Ch Amer Habib was inducted in the Assembly Secretariat as Editor of Debates (BS-17) in 1998. During his career expanding over twenty-five years in the largest legislature of Pakistan, he has served as Estate Officer and then as Editor of Debates. Thereafter, he was assigned the responsibilities to work as Secretary to the Speaker in 2005 and was subsequently, promoted as Deputy Director Proceedings (BS-18) in 2006. Meanwhile, he continued to discharge the responsibility to function as Secretary to the Speaker till his appointment as Deputy Secretary (BS-18) in 2008. He was promoted as Additional Secretary (BS-19) in 2010, later as Special Secretary (BS-20) in 2013 and currently he is functioning as Secretary General. He has diverse experience of working in almost all the wings of Assembly Secretariat including Proceedings, Estate Office, Administration, Parliamentary Committee, PACs and Legislation etc. He has also attended numerous workshops and seminars on parliamentary affairs. He successfully completed a course on “Effective and Efficient Management of Parliamentary Committees” organized by Australia Awards Pakistan (Australian Government); held at University of Queensland, Brisbane, Australia in 2014. He has extensively travelled abroad and has visited USA, UK, Australia and KSA.

After attaining the degrees of M.A. (English), M.A. (Urdu) and LL.B from esteemed University of the Punjab, Lahore, Mr Khalid Mahmood also obtained a certification in ‘Effective and Efficient Working of Parliamentary Committees’ from University of Queensland, Australia. Having enormous experience of serving in all the core wings of Punjab Assembly Secretariat, expanding over a period of three decades, mostly in Legislation Wing, he is presently functioning as Secretary (Parliamentary Affairs). To his credit are a number of publications of the Assembly Secretariat including ‘Biography of Members’ (2005 & 2010), ‘The Punjab Parliamentarians’ (2007) and ‘Handbook for Members’ (2008 & 2017). He has also authored an Article titled “Tracing the History of Punjab Provincial Assembly” for the Commonwealth Parliamentary Association Journal “The Parliamentarian” (published from London, UK in 2009). As a permanent member of Editorial Board, he is responsible for updating official website of Punjab Assembly www.punjablaws.gov.pk dedicated for publishing all the laws applicable in Punjab since 1860. He has attended numerous workshops, seminars and conferences, which have supplemented his service experience. He has also completed a number of training courses, including ‘Legislative Research Training’ conducted by PLSP—USAID (Islamabad, 2006), ‘Legislative Drafting for Social Change’ conducted by PLSP—USAID (Islamabad, 2006), ‘Workshop on Rules of Procedure’ conducted by PIPS; and ‘Public Policy and Governance Course’ (MPDD). He attended ‘Orientation on 18th Amendment & Devolution’ held at PIPS Islamabad in 2015. As Presenter, he attended a national conference held in Islamabad in March 2016, on ‘Harmonization of Rules of Procedure’. He was honored to be a Presenter during the Workshop held for Committee Chairs in Islamabad by PIPS in April 2025; his topic was ‘Translating Structures to Practice; An Overview of Rules of Procedure, PAP 1997’. International exposure has also contributed towards his career development. On invitation from the Westminster Foundation for Democracy, UK, he visited UK on a study tour in March 2014. He has also visited Australia on the invitation of Australian Government to attend a course at University of Queensland, Brisbane, Australia in October-November 2014. |
