      THE PUNJAB WORKMEN’S COMPENSATION (AMENDMENT) BILL 2013 (Bill No. 15 of 2013)

            A MINISTER to move that the Punjab Workmen’s Compensation (Amendment) Bill 2013, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Punjab Workmen’s Compensation (Amendment) Bill 2013, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour:−  

Questions relating to Higher Education Department were asked and Rana Mashhood Ahmad Khan, Minister for Education, answered the questions.

Laying of Reports:-

Rana Muhammad Arshad presented the report of the Special Committee No.1 before the House in respect of “The Lahore Development Authority (Amendment) Bill 2013 (Bill No. 17 of 2013)”.

The House observed one minute silence to pay tribute to the late South African leader and ex President Nelson Mandela, who died on 5-12-2013 night at the age of 95.

Privilege Motion:-

The Privilege Motion moved by Mr. Abu Hafs Muhammad Ghiyas-ud-Din regarding misbehavior of AC, Shakargarh with the member concerned was referred to the Special Committee No.1.

The Motion was answered by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs.

Adjournment Motions:-

Five adjournment motions were taken up. The motion moved by Ch. Aamir Sultan Cheema regarding sale of substandard medicines and spray in Punjab as pointed out in its report by Internaitonal Organization for Health and expectation by the general public that action will be taken against the responsible was disposed of. The motion moved by Mrs Saadia Sohail Rana regarding 5% increase in the already levied property tax by Lahore Excise Department inaccordance with price hike was kept pending till next week. The motions moved by Mst Hina Pervaiz Butt one regarding loss of daughter in gambling by a father at the hands of an influential landlord of the area under the patronization of police staff Phoolnagar police station and no action was taken against the responsible, the other regarding revelation of a group, which is involved in the abduction and later conversion of disabled people into beggars and the motion moved by Mian Mahmood-ur-Rasheed regarding non-payment of family pension, non-induction of a widow in the Police Department in place of her husband, who died in a terrorist attack in Rang Mahal, Lahore while on duty and her only son was grabbed by her mother-in-Law being wife of police official and not lodging of report of the aggrieved person were disposed of under rule 83-e of Rules of Procedure of the Provincial Assembly of the Punjab, 1997, because general discussion was to be followed on Law and Order the same day and these adjournment motions were matters of consideration.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights.

Continuation of General Discussion on Law and Order:-

General Discussion on Law and Order continued for third day. Winding-up the debate, Rana Sanaullah, Minister for Law said that the Punjab Government is trying to improve law and order and for the purpose 3,000 CCTVs would be installed in the city to monitor both criminals and working of Law enforcement agencies. He added that forensic lab network would also be setup across the province to counter lawlessness and no accused would be able to deny the scientific evidence collected thereby. The following members participated in the discussion: Mr. Muhammad Siddique Khan, Dr. Murad Rass and Ms. Shunila Ruth.

The House was then adjourned till 3:00 pm on Monday, 9th December, 2013.
