            A MINISTER to lay the Annual Report of working of the Provincial Ombudsman for the year 2006.

 

 

2.   LAYING OF THE ANNUAL REPORT OF THE PUNJAB PUBLIC SERVICE COMMISSION FOR THE YEAR 2006

 

 

            A MINISTER to lay the Annual Report of Punjab Public Service Commission for the year 2006.

 

 

3.   LAYING OF THE REPORT OF THE AUDITOR GENERAL OF ON THE ACCOUNTS OF GOVERNMENT OF THE PUNJAB FOR THE YEAR 2004-2005

 

 

            A MINISTER to lay the Report of the Auditor General of Pakistan on the Accounts of the Government of the Punjab for the year 2004-2005.

 

 

4.   THE PUNJAB JUDICIAL ACADEMY BILL 2007 (Bill No.5 of 2007)

 

 

            A MINISTER to move that the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under Rule 234 ibid, for the immediate consideration of the Punjab Judicial Academy Bill 2007.

 

 

            A MINISTER to move that the Punjab Judicial Academy Bill 2007, as recommended by Standing Committee on Law and Parliamentary Affairs, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Judicial Academy Bill 2007 be passed.

SUMMARY OF THE PROCEEDINGS

Friday, 05 October, 2007

 

Ch. Muhammad Afzal Sahi, Speaker, assumed the Chair and proceedings commenced with the recitation from the Holy Quran.

OATH:-

Mst. Saima Mustafa and Shamim Akhtar Rana members-elect on the reserve seats fallen vacant after the resignations of Mst. Shaheen Atiq-Ur-Rehman and Laila Muqadus made an oath and Muhammad Afzal Sahi Speaker Punjab Assembly administered the oath.

QUESTION HOUR:-

Questions relating to the Irrigation and Power Department were asked and answers were given by Mr. Amir Sultan Cheema, Minister for Irrigation and Power.

ADJOURNMENT MOTIONS:-

Four Adjournment Motions were moved by Sheikh Allau-Din. His first Adjournment Motion was about non-availability of relevant law, to monitor lawlessness prevailing in the clinical laboratories located in the Province of the Punjab especially in Lahore. Thus, resulting in over charging from general public for different clinical tests by such laboratories. The motion was replied by Ch. Muhammad Iqbal Minister for Health and was disposed of.

Another adjournment motion was moved by Sheikh Allau-Din to fill 600 posts of teachers lying vacant in all the medical colleges of the Punjab on regular basis through the PPSC. The motion was replied by Minister for Health and was disposed of.

He also moved an adjournment motion to curb crimes prevailing in the surrounding areas of different shrines and to follow the administrative pattern adopted by Istanbul (Turkey) at the tomb of Hazrat Ayub Ansari (R.A).

In his fourth adjournment motion Sheikh Allau-Din moved that substandard milk is being sold in all the major cities of the Province of the Punjab. And Corporate and Multinational companies are mainly responsible for shortage of pure and quality milk. The motion was kept pending for the next session on the request of Mr. Muhammad Basharat Raja Minister for Law and Parliamentary Affairs since the reply had not been received by the concerned department. 

 

 GOVERNMENT BUSINESS:-

Laying of the Reports

Minister for Law and Parliamentary Affairs laid the following three reports;

1)                   The Annual Report of working of the office of Provincial Ombudsman, Punjab for the year 2006.

2)                   The Annual Report of the Punjab Public Service Commission for the year 2006.

3)                   The Report of the Auditor General of Pakistan on the accounts of Government of the Punjab for the financial year 2004-05. This report was referred to Public Accounts Committee No. 1.

Legislation:

Mr. Muhammad Basharat Raja Minister for Law and Parliamentary Affairs moved “The Punjab Judicial Academy Bill 2007 (Bill No. 5 of 2007)” as recommended by the Standing Committee on Law and Parliamentary Affairs which was passed by the House.

Announcement Regarding Presidential Election 2007.

Mr. Speaker announced that as per notification of the Election Commission of Pakistan the election to the office of President of Pakistan would be held in Assembly Chamber on 6 October, 2007 from 10.00 a.m to 3.00 p.m. Mr. Speaker had summoned the meeting of the members of the Provincial Assembly of the Punjab, for this purpose as per requirement of the Presidential Election Rules, 1988.

 The session was then adjourned sine die.
