اس ایوان کی رائے ہے کہ صوبہ پنجاب کے میڈیکل کالجوں میں سندھ کے طلبہ کے لئے مختص ایم بی بی ایس اور بی ڈی ایس کی نشستیں ختم کرنے کے فیصلے کو واپس لے کر ان نشستوں کو دوبارہ بحال کیا جائے۔

اس ایوان کی رائے ہے کہ شادی بیاہ اوردیگر خوشی کے مواقع پر اکثر لوگ نقلی نوٹ پھینکتے ہیں جن پر قائداعظم کی تصویر یا دیگر اسلامی تحریر درج ہوتی ہے جواکثر پاؤں کے نیچے آنے سے بےحرمتی کے زمرے میں آتے ہیں۔ پنجاب اسمبلی کا یہ ایوان مطالبہ کرتا ہے کہ اس امر پر فوری Ban لگایا جائے۔ مزید برآں Printed  شدہ نوٹ مارکیٹ سے فوری طور پر Forfeit کئے جائیں۔

شیخ علاؤ الدین :

یہ معزز ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ (Resident) اور (Non-Resident) پاکستانیوں کے لئے شرح منافع جو (Non-Resident) کے لئے 7% غیرملکی کرنسی پر اور ملکی کرنسی پر 11% تک دیا جا رہا ہے۔ جبکہ (Resident) پاکستانیوں کو غیرملکی کرنسی پر مشکل سے 1% اور پاکستانی کرنسی پر 3% سے 4% دیا جا رہا ہے اور (Resident) پاکستانیوں سے اس منافع پر بھی 35% تک ٹیکس لیا جا رہا ہے جبکہ (Non-Resident) سے منافع کی حد کے قطع نظر صرف 10% لیا جا رہا ہے۔ اس ظلم اور زیادتی کو فوری طور پر ختم کیا جانا ضروری ہے اور یکساں شرح منافع کا ملنا انتہائی ضروری ہے۔

یہ امر قابل تشویش اور لمحہ فکریہ ہے کہ قرآنی آیات، احادیث مبارکہ، اسماء الحسنیٰ مقدس ہستیوں کے اسماء لکھے ہوئے اخبارات اور مقدس اوراق بازاروں، گلیوں، تعلیمی اداروں میں بکھرے نظر آتے ہیں۔ یہ ایوان سمجھتا ہے کہ حکومت اور دیگر سماجی اداروں کی جانب سے مقدس اوراق کو سنبھالنے کے لئے آگاہی مہم بھی نہیں چلائی جاتی۔ یہ ایوان یہ بھی سمجھتا ہے کہ پنجاب حکومت کا کوئی بھی ڈیپارٹمنٹ قانون نہ ہونے کی وجہ سے مقدس اوراق کو اکٹھا کرنے اور سنبھالنے کا کام نہیں کر رہا۔ لہذا صوبائی اسمبلی پنجاب کا ایوان وفاقی و تمام صوبائی حکومتوں سے مطالبہ کرتا ہے کہ قرآنی آیات، احادیث مبارکہ، اسماء الحسنیٰ مقدس ہستیوں کے اسماء لکھے ہوئے اخبارات اور مقدس اوراق کو مناسب طریقے سے سنبھالنے کے لئے بھرپور آگاہی مہم چلانے اور جلدازجلد قانون سازی کے لئے کارروائی کرے۔

اس ایوان کی رائے ہے کہ پنجاب بیت المال 1991 میں قائم ہوا تھا، لیکن 29 برس گزرنے کے باوجود اس کے ضلعی فنڈز میں اضافہ نہیں کیا گیا جس کی وجہ سے غریب، معذور اور مستحق آبادی بری طرح متاثر ہو رہی ہے جبکہ پنجاب کی آبادی میں کئی گنا اضافہ ہوگیا ہے۔
صوبائی اسمبلی پنجاب کا یہ ایوان مطالبہ کرتا ہے کہ پنجاب بیت المال کے ضلعی فنڈز میں اضافہ کیا جائے۔

محترمہ خدیجہ عمر :

2007 میں بچوں کے تحفظ کیلئے چائلڈ پروٹیکشن بیورو کا محکمہ بنایا گیا تھا جو اس وقت کی حکومت کا بڑا احسن اقدام تھا۔ یہ ادارہ بے سہارا اور لاوارث بچوں کو تحفظ فراہم کر رہا ہے۔ اپنے قیام سے لے کر آج تک اس محکمہ کے ملازمین کو کنفرم نہیں کیا گیا۔ بےسہارا اور لاوارث بچوں کو تحفظ فراہم کرنے والے ملازمین کو اپنی ملازمتوں کا تحفظ فراہم نہ ہے۔ لہذا اس ایوان کی
رائے ہے کہ چائلڈ پروٹیکشن بیورو کے ملازمین کا سروس سٹرکچر بناتے ہوئے تمام ملازمین کو بھی دیگر سرکاری محکمہ جات کی طرح مستقل کیا جائے اور ریٹائرمنٹ پر پنشن و دیگر سہولیات فراہم کی جائیں۔

انٹرنیشنل ادارے سینٹر آف سائنس ان پبلک انٹرسٹ کی رپورٹ میں غیر متوازن غذا کے استعمال کو امراض قلب اور ذیابیطس کی سب سے بڑی وجہ قرار دیا گیا ہے۔لہذا یہ ایوان صوبائی حکومت سے اس امر کی سفارش کرتاہے کہ دُنیا بھر کے طبی ماہرین کی رائے کے مطابق ایسی فاسٹ فوڈ / غیر صحتمندانہ خوراک پر فی الفور پابندی عائد کی جائے جو انسان کو مختلف بیماریوں میں مبتلا کر رہی ہیں اور جن سے انسان موٹاپا، شوگر اور دل کے امراض میں مبتلا ہو رہے ہیں۔

اس ایوان کی رائے ہے کہ صوبائی دارالحکومت میں تمام چھوٹی بڑی شاہراہوں پر ٹریفک کا بےہنگم رش دن بدن بڑھ رہا ہے، جس کے باعث حادثات کی شرح میں اضافہ ہو رہا ہے اور جس کی بنیادی وجہ شاہراہوں پر سروس روڈ کا نہ ہونا ہے۔ خاص طور پر سائیکل سوار کو بےہنگم ٹریفک کے باعث کافی دشواری کا سامنا کرنا پڑتا ہے۔ لہذا  صوبائی اسمبلی پنجاب کا یہ ایوان صوبائی حکومت سے اس امر کی سفارش کرتا ہے کہ صوبائی دارالحکومت میں واقع تمام چھوٹی بڑی سڑکوں کے ساتھ سروس روڈ بنایا جائے۔ نیز آئندہ سے تمام نئے منصوبہ جات میں اس امر کو یقینی بنایا جائے کہ ہر نئی سڑک کے ساتھ سروس روڈ بن سکے اور سائیکل سوار اور پیدل چلنے والوں کے لئے آسانی پیدا ہوسکے۔

اس ایوان کی رائے ہے کہ صوبہ بھر میں کمرشل وہیکلز کے جعلی فٹنس سرٹیفکیٹ جاری ہونے کی وجہ سے حادثات ہو رہے ہیں اور فضائی آلودگی بڑھ رہی ہے۔ اس ایوان کی رائے ہے کہ کمرشل وہیکلز کے فٹنس سرٹیفکیٹ جاری کرنے سے پہلے حقیقی طور پر گاڑیوں کی مکمل جانچ پڑتال ہونا ضروری ہے۔ لہذا صوبائی اسمبلی پنجاب کا ایوان مطالبہ کرتا ہے کہ کمرشل وہیکلز
کی حقیقی طور پر مکمل جانچ پڑتال کرنے اور فٹنس سرٹیفکیٹ جاری کرنے کے عمل کو شفاف بنایا جائے۔

Questions relating to Prisons Department were asked and answered by Mr. Fayaz-ul-Hasan Chohan, the concerned Minister.

 

Private Members Day

 

On a motion moved by Mian Shafi Muhammad, the House granted leave to introduce The Nur International University Lahore (Amendment) Bill 2021”.

 

Suspension of Rules

 

On a motion moved by, Mian Shafi Muhammad, that the requirements of Rule 93, 94, 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with in terms of Rule 234 of the Rules ibid, for immediate consideration of The Nur International University Lahore (Amendment) Bill 2021”, which was later passed by the House.

 

Zero Hour

 

Eight Zero Hour Notices were taken up. The Notice of Ms Mehwish Sultana moved on 26-01-2021 that while taking soumoto notice by Supreme Court of Pakistan, two cement factories established in District Chakwal paid fine of rupees 70 million as per court orders to District Government Chakwal for illegally using underground water of the said area especially Tehsil Choua Saiden Shah and the money recovered should be spent in providing water to the affected area and the Notice moved by Mr Muhammad Tahir Pervaiz that public was deprived of cash, gold, mobile phones and ornaments in 60 dacoity incidents and street crime within the premises of Police Station of Sargodha Road, Chak 366 G/B, Peoples Colony, Mamu Kanjan, Batala Colony and Ghulam Muhammad Abad etc., were kept pending as the Movers were not present.

 

The Notice of Mr Muhammad Tahir Pervaiz moved on 09-03-2021 that due to Covid-19, a number of Factories and Institutions had been closed resulted in unemployment of lacs of workers and labourers. The Member questioned the Labour Department whether it had conducted any survey to ascertain the number of people who had become unemployed and that what steps had so far been taken by the Department for the rehabilitation of these unemployed workers, the Notice moved by Mr Sohaib Ahmad Malik that due to non-payments of salary to the employees of Municipal Committee Phularwan, Tehsil Bhalwal Sargodha, they were compelled to live miserable life, the Notice of Syed Hassan Murtaza moved on 09-03-2021 that in hospitals of all Districts across the Province, frontline Health Workers were being vaccinated to save them from Covid-19 and in District Chiniot which was also part of Punjab and where Health Workers were performing their duties on frontline were deprived of this vaccination, the Notice moved by Ms Shazia Abid regarding protest made by students of Danish School Boys branch, Fazil Pur, against the Principal for misbehaving with them and who, in revenge immediately transferred students of F.Sc to other branches of Danish Schools in different Districts of Punjab two months back before commencement of examination, were disposed of as the movers were not present.

 

The Notice moved by Mr Muhammad Safdar Shakir that a Facilitation Center was established in his Constituency PP-104 Mamu Kanjan, Tehsil Tandlianwala, District Faisalabad to solve the matters pertaining to Revenue Department for which Building had been completed but staff was not employed. Hence, electorate had to travel 35-miles to Tandlianwala for the purpose and the Notice moved by Ms Uzma Kardar that Police entered into Women Madrassa and tortured Lady Teachers teaching in that madrassa located at Khudian District Kasur, were disposed of after replied by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

Privilege Motion

 

The Privilege Motion moved by Mr Ahmad Shah Khagga regarding misbehavior of Mr Saeed Tabassum, Conservator, Lal Sahanra Park, Bahawalpur with the Member concerned, was referred to the Committee on Privileges with the directions to submit its report within two months.

 

Adjournment Motions

 

Six Adjournment Motions were taken up. The Motion moved by Sheikh Alla-ud-Din regarding overcharging by Diagnostic Laboratories for clinical tests being performed by them resulting in mushroom of such labs and pharmacies which were earning excess profit hence, forensic audit of income and expenses of such labs should be held by the Government, the second Motion moved by Mr Muhammad Arshad Malik regarding fraudulent practices were on the rise in Excise & Taxation Department Punjab, where simultaneously double registration of 30 vehicles in Lahore and Sahiwal was disclosed but no action had so far been taken against the culprits, the third Motion moved by Ms Uzma Kardar regarding illegal hunting of animals and birds across the Province despite enactment of Wild Life Act, were kept pending. The Motion of Chaudhary Mazhar Iqbal regarding discontinuance of construction work of road in PP-243 Bahawalnagar constituency of the Member concerned where Head Seven R to Haroonabad Road was not constructed despite allocation of funds in the budget for the year 2020-2021, which would lapse after two or three months, hence, it should be utilized before the next budget, the Motion of Mr Muhammad Kazim Pirzada that due to non-disposal of chemical mixed water by tanneries in Kasur, contaminated water was thrown away in river Satluj, resulting in barren of agricultural land located at Kasur, Okara, Bahawalnagar, Pakpattan and Bahawalpur were disposed of as the movers were not present. The Motion of Ms Shazia Abid moved on 02-02-2021 regarding outbreak of fatal diseases among animals in South Punjab especially in Multan and District Rajan Pur due to their non-vaccination despite the fact that vaccine and other medicines were provided to Livestock Department in South Punjab which was later sold by the Staff on private medical stores, was disposed of after replied by the concerned Minister.

 

Resolutions in the Public Interest

 

Resolutions kept pending on March 09, 2021

 

1.         The Resolution of Ms Shazia Abid to withdraw the decision of abolition of seats in MBBS and BDS in the Medical Colleges of Province of Punjab, reserved for the students from Sind and to restore the previous decision, was kept pending as the mover was not present.

 

2.         The Resolution of Mr Muzaffer Ali Sheikh that during marriage ceremonies and on some other occasions people often shower fake notes (stumer) having picture of Quaid-e-Azam or Islamic content amounting to desecration and demanded immediate ban on this practice and forfeit printed notes from market at once, was kept pending on the request of the mover.

 

3.         The Resolution moved by Sheikh Alla-ud-Din that profit rate for Resident and Non-Resident Pakistanis was different. Non-Residents were receiving profit @ 7% on foreign currency and 11% on local currency; while Residents were receiving profit @ 1% on foreign currency and 3 to 4 % on Pakistani currency, which had also tax deduction @ 35% and demanded the Federal Government to immediately equalize the profit rate, was kept pending as the concerned Minister was not present.

 

4.         Ms Khadija Umer moved a Resolution that sacred pages having Qurani Verses, Ahadith Mubaraka, Isma-ul-Husna, names of Holy Personalities, were desecrated as they were found scattered in Bazars and Streets. The mover demanded the Federal and Provincial Governments to start awareness campaign and initiate legislation at the earliest to save such sacred pages from being disgraced, was unanimously passed by the House.

 

 

 

 

 

Current Resolutions

 

1.         The resolution of Mr Ehsan-ul-Haque that Bait-ul-Maal Punjab was established in 1991 but even after lapse of 29 years, funds allocation for Districts was not increased resulting in desperate condition of poor, destitute and privileged people notwithstanding the fact that population of Punjab had increased manifold. The mover demanded Bait-ul-Maal Punjab to increase allocation of funds at District level, was kept pending on the request of the mover.

 

2.         Ms Khadija Umer moved a resolution that Child Protection Bureau was set up in 2007 for the protection of children and was a pleasant move by the Government. The Department was providing protection to the destitute and neglected children but its employees had not been confirmed so far and demanded to devise their service structure and confirm them with pension and perks on retirement in accordance with the facilities available in other Government Departments, was kept pending on the request of the Minister.

 

3.         Ms Sabrina Javaid moved a resolution that main cause of heart diseases and diabetes was due to imbalanced diet as per report published by International Center of Science in Public Interest and demanded the Provincial Government to immediately put ban on fast food chains which were causing different diseases among people, was withdrawn by the Mover.

 

4.         Mr Muhammad Tahir Pervaiz moved a resolution that due to heavy traffic increasing day by day on all broad and narrow roads in the Provincial Capital, the rate of accidents was increasing and the major reason was non-construction of service roads along with these roads. The mover recommended that the Provincial Government should construct service roads along with all narrow and broad roads and moreover ensure the service roads be constructed in all upcoming projects so that cyclists and pedestrians could  have easy movement, was kept pending as the concerned Minister was not present.

 

5.         Ms Sania Kamran moved a resolution that due to issuance of fake fitness certificates for commercial vehicles across the Province, accidents and air pollution was increasing and demanded that such vehicles should be checked physically before issuance of fitness certificate and this procedure of checking should be made transparent, was disposed of after replied by the concerned Minister.

 

The House was then adjourned at 03:25 p.m. to meet on Friday, May 07, 2021 at 09:00 a.m.
