Question Hour

Questions relating to Excise, Taxation and Narcotics Control Department were asked and answered by Sardar Muhammad Asif Nakai, the concerned Minister.

Extension in Time Limit for Laying the Reports

On a Motion moved by Ch Ali Akhtar, the House granted extension up to 30 December 2022 to the Committee on Privileges for laying its reports on “Privilege Motion No.1, 6, 17, 25 for the year 2019 and 2, 3, 6, 8, 13, 26, 29 for the year 2020 and 4, 6, 16, 17, 18, 19, 24, 25, 26 for the year 2021 and 2, 6, 7, 9, 12, 14, 17, 18, 19, 21, 23, 24, 25 for the year 2022.

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs laid before the House the following report:

1.         The Annual Report of Technical Education & Vocational Training Authority (TEVTA) for the Financial Years 2013-14, 2014-15, 2015-16, 2016-17 and 2017-18.

Government Business

Reconsideration and Passage of Bill

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs moved that “The Punjab Commission on the Status of Women (Amendment) Bill 2020 (Bill No. 19 of 2020)”, as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution be reconsidered by the Assembly in the light of the message of the Governor, which was again unanimously passed by the House after reconsideration:

Suspension of Rules

On separate motions moved by Mr Muhammad Taimoor Ali Lali and Ms Shamim Aftab in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions, which were unanimously passed by the House:

Resolutions

Mr Muhammad Taimoor Ali Lali moved a Resolution that due to current price hike, all agricultural inputs used in farming including seeds, fertilizers, sprays, diesel, agricultural tools and electricity tariffs were beyond the reach of farmers, and the cost of cultivation per acre of each crop had been doubled. If the Government did not help the farmers in providing subsidies to them, food shortage not only in Punjab but across Pakistan was confirmed and a hefty amount of foreign exchange would be spent to avoid this shortage. Hence, it was necessary to take special steps including indiscriminative constituency wise survey to know which crops were required to be harvested in how much area. Consequently, seeds of all crops especially wheat; and fertilizers should be provided to the farmers on subsided rates at their residences to facilitate them. Flat rates of electricity should be given to them as per practice adopted from 2002 to 2008 when Punjab Government provided them electricity on subsidized rates. Support price of rice and sugarcane should be fixed. Mill owners should start crushing season at the earliest and make payments to the farmers instantly. This would also save farmers from interference of middle man. In order to materialize these suggestions, a Special Committee of the House should be constituted where representatives of farmers from all areas of Punjab should give input and requirements according to their respective areas. After 15 days that Committee should present its recommendations before the House and Government should urgently implement those recommendations.         

Ms Shamim Aftab moved a Resolution expressing great concern over non-provision of subsidy to the farmers on agricultural commodities including wheat, cotton, pulses, sesame and seeds as well as rapid increase in the prices of agricultural drugs, fertilizers, diesel and electricity. The Mover, therefore, demanded the government to take immediate steps to restore subsidy to the farmers of Punjab in respect of above mentioned commodities.

The House was then adjourned at 06:50 p.m. to meet on Friday, October 7, 2022 at 03:00 p.m.
