اس ایوان  کی رائے ہے کہ ضلع اوکاڑہ کے شہر بصیر پور اور علاقہ کی بڑھتی ہوئی آبادی اور عوام الناس کے روز مرہ مسائل کو مد نظر رکھتے ہوئے میونسپل کمیٹی بصیر پور اور بصیر پور قانونگوئی ، جہانگیر آباد قانونگوئی ، جمالکوٹ قانونگوئی ، میونسپل کمیٹی منڈی احمد آباد ، منڈی احمد آباد قانونگوئی ، ڈھلیانہ قانونگوئی MC حویلی لکھا ، حویلی لکھا قانونگوئی اور کو ئیکی بہاول قانونگوئی پر مشتمل بصیر پور شہر کو تحصیل کا درجہ دیا جائے۔

محترمہ حمیدہ میاں:

اعداد و شمار کے مطابق اس وقت تقریبا ایک کروڑ کے لگ بھگ پاکستانی بیرون ملک روزگار کے سلسلے میں مقیم ہیں اور تین ہزار سے ساڑھے تین ہزار افراد روزانہ بیرون ملک جارہے ہیں۔ یہ پاکستانی کثیر زرمبادلہ پاکستان بھیجتے ہیں جس کی مالیت پاکستان کی کل برآمدات کے تقریباً مساوی ہے۔ اس ایوان کی رائے ہے کہ زر مبادہ میں اضافہ کے لئے بیرون ملک مقیم پاکستانیوں کی حوصلہ افزائی کی جائے جو پاکستان کی اقتصادی ترقی میں ایک کلیدی کردار ادا کر سکتا ہے۔لہذا صوبائی اسمبلی پنجاب کا یہ ایوان صوبائی حکومت سے مطالبہ کرتا ہے کہ بیرون ملک مقیم پاکستانیوں کو خصوصی رعایات فراہم کی جائیں، مثال کے طور پر اگر بیرون ملک مقیم پاکستانی پنجاب میں کوئی کاروبار کرتے ہیں ، عمارات تعمیر کرتے ہیں یا جائیداد کی خریداری کرتے ہیں توانہیں ٹیکس کی ادائیگی، نقشہ فیس اور پراپرٹی ٹیکس وغیرہ میں رعایت دی جائے۔                                                                                         (P.T.O)

The Punjab Assembly resolves that as per findings of the 2023 Census, there is a rapid and unsustainable population growth rate that threatens the balance between the population size and available resources in the province.

The province of Punjab is already facing significant challenges in ensuring adequate access to basic services, such as nutrition, education, healthcare, and housing, due to the unchecked growth. It is essential to ensure the fundamental rights of all citizens, including access to quality life, adequate resources, and opportunities for sustainable development, by addressing the root cause of population pressure.

This House resolves and recognizes the urgency of controlling population growth in Punjab to secure the future of all citizens and promote sustainable development. The House calls for the following actions:

1.       Immediate Implementation of Family Planning Programs

2.       Awareness and Education Campaigns

3.       Enhanced Service Delivery to improve the accessibility and quality of family planning services, especially in underserved areas, and work towards ensuring that these services are both effective and easily available to all families.

This resolution is a cross-party call for action, uniting all political parties in the Punjab Assembly to support the urgent measures required to bring the population growth in line with Punjab’s available resources, ensuring a sustainable and prosperous future for all its citizens.

EXTENSION IN LAYING OF REPORTS

1)      Mr Sohaib Ahmed Malik, Minister for Communication, Works & Law, moved motion for extension up to 31st March 2025 for laying of reports regarding Special Committees No. 1, 3, 4, 5, 6, 7 and 8. The House granted the extension.

2)      Mr Sohaib Ahmed Malik, Minister for Communication, Works & Law, laid before the House following reports of Standing Committee on Forestry, Wildlife and Fisheries regarding:

a)      The Punjab Protected Areas (Amendment) Bill 2025 (Bill No. 05 of 2025).

b)      The Punjab Wildlife (Protection, Preservation, Conservation and Management) (Amendment) Bill 2025 (Bill No. 06 of 2025).

3)      Mr Sohaib Ahmed Malik, Minister for Communication, Works & Law, laid before the House report of Standing Committee on School Education regarding the Punjab Education, Curriculum, Training and Assessment Authority Bill 2025 (Bill No. 04 of 2025).

4)      Mr Sami Ullah Khan, Chairperson Privileges Committee, laid before the House reports of Committee on Privileges in respect of Privilege Motion No.3, 11 and 12 of 2024.

5)      Mr Sami Ullah Khan, Chairperson Privileges Committee, moved motion for extension up to 30 April 2025 for laying of Reports of the Committee in respect of Privilege Motion No. 5, 6, 7, 9, 10, 13, 17, 19, 20, 21, 23, 25, 26, 27, 41, 42, 48, 49, 51 and 52 of 2024. The House granted the extension.

Introduction of Bill

·        Mr Amjad Ali Javed moved a motion for leave to introduce THE PUNJAB EDUCATION FOUNDATION (AMENDMENT) BILL 2025. The Bill was pended as Minister for Higher Education was not present.

RESOLUTIONS ON MATTER OF GENRAL PUBLIC INTEREST

·        Chaudhry Iftikhar Hussain Chhachhar moved a resolution that due to population growth and public issues, Basirpur city may be granted the status of Tehsil by merging surrounding administrative units. The House adopted the resolution.

·        Ms Hameeda Mian moved a resolution demanding to grant special incentives to overseas Pakistanis who send foreign exchange. The resolution was pended for response from the concerned Minister.

·        Ms Uzma Kardar moved a resolution demanding to control population growth in the province. The House unanimously adopted the resolution.

·        Mr Muhammad Bilal Yamin moved a resolution demanding to name Government Boys High School Kotli Satyan after Sufi Abdul Aziz. The resolution was pended for response by the Minister concerned.

 

RAISING MATTERS OF IMMEDIATE IMPORTANCE

The Members raised matters of immediate importance under Rule 113-A. The Chair directed to send the extracts of proceedings to Minister for Parliamentary Affairs for onward transmission to the concerned departments for necessary action.
