دنیا بھر میں آج 30 جون کو عالمی یوم پارلیمان منایا جا رہا ہے۔ اس دن کا مقصد جمہوریت، عوامی نمائندگی اور قانون سازی کے عمل میں پارلیمان کے کردار کو اجاگر کرنا ہے۔ اقوامِ متحدہ کی جنرل اسمبلی نے 2018ء میں اس دن کو منانے کی منظوری دی تھی تاکہ دنیا بھر کے پارلیمانی ادارے اپنی کامیابیوں، چیلنجز اور عوام کے ساتھ اپنے تعلقات کو بہتر بنانے کے لیے اقدامات پر غور کر سکیں۔ یہ دن دنیا بھر کی پارلیمانوں کو اپنے کردار کا جائزہ لینے ، جمہوری اقدار، شفافیت اور ادارہ جاتی مکالمے کے فروغ کے عزم کی تجدید کا موقع فراہم کرتا ہے۔

 

اس ایوان کی رائے ہے کہ پارلیمان جمہوری نظام میں بنیادی ستون کی حیثیت رکھتے ہیں۔ جمہوریت کی بقا اور فروغ کے لیے ضروری ہے کہ یہ ادارے مضبوط، شفاف، جوابدہ اور ہر طبقے کی نمائندگی کے حامل ہوں۔ اسی تناظر میں اس سال عالمی یوم پارلیمان کا موضوع ’’جمہوریت کے لیے مضبوط پارلیمان‘‘ ہےجو اس بات کی اہمیت کو اجاگر کرتا ہے کہ پارلیمانی ادارے ایک فعال، شفاف اور جوابدہ جمہوریت کے لیے کتنے اہم ہیں۔ فعال پارلیمان نہ صرف قانون سازی کا مرکز ہوتی ہے بلکہ یہ قومی مسائل کے حل، اقلیتوں کے حقوق کے تحفظ اور عوامی مفاد میں پالیسی سازی میں بھی کلیدی کردار ادا کرتی ہے۔ پارلیمان عوام کی آواز ہے۔اسے مضبوط اور شفاف بنانا ہم سب کی ذمہ داری ہے اور اس کے لئے ہمیں اجتماعی طور پر کام کرنا ہوگا۔

 

آج عالمی یومِ پارلیمان کے موقع پر صوبائی اسمبلی پنجاب کا یہ ایوان پاکستان میں پارلیمانی ترقی اور استحکام کے تاریخی سفر کو جو 1897 میں صوبہ پنجاب میں پہلی کونسل کے قیام سے شروع ہوا، زبردست خراجِ تحسین پیش کرتا ہے۔ بالخصوص یہ ایوان قیامِ پاکستان سے اب تک صوبائی اسمبلی پنجاب کے اُس کلیدی کردار کو سراہتا ہے جو اس نے جمہوری اقدار کے فروغ، مؤثر قانون سازی اور عوامی نمائندگی کے استحکام میں ادا کیا ہے۔

 

دنیا بھر میں پارلیمان آئین اور قواعد کے تابع کام کرتی ہیں۔ یہ ایوان حق نمائندگی ادا کرنے کے لئے ہیں۔ یہ جمہوریت کے گھر ہیں۔ غیر جمہوری اور غیرپارلیمانی رویے اور سوچ نیز عدم برداشت اِن ایوانوں کے لئے زہرقاتل کا درجہ رکھتے ہیں۔ ایوان میں موجود حزب اقتدار اور حزب اختلاف دونوں کی ذمہ داری ہے کہ وہ غیر جمہوری اور غیر پارلیمانی رویے سے  اجتناب کریں۔ ان ایوانوں کا مقصد یہ ہے کہ دلیل دی جائے ، اپنا ما فی الضمیر بیان کیا جائے اور اسی طرح دوسروں کا موقف بھی سنا جائے۔

 

ان ایوانوں کو مضبوط بنانے کے لئے عظیم سیاسی قائدین جناب نواز شریف اور شہید محترمہ بے نظیر بھٹو نے چارٹر آف ڈیموکریسی کیا۔ 18ویں ترمیم کا مقصد بھی ان ایوانوں کو مستحکم اور خودمختار بنانا تھا۔

 

 ایسا کسی ایوان میں نہیں ہوتا  کہ وزیرخزانہ کو بجٹ پیش نہ کرنے دیا جائے، قائد ایوان کو تقریر نہ کرنے دی جائے۔ پنجاب اسمبلی کی تاریخ گواہ ہے کہ 2022 میں انہی غیر پارلیمانی قوتوں نے ایوان میں بجٹ نہیں پیش کرنے دیا   اور صوبے کے مالی اور انتظامی معاملات چلانے کے لئے اسمبلی کے ایوان کی بجائے ایوان اقبال میں بجٹ پیش کرنا پڑا۔

 

صوبائی اسمبلی پنجاب کا یہ ایوان اس امر پر افسوس کا اظہار کرتا ہے کہ کچھ غیر جمہوری اور غیر پارلیمانی قوتیں پارلیمان کو کمزور کرنے کے درپے ہیں اور اپنے مذموم مقاصد کے لئے انہیں یرغمال بنانا چاہتی ہیں۔ اسی بجٹ اجلاس میں اپوزیشن کے اراکین کی ہنگامہ آرائی اور غیرپارلیمانی طرزِ عمل کے باعث ایوان کی کارروائی میں خلل پڑا۔ یہ غیر ذمہ دارانہ رویہ نہ صرف پارلیمانی آداب اور اسمبلی کے قواعد کے منافی ہے بلکہ باہمی احترام کی فضا کو بھی مجروح کرنے کے مترادف ہے۔ ایوان تمام معزز اراکین پر زور دیتا ہے کہ وہ ہمیشہ ایوان کے وقار اور نظم و ضبط کو برقرار رکھیں، آئینی و پارلیمانی روایات کا احترام کریں اور اختلافِ رائے کی صورت میں سنجیدہ، مثبت اور تعمیری انداز میں مکالمہ کریں۔

 

یہ ایوان اس عزم کا اعادہ کرتا ہے کہ وہ جمہوری نظام کے استحکام، آئینی بالادستی اور عوامی فلاح و بہبود کے لیے اپنی آئینی و پارلیمانی ذمہ داریوں کو بھرپور طریقے سے ادا کرتا رہے گا  اور ہر حال میں صوبائی اسمبلی پنجاب کے وقار اور تقدس کا تحفظ یقینی بنایا جائے گا۔
