Minister was not present.

4.         Resolution of Ms. Neelum Hayat Malik to regulate the high consultation fee charged by doctors in private clinics and hospitals and bound them to treat and examine patients in the public hospitals only and fix fee of these doctors till the condition of government hospitals become better, was kept pending as the concerned Minister was not present.

5.         Resolution of Ms. Shawana Bashir that Kalam-e-Iqbal should be compulsory part of syllabi in educational institutions, was kept pending as the concerned Minister was not present.

6.         Resolution  of Ms. Saadia Sohail Rana demanding to allow female teachers to bring their infants to schools and colleges, where mother care centers are not established, was kept pending as the concerned Minister was not present.

7.         Resolution  of Mr. Muhammad Safdar Shakir  demanding to establish a modern hospital at Municipal Committee Mamu Kanjan, District Faisalabad having population of 90 thousand was kept pending as the concerned Minister was not present.

8.         Resolution  of Syeda Zahra Naqvi  that due to non-availability of proper Career Counseling most of the students are unable to select subject according to their abilities and interest, hence, not only they waste their abilities rather unable to serve their country and number of departments are deprived of experts. Since students are attracted to certain limited subjects. The resolution demanded to take measures for career counseling of the students at government level, was kept pending as the concerned Minister was not present.

Current Resolutions

1.         Mr. Shahida Ahmed moved a Resolution to exempt senior citizens of sixty five years of age and above from the payment of fare in public transport including trains, buses, metro bus and speedo bus, was kept pending as the concerned Minister was not present.

2.         Ms. Mussarat Jamshed moved a Resolution that use of plastic shopping bags is injurious to health and increase environmental pollution. Hence, urged the federal government to announce import of Oxo-biodegradable duty free, material used in manufacturing plastic bags extinct naturally, was kept pending as the concerned Minister was not present.

3.         Resolution of Ms Khadija Umer that presence of polio virus in eight cities including Lahore is a point of concern and Pakistan stands among those countries where this disease has not been eradicated completely and urged the federal government to take serious steps to eradicate polio, was kept pending as the Mover was not present.

4.         Mr. Muhammad Safdar Shakir moved a Resolution demanding the federal government to provide more facilities to the industrial and agriculture sector for financial prosperity in the country, was kept pending as the concerned Minister was not present.

5.         Ms Hina Pervaiz Butt moved a Resolution that there is an open use of drugs in public and private educational institutions and hostels which is a conspiracy to destroy our coming generations and foreign hands are involved in it. Hence, she urged the government to take appropriate and effective measures to curb this menace to protect our generation from this curse, was unanimously passed by the House.

The House was then adjourned at 2:17 p.m. to meet on Wednesday, February 27, 2019 at 11:00 a.m.

"صوبائی پنجاب اسمبلی کا یہ ایوان جنگی جنون میں مبتلا بھارت کی جانب سے گزشتہ رات مظفرآباد سیکٹر میں بھارتی طیاروں کی دراندازی کی پُرزور مذمت کرتا ہے۔ رات کے اندھیرے میں بزدلانہ حملے کرنا ہمارے دشمن ملک کا پرانا وطیرہ ہے۔ بھارتی طیاروں کی سرحدی خلاف ورزی پر پاکستانی شاہینوں نے فوری جوابی کارروائی کی اور بھارتی طیاروں کو دُم دبا کر فرار ہونے پر مجبور کر دیا۔ یہ ایوان بروقت جوابی کارروائی کرنے پر افواج پاکستان کو زبردست خراج تحسین پیش کرتا ہے۔ ہمیں اپنی مسلح افواج کی دفاعی صلاحیتوں پر پورا اعتماد ہے اور انہیں یقین دلاتے ہیں کہ وطن کی حفاظت کے لئے پوری قوم اُن کے شانہ بشانہ کھڑی ہے۔

 اس ایوان کی رائے ہے کہ بھارتی حکومت آئندہ انتخابات جیتنے کے لئے ہر قسم کا ناجائز حربہ استعمال کر رہی ہے، جس کی ایک مثال پلوامہ واقعہ ہے جس کی نہ صرف پاک افواج اور حکومت پاکستان سختی سے تردید کر چکے ہیں بلکہ خود بھارتی مقتدر حلقوں کی جانب سے اس واقعے کو بھارتی حکومت کی اپنی کارروائی قرار دیا جا رہا ہے۔

یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ بھارت کے ان جارحانہ اقدامات پر عالمی برادری سے نوٹس لینے کے لئے اس معاملے کو متعلقہ فورم پر اُٹھایا جائے اور بھارت کا مکروہ چہرہ بے نقاب کیا جائے۔"

"صوبائی اسمبلی پنجاب کا یہ ایوان صوبائی اسمبلی پنجاب کے دو سابق ارکان، رانا شوکت محمود اور رانا تجمل حسین کی وفات پر گہرے رنج و غم کا اظہار کرتا ہے۔ رانا شوکت محمود تین مرتبہ 1970، 1977 اور 1988 میں پنجاب اسمبلی کے رکن منتخب ہوئے۔ مرحوم پنجاب کابینہ کا حصہ بھی رہے اور 1988 کی اسمبلی میں قائد حزب اختلاف بھی رہے۔ مرحوم رانا تجمل حسین بھی تین مرتبہ 2002، 2008 اور 2013 میں اس اسمبلی کے رکن منتخب ہوئے۔

دونوں مرحوم ارکان اسمبلی، انتہائی شریف النفس انسان، مخلص سیاسی کارکن اور تجربہ کار پارلیمنٹرین تھے۔ مرحومین اصولوں کی سیاست، جمہوری اقدار اور خدمت خلق پر یقین رکھتے تھے، اسی لئے اپنے علاقے کی ہر دلعزیز شخصیت تھے۔ یہ ایوان دُعاگو ہے کہ اللہ تعالیٰ مرحومین کی مغفرت فرمائے، انہیں اپنے جوار رحمت میں جگہ عطا فرمائے اور ان کے لواحقین کو صبر جمیل عطا فرمائے۔ آمین"
