Sardar Sher Ali Gorchani, Acting Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Housing, Urban Development & Public Health Engineering Departments were asked and Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering answered the questions.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Privilege Motion

The Privilege Motion moved by Sardar Shahab-ud-Din Khan regarding misbehaviour of Mr. Abdul Jabbar Shaheen, Secretary Schools with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Four Adjournment Motions were taken up. Two Motions moved by Mian Tariq Mahmood, one regarding Government Technical Institute Nowshera Kakezai, Tehsil Pasrur which has not become operational even after the completion of its building for 2 years consequently it is decaying and residents of the area are deprived of imparting standard education to their children, the second Motion regarding sale of donkey’s meat and dead and sick animals’ meat in Tehsil Pattoki, District Kasur and other Districts of Punjab and lamented that FIRs have not been lodged against the culprits and there is a need to initiate legislation against them, the Motion moved by Ch. Aamir Sultan Cheema regarding non-implementation of health plan worth Rs.21.5 million dollars in Punjab funded by World Bank under the head of HRIMF, for the up-gradation of Health Department and to provide medical facilities to public has not been initiated even after signing of agreement for past seven months and World Bank warning to withdraw the aid and the Motion moved by Ms.‏ Nighat Sheikh regarding low salaries of female teachers at private educational institutions who are being paid in the range of Rs.2,000/- to Rs.7,000/-which is not at par with labourer salary who is paid 12,000/- per month, were disposed of.

Private Members’ Day

Resolutions

The following five Resolutions were taken up.

1.    Ch. Aamir Sultan Cheema moved a resolution to stop private schools from charging security fee in the wake of APS Peshawar tragedy and action should be taken against the violators was unanimously passed by the House.

2.    Dr. Syed Waseem Akhtar moved a resolution urging the Government to exempt from property tax the owners of five-marla houses in katchi abadis was withdrawn by the mover on the insistence and assurance from Mian Mujtaba Shuja ur Rehman, Minister for Law & Parliamentary Affairs, that the Government had already given tax exemption to the owners of five marla houses.

اس ایوان کی رائے ہے کہ کچی آبادیوں میں واقع 5 مرلہ تک کے گھروں کو پراپرٹی ٹیکس سے مستثنٰی قرار دیا جائے۔

3.    Through a resolution, Dr. Alia Aftab demanded specific blood test for six-month pregnant women mandatory which was unanimously passed by the House.

4.    Sardar Vickas Hassan Mokal through a resolution demanded measures to reduce the prices of essential commodities for passing on benefits of decrease in the prices of petroleum to the masses was rejected by the House after Law Minister opposed it and apprised the House that Government had taken practical steps to pass on the benefits of decrease in POL prices to the consumers.

M.    Ms.‏ Kiran Imran moved a resolution to appoint Lady Labour Inspectors in all industrial zones to safeguard the rights of women workers was unanimously passed by the House.

The House was then adjourned till Friday, February 27^th, 2015 at 2:00 pm.
