GOVERNMENT BUSINESS

(a) CONSIDERATION AND PASSAGE OF BILL

      THE PUNJAB REPRODUCTIVE, MATERNAL, NEO-NATAL AND CHILD HEALTH AUTHORITY BILL 2014 (Bill No. 12 of 2014)

            A MINISTER to move that the requirements of rule 95(3) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the Rules ibid, for immediate consideration of the Punjab Reproductive, Maternal, Neo-natal and Child Health Authority Bill 2014.

            A MINISTER to move that the Punjab Reproductive, Maternal, Neo-natal and Child Health Authority Bill 2014, as recommended by Standing Committee on Health, be taken into consideration at once.

            A MINISTER to move that the Punjab Reproductive, Maternal, Neo-natal and Child Health Authority Bill 2014 be passed.

Summary of the Proceedings

Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour: −  

Questions relating to Revenue and Colonies Department were asked and Ch Zahid Akram, Parliamentary Secretary for Colonies answered the questions.

Laying of Report:-

Syed Hussain Jahania Gardezi presented the report of the Committee on Privileges before the House in respect of Privilege Motion No. 10 of 2013.

Extension in Time Limit For Laying The Reports:-

On a Motion moved by Syed Hussain Jahania Gardezi, the House granted two months extension to the Committee on Privileges for laying its reports on Privilege Motion No. 6, 7, 11, 12 and 13 of 2013.

Call Attention Notices:-

Two Call Attention Notices were taken up. The Notice of Mr. Azad Ali Tabassum regarding molestation of Mr Mubashar s/o Ghulam Muhammad student of class 8 and resident of Dala Chanda Singh, Shah Kot, District Nankana Sahib by Taimour and Muhammad Nadeem and the other Notice of Mrs. Nabila Hakim Ali Khan regarding dacoity of Rs. fifteen million at Sugar Mill located at Kot Radha Kishan, District Kasur were disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Adjournment Motions:-

Twelve Adjournment Motions were taken up. Two Motions moved by Ms. Shunila Ruth, one regarding failure in shifting of 267 factories outside the city, which were declared “dangerous” and the other Motion regarding shortage rather non-availability of medicines at BHUs, RHUs and dispensaries in Lahore due to which patients are being deprived of proper treatment,  the Motion moved by Ms. Nighat Sheikh regarding construction of a plaza at the Mall Road without prior permission of the Chief Secretary, Punjab, the Motion of Dr. Murad Rass regarding corruption committed by the Project Director, Mr. Faisal Qurashi, in the project of Excise and Taxation Department to provide computerized number plates to the owners of vehicles, the Motion moved by Sheikh Ala-ud-Din regarding plan to shift fruits and vegetables market located between Ravi road and Badami Bagh, Lahore, to Lakho Der, the area which already has problem of depression and defective sewerage system, moreover this shifting will also affect livelihood of 16 lacs people associated with this market,  the Motion of Mrs. Saadia Sohail Rana regarding transfer of development funds of four big cities, i.e Gujranwala, Faisalabad, Multan and Rawalpindi to the City Government Lahore by the Finance Department in the name of Large City Package and non completion of this project as well as non issuance of funds to above mentioned big cities, the Motion of Ch. Aamir Sultan Cheema regarding incompetence of staff deployed at Fodder Research Institute, Sargodha, who have failed instead of provision and availability of all facilities to them to produce new seeds of fodder, thus bringing loss of Millions of rupees to the national exchequer and affecting the repute of the institute, the Motion of Mr. Ahmed Khan Bhachar regarding negligent attitude of administration of different hospitals of Lahore, who have failed in the disposal of medical waste, resulting in the spread of contagious diseases and the last Motion of Mrs. Faiza Ahmad Malik regarding 200% increase in water bills in the area of Lahore by WASA and LDA, without prior permission of the Chief Minister were disposed of. The Motion of Ch. Aamir Sultan Cheema regarding plan to buy expensive paper by the Secondary Board, Lahore to prepare degrees and certificates, on the plea that fake certificates shall not be produced because the paper has security features. However, Secondary Board could save Rs.40 Million if, attestation of certificates was introduced free of cost, the Motion moved by Ms. Nighat Sheikh regarding provision of latest fire fighting equipment to the Fire Fighters at fire fighting Department to counter fire incidents and making the employees more financially strong and the last Motion of Ms. Shunila Ruth regarding installation of defective of x-ray machines at various hospitals of Lahore were kept pending till next week.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Government Business:-

Suspension of Rules:-

On a motion moved by Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House Unanimously granted leave to suspend Rules 94 and 95 and others of the Rules ibid, for immediate consideration of THE PUNJAB REPRODUCTIVE, MATERNAL, NEO-NATAL AND CHILD HEALTH AUTHORITY BILL 2014 (Bill No. 12 of 2014),

Consideration and Passage of Bill:-

Rana Sanaullah Khan, Minister for Law and Parliamentary Affairs moved the following Bill: THE PUNJAB REPRODUCTIVE, MATERNAL, NEO-NATAL AND CHILD HEALTH AUTHORITY BILL 2014 (Bill No. 12 of 2014), which was passed by the House.

CONTINUATION OF PRE-BUDGET DISCUSSION:-

Pre-Budget discussion continued for the third day. The following members participated in the discussion: Rana Munawar Hussain alias Rana Munawar Ghous, Mian Mehmood-ur-Rasheed, Mian Muhammad Aslam Iqbal, Ms. Nighat Sheikh, Dr. Murad Rass, Mr. Ramesh Singh Arora, Sardar Vickas Hassan Mokal, Mrs. Farhana Afzal, Mrs. Saadia Sohail Rana, Mr. Khalid Ghani Ch., Dr. Nausheen Hamid, Mr. Ahmad Shah Khagga, Mr. Azad Ali Tabassum and Mrs. Naheed Naeem.

The House was then adjourned till 9:00 a.m on Friday, 21st March, 2014.
