            A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:

1.    The Rawalpindi Women University, Rawalpindi Ordinance 2019 (IX of 2019).

2.    The University of Mianwali Ordinance 2019 (X of 2019).

3.    The Punjab Public Private Partnership Ordinance 2019 (XI of 2019).

4.    The Punjab Medical Teaching Institutions (Reforms) Ordinance 2019 (XII of 2019).

5.    The Punjab Probation and Parole Service Ordinance 2019 (XIII of 2019).

(ii)  RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION

1.   RESOLUTION FOR EXTENSION OF THE RAWALPINDI WOMEN UNIVERSITY, RAWALPINDI ORDINANCE 2019 (IX OF 2019)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Rawalpindi Women University, Rawalpindi Ordinance 2019 (IX of 2019), promulgated on 26 August 2019, for a further period of ninety days with effect from 24 November 2019.

2.   RESOLUTION FOR EXTENSION OF THE UNIVERSITY OF MIANWALI ORDINANCE 2019 (X OF 2019)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the University of Mianwali Ordinance 2019 (X of 2019), promulgated on 26 August 2019, for a further period of ninety days with effect from 24 November 2019.

3.   RESOLUTION FOR EXTENSION OF THE PUNJAB PUBLIC PRIVATE PARTNERSHIP ORDINANCE 2019 (XI OF 2019)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Public Private Partnership Ordinance 2019 (XI of 2019), promulgated on 30 August 2019, for a further period of ninety days with effect from 28 November 2019.

4.   RESOLUTION FOR EXTENSION OF THE PUNJAB MEDICAL TEACHING INSTITUTIONS (REFORMS) ORDINANCE 2019 (XII OF 2019)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Medical Teaching Institutions (Reforms) Ordinance 2019 (XII of 2019), promulgated on 02 September 2019, for a further period of ninety days with effect from 01 December 2019.

5.   RESOLUTION FOR EXTENSION OF THE PUNJAB PROBATION AND PAROLE SERVICE ORDINANCE 2019 (XIII OF 2019)

            A MINISTER to move that the Provincial Assembly of the Punjab extends the period of validity of the Punjab Probation and Parole Service Ordinance 2019 (XIII of 2019), promulgated on 06 September 2019, for a further period of ninety days with effect from 05 December 2019.

1.   THE PUNJAB AGRICULTURAL MARKETING REGULATORY AUTHORITY (AMENDMENT) ORDINANCE 2019

            A MINISTER to lay the Punjab Agricultural Marketing Regulatory Authority (Amendment) Ordinance 2019.

2.   THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) ORDINANCE 2019

            A MINISTER to lay the Punjab Local Government (Amendment) Ordinance 2019.

3.   THE PUNJAB VILLAGE PANCHAYATS AND NEIGHBOURHOOD COUNCILS (AMENDMENT) ORDINANCE 2019

            A MINISTER to lay the Punjab Village Panchayats and Neighbourhood Councils (Amendment) Ordinance 2019.

(c)  INTRODUCTION OF BILLS

            A MINISTER to introduce the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2019.

2.   THE COMPANIES PROFITS (WORKERS’ PARTICIPATION) (AMENDMENT) BILL 2019

            A MINISTER to introduce the Companies Profits (Workers’ Participation) (Amendment) Bill 2019.

(d)  CONSIDERATION AND PASSAGE OF BILLS

1.   THE PUNJAB LAND REVENUE (AMENDMENT) BILL 2019 (BILL No. 17 of 2019)

            A MINISTER to move that the Punjab Land Revenue (Amendment) Bill 2019, as recommended by Standing Committee on Revenue, Relief and Consolidation, be taken into consideration at once.

            A MINISTER to move that the Punjab Land Revenue (Amendment) Bill 2019, be passed.

2.   THE PUNJAB ZAKAT AND USHR (AMENDMENT) BILL 2019 (BILL No. 18 of 2019)

            A MINISTER to move that the Punjab Zakat and Ushr (Amendment) Bill 2019, as recommended by Standing Committee on Zakat & Ushr, be taken into consideration at once.

            A MINISTER to move that the Punjab Zakat and Ushr (Amendment) Bill 2019, be passed.

3.   THE PUNJAB SEIZED AND FREEZED INSTITUTIONS (MADAARIS AND SCHOOLS) BILL 2019 (BILL No. 22 of 2019)

            A MINISTER to move that the Punjab Seized and Freezed Institutions (Madaaris and Schools) Bill 2019, as recommended by Standing Committee on School Education, be taken into consideration at once.

            A MINISTER to move that the Punjab Seized and Freezed Institutions (Madaaris and Schools) Bill 2019, be passed.

In terms of Rule 13(1) of Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Mr. Muhammad Khan Bhatti, Secretary Assembly, announced the Panel of Chairmen as nominated by Mr Speaker in the following order:-

2.      Mr. Muhammad Abdullah Warraich (PP-29)

Fateha

The House offered Fateha on the sad demise of daughter of Mr Muhammad Mumtaz Ali, MPA (PP-266), Maulana Muhammad Rehmat Ullah, Ex-MPA and MNA, officials of Security Forces in Rajan Pur.   

Question Hour

Questions relating to Forestry, Wildlife and Fisheries Department were asked and replied by Mr Muhammad Raza Hussain Bukhari, the concerned Parliamentary Secretary.

 

Extension in Time Limit for Laying the Report

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted two months extension to Special Committee No.6 to present its report.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Ms Uzma Kardar regarding murder of Mr. Awais and Ms Saima on refusal to get married and their dead bodies were recovered from a home at Rachna Town Ferozwala, District Sheikhupura and the other Notice moved by Ms Shazia Abid regarding death of five people including two policemen due to firing by the terrorists at Tribal Area Rajanpur were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Three Adjournment Motions were taken up. The Motion moved by Mr Naseer Ahmad on 04-10-2018 regarding closure of Kilns from 20 October to 31 December 2018 to control smog instead of using modern technology and issuance of a letter in this regard by the Punjab Environment Protection Department to Kiln owners resulting in restlessness among workers and owners and the second Motion moved by Sheikh Alla-ud-Din on 10-01-2019 regarding commercialization around Bagh-e-Jinnah, Lahore also known as Lawrence Garden which has devastated its condition and it seems to be a conspiracy to hand it over to the private developers for maintenance were kept pending and the Motion moved by Mr. Gulraiz Afzal Gondal on 12-12-2018 regarding illegal cutting of forests trees in connivance with the officials of Forest Department at Phaguwal District Sargodha, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

 

Government Business

MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, under Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave for taking up the Resolutions under Article 128(2) (a) of the Constitution for extension of the following Ordinances:

1.    The Rawalpindi Women University, Rawalpindi Ordinance 2019 (IX of 2019).

2.    The University of Mianwali Ordinance 2019 (X of 2019).

3.    The Punjab Public Private Partnership Ordinance 2019 (XI of 2019).

4.    The Punjab Medical Teaching Institutions (Reforms) Ordinance 2019 (XII of 2019).

5.    The Punjab Probation and Parole Service Ordinance 2019 (XIII of 2019).

Resolutions under Article 128 (2) (a) of the Constitution

On separate motions moved by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House extended the period of the following Ordinances for a further period of ninety days from the date of their expiry:-

1.    The Rawalpindi Women University, Rawalpindi Ordinance 2019 (IX of 2019).

2.    The University of Mianwali Ordinance 2019 (X of 2019).

3.    The Punjab Public Private Partnership Ordinance 2019 (XI of 2019).

4.    The Punjab Medical Teaching Institutions (Reforms) Ordinance 2019 (XII of 2019).

Consideration and Passage of Bills

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved the following Bills as recommended by the concerned Standing Committees, which were passed by the House.

1.   THE PUNJAB LAND REVENUE (AMENDMENT) BILL 2019 (BILL NO. 17 OF 2019)

2.   THE PUNJAB ZAKAT AND USHR (AMENDMENT) BILL 2019 (BILL NO. 18 OF 2019)

3.   THE PUNJAB SEIZED AND FREEZED INSTITUTIONS (MADAARIS AND SCHOOLS) BILL 2019 (BILL NO. 22 OF 2019)

 

Zero Hour

Three Zero Hour Notices were taken up. The Notice of Ms. Uzma Kardar that few private schools were demanding three months advance fee in violation of Supreme Court orders that schools could not charge more than half fee during vacations but these schools were reluctant to reduce fee upto 20% and the Notice of Ms Seemabia Tahir regarding destruction of crops, forests and killing of people by wild pigs at Kotli Sattian Rawalpindi and no steps had so far been taken by the concerned departments to exterminate them, were disposed of after replied by the concerned Ministers.

The Notice moved by Mr Sami Ullah Khan  on 22-01-2019 regarding establishment of Punjab Advisory Council by the Minister for Information & Culture on his letterhead pad, nominating Ms. Farzana Rauf as his Media Advisor, was kept pending on the request of the concerned Minister.

The House was then adjourned at 07:00 p.m. to meet on Tuesday, November 19, 2019 at 03:00 p.m.
