CONSIDERATION AND PASSAGE OF BILLS

1.   THE LAHORE RING ROAD AUTHORITY (AMENDMENT) BILL 2021 (BILL No. 33 of 2021)

            A MINISTER to move that the Lahore Ring Road Authority (Amendment) Bill 2021, as recommended by Special Committee No.12, be taken into consideration at once.

            A MINISTER to move that the Lahore Ring Road Authority (Amendment) Bill 2021, be passed.

2.   THE PUNJAB COMMISSION FOR REGULARIZATION OF IRREGULAR HOUSING SCHEMES BILL 2021 (BILL NO. 34 OF 2021)

            A MINISTER to move that the Punjab Commission for Regularization of Irregular Housing Schemes Bill 2021 (Bill No. 34 of 2021), as laid and referred to Standing Committee on Housing, Urban Development and Public Health Engineering on 04 May 2021, may be taken into consideration at once under rule 154(6) of the Rules of Procedure of Provincial Assembly of the Punjab 1997.

            A MINISTER to move that the Punjab Commission for Regularization of Irregular Housing Schemes Bill 2021, be passed.

3.   THE PUNJAB COMMISSION FOR REGULARIZATION OF IRREGULAR HOUSING SCHEMES (AMENDMENT) BILL 2021 (BILL NO. 57 OF 2021)

            A MINISTER to move that requirements of rules 95, 96, 154 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the Rules ibid for immediate consideration of the Punjab Commission for Regularization of Irregular Housing Schemes (Amendment) Bill 2021.

            A MINISTER to move that the Punjab Commission for Regularization of Irregular Housing Schemes (Amendment) Bill 2021, be taken into consideration at once.

            A MINISTER to move that the Punjab Commission for Regularization of Irregular Housing Schemes (Amendment) Bill 2021, be passed.

Consideration and Passage of Bills

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved The Lahore Ring Road Authority (Amendment) Bill 2021 (Bill No.33 of 2021), as recommended by Special Committee No.12, be taken into consideration at once, which was passed by the House.

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs The Punjab Commission For Regularization Of Irregular Housing Schemes Bill 2021 (Bill No. 34 of 2021)”, as laid and referred to Standing Committee on Housing, Urban Development and Public Health Engineering on 04 May 2021, were taken into consideration at once in terms of rule 154(6) of the Rules of Procedure of Provincial Assembly of the Punjab 1997, which was passed by the House:

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave that the requirements of Rules 95, 96, 154 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with in terms of Rule 234 of the Rules ibid, for immediate consideration of The Punjab Commission For Regularization of Irregular Housing Schemes (Amendment) Bill 2021 (Bill No. 57 of 2021)”, which was later passed by the House.

Call Attention Notices

Eleven Call Attention Notices were taken up. Two Notices moved by Ch Iftikhar Hussain Chhachhar one regarding murder of Mr Muhammad Arshad and Mr Nasir Shahzad in Pakpattan by the dacoits and injuring one and robbing rupees five million from him, the second Notice regarding molestation and murder of 6-years old son of Mr Ijaz Ahmad Dhudi resident of Mohalla Kareemabad, Mandi Ahmadabad, District Okara, three Notices moved by Mr Muhammad Arshad Malik one regarding theft of 16 tola gold, Rs.50,000/-, 42” LED from Quarter No.85-H, Wahdat Colony, Lahore, the second Notice regarding dacoity on gunpoint at Arif Wala Chowk, City Sahiwal and robbers looted millions of rupees from several shopkeepers and general public and Police did not reach at the place of occurrence in time and the third Notice regarding dacoity of millions of rupees in broad day light in a Medical Store at Pakpattan Chowk Sahiwal and the Notice moved by Mr. Muhammad Abdullah Warraich regarding murder of 45-years old man within the premises of Police Station Mughalpura Lahore Lalpul, were disposed of after replied by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. The Notice of Mr Shujahat Nawaz regarding dacoity of rupees ten million including jewellery, cash, mobile phones at the residence of Government Contractor Mr Qaiser Mehmood within the premises of Paris City, Police Station Bhakhi, District Sheikhupura, the Notice of Ms Sania Ashiq Jabeen regarding murder of an infant and his mother Ms Naseem Bibi within the premises of Police Station Chontra, Mohra Mahuta, Rawalpindi, the Notice of Mr Khalil Tahir Sindhu regarding attack on a temple situated at Mouza Bhong, Sadiqabad by the extremists, who robbed valuable articles from there and the Notice of Mr Muhammad Nawaz Chohan regarding dacoity of Rs.one million on gun point from Mr Muhammad Ayaz Afzal S/o Allah Rakha at Nowshera Road, Gujranwala, were disposed of as the movers were not present. The Notice of Ms Hina Pervaiz Butt regarding murder of two by the armed person within the premises of Additional Session Judge, Jaranwala, was kept pending as the mover was not present.

Adjournment Motions

Sixteen Adjournment Motions were taken up. The Motion moved by Mr Sajid Ahmed Khan regarding administration of University of Gujrat was involved in corrupt practices by using the land of University for the welfare of some of its officers and their families and responsible officers were never held accountable, was referred to Special Committee No.9. The Motion moved by Ch Iftikhar Hussain Chhachhar regarding massive increase in the rate of traffic challans by the Govt. of the Punjab and target list had also been approved and failure of E-Challan system, the Motion of Malik Nadeem Kamran regarding massive increase of dacoity incidents in Sahiwal Division and robbers were boldly and publicly robbing people, the Motion of Mr Muhammad Tahir Pervaiz regarding non-implementation of decision of Steering Committee of Local Government that Technical Secretaries of Union Council in BS-11 inducted in 2007 across the Province to be promoted as Sub-Engineers, the Motion moved by Chaudhary Mazhar Iqbal regarding increase in dacoity incidents in Haroonabad and inability of Police Department to take action against the culprits and the Motion of Ms Aneeza Fatima regarding severe shortage of beds in Punjab Institute of Cardiology and patients were compelled to get treatment by lying on the ground. Secondly lift was out of order due to which heart patients had to use stairs and icing on the cake was that doctors and staff were not checking the patients in time, were kept pending. The Motion moved by Sheikh Alla-ud-Din regarding vulgar and sub-standard content and dramas were being telecasted on some TV channels in the name of entertainment which was degenerating the character of general public and new generation, the Motion moved by Ms Uzma Kardar regarding heaps of garbage were lying in different places in of Kasur, Mustafabad/Lalyani, despite several complaints to DC Kasur, and the Motion moved by Syeda Zahra Naqvi regarding number of drug addicts had exceeded more than two lacs in the provincial capital Lahore who were also using ice addiction, were disposed of.

Two Motions of Mian Abdul Rauf, the Motion of Ms Rabia Nusrat, the Motion of Ms Rabia Naseem Farooqi, the Motion of Mr Atta-Ur-Rehman, the Motion of Mr Muhammad Tahir Pervaiz and the Motion of Mr Mehmood-ul-Haq, were dispose of as the Movers were not present.

Suspension of Rules

On separate motions moved by Syed Usman Mehmood and Rana Mashhood Ahmad Khan under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions, which were kept pending as the concerned Ministers were not present:-

Resolutions

Syed Usman Mehmood moved a Resolution that Medical Colleges in Punjab had the capacity to accommodate 3350 students for which almost one lac candidates appear in the entry test while merit closes at 93%. As per law, enforced in 1962, after completion of MBBS in five years, PROFF Exam was held each year, enabling students to go for house job for one year, making them eligible to appear in PPSC to obtain Government job. This whole process was managed by PMDC which had now been taken over by PMC and section 20 of its Act says that whoever passes NLE after completing MBBS would be eligible for house job otherwise their efforts would be in vain. In America and UK by passing SMLE and PLAB Exams, students were enabled to get licenses and even residency. But after passing NLE, there was no such facility in Pakistan. Retrospective legislation was never considered a good legislation hence students who were registered under PMDC had filled a surety bond. Binding them to appear in NLE was against the law and constitution. Students graduating from medical colleges across Punjab were protesting in support of their demands. The House demanded the Federal Government to immediately repeal Article 20 of the PMC Act so that the future of doctors could be secured and they could stop protest and perform their duties diligently.

Rana Mashhood Ahmad Khan moved a Resolution that thousands of Pakistani students studying in China had been facing problems since December 2019 to continue their studies in China. The Chinese Government was not issuing visas to them hence, these students were uncertain about their future. Countries around the world specifically South Korea and America had played instrumental role for their students to get back to China to continue their studies. Students from Pakistan were fully vaccinated and were ready to adopt all the SOPs set out by the Chinese Government. Students of PhD and medicine were facing more problems due to the reason that the subjects were of experimental nature and online classes did not fulfill their objective. It is the responsibility of Government of Pakistan to contact Chinese Government and try to resolve their issues as soon as possible and get this ambiguous situation clear. So that students could complete their studies from China and come back to Pakistan to serve their country and nation. It is our moral and national duty to save the future of our young generation from turning into ashes. The mover demanded the Federal Government to contact Government of China to issue visas to the affected students so that they could continue their studies.
