Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and the proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Abdul Ghaffar Shakir followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Abid Ruaf Qadri.

FATEHA:-

The House offered Fateha for those who lost their lives in the two bomb explosions in the International Islamic University, Islamabad.

Senior Adviser to the Chief Minister, Sirdar Zulfiqar Ali Khan Khosa, on a Point of Order told the House that Government had received threats against the Punjab Assembly. He said there was a traffic rush on the Mall Road due to the ongoing session of the House, which could be a possible target for the next terrorist attack. Therefore, the Assembly session should be adjourned. He said that the Leader of Opposition was also on board regarding this matter.

QUESTIONS HOUR: −

Questions relating to PLANNING & DEVELOPMENT, INFORMATION TECHNOLOGY, INFORMATION AND FINANCE DEPARTMENTS were asked and answered by Mr. Shahzad Saeed Cheema, Parliamentary Secretary for Planning & Development Department, Sirdar Dost Muhammad Khan Khosa, Minister for Local Government & Community Development, holding additional charge of Information Department and Dr.   Muhammad Akhtar Malik, Parliamentary Secretary for Finance Department, respectively.

LAYING OF REPORT

Sardar Qaisar Abbas Khan Magassi laid the report of The Provincial Motor Vehicles (First Amendment) Bill 2009 (Bill No.19 of 2009) and The Punjab Rented Premises Bill 2009 (Bill No.23 of 2009)

EXTENSION IN TIME LIMIT FOR LAYING THE REPORTS

On a motion moved by Dr. Asad Ashraf, the House granted extension in the time limit up to 31 December 2009 for laying the report of the Special Committee on an incident which took place on 1^st January 2009 at the residence of Dr. Asad Muazzam, MPA.

On a motion moved by Ms Asifa Farooqi, the House granted extension in the time limited up to 30 November 2009 for laying the report of the Standing Committee on Excise & Taxation on the Adjourment Motion No.308/09 of Sheikh Ala ud Din.

PRIVILEGE MOTIONS

Two Privilege Motions were taken up.

Privilege Motion of Mr. Waseem Afzal Gondal was pended as mover was not present.

The Privilege Motion moved by Mehr Ijaz Ahmad Achlana, regarding misconduct of Superintendent Darul Aman, District Layya was ruled in order by the Chair and referred to the Committee on Privileges.

ADJOURNMENT MOTIONS

Thirteen Adjournment Motions were taken up.

Two Adjournment Motions each by Khawaja Muhammad Islam & Mr. Joel Amir Sahutra, and one Adjournment Motion each by Ms Farah Deeba, and  Rao Kashif were disposed of as movers were not present.

Adjournment Motions moved by Syed Hassan Murtaza regarding substandard private schools and the other regarding environmental pollution being caused by the industrial units of Faisalabad, Adjournment Motions moved by Sheikh Ala ud Din regarding wide spread of Thalassemia disease in the Province, Adjournment Motions moved by Mr. Muhammad Tariq Amin Hotyana against EDO (R) Bahawalnagar, Adjournment Motions moved by Major (R) Abdul Rehman Rana regarding death of a boy in police custody and Adjournment Motions moved by Dr. Saima Amjad regarding mismanagement of Sir Ganga Ram Hospital Administration were disposed of.

Adjournment Motion moved by Mrs.‏ Samina Khawar Hayat regarding 1,061 files of Johar Town Phase 1 & 2 lost by LDA officials was pended till next session.

Minister for Law & Parliamentary Affairs answered the Motions.

RESOLUTION

The following resolution moved by Ms. Faiza Ahmed Malik Parliamentary Secretary for Irrigation and Power was unanimously passed by the House.

"صوبائی اسمبلی پنجاب کا یہ ایوان پاکستان بھر کے تقریباً 8.52ملین گھریلو کارکن، جن کی بڑی تعداد خواتین پر مشتمل ہے، کے حقوق کے تحفظ کا عزم کرتا ہے اور پاکستان کی معیشت میں ان گھریلو کارکنوں کے کردار کو سراہتا ہے۔ یہ گھریلو کارکن ملک میں کل خواتین آبادی کے 70فیصد کی نمائندگی کرتے ہیں۔ یہ کارکن بےشمار گھریلو صنعتوں مثلاً فٹ بال مینوفیکچرنگ، قالین بافی، لکڑی کا کام، دستی کھڈیاں، کشیدہ کاری، چوڑیاں بنانے اور مختلف مال کی پیکنگ سمیت کئی دیگر سرگرمیوں میں اہم کردار ادا کر رہے ہیں۔ یہ ایوان ان کارکنوں کے حقوق کے تحفظ کیلئے موثر قوانین کی ضرورت بھی تسلیم کرتا ہے۔ یہ ایوان سمجھتا ہے کہ گھریلو کارکنوں کے حقوق کے تحفظ، کام کرنے والی جگہوں پر غیرامتیازی سلوک، بچوں سے مزدوری اور جبری مشقت کے خاتمے، کم از کم اجرت کا مقرر کیا جانا، سوشل سیکورٹی کا دائرہ اور اوقات کار جیسے مسائل فوری حل کے متقاضی ہیں۔ یہ ایوان صوبائی اور وفاقی حکومت سے سفارش کرتا ہے کہ ان گھریلو کارکنوں کی بہتری کے لئے فوری اقدامات اٹھائے جائیں جس سے ملک کی معیشت بہتر ہوگی۔ لیبر قوانین میں گھریلو کارکنوں کو شامل کرنے اور ان کی بہتری اور ترقی کیلئے فنڈ مختص کرنے سے پاکستان کو خوشحال ملک بنانے میں مدد ملے گی۔ یہ ایوان سفارش کرتا ہے کہ گھریلو کارکنوں کے اندراج کیلئے یونین کونسل کی سطح پر ایک مہم شروع کی جائے تاکہ ان کی بہبود کو منظم طریقے سے سرانجام دینے میں مدد مل سکے۔”

GENERAL DISCUSSION ON DEVELOPMENT OF SOUTHERN PUNJAB

The General Discussion on the Development of Southern Punjab was pended till next session.

The Chair then adjourned the session sine die exercising his powers under Rule 25(a) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997.

NOTE: The Governor of the Punjab prorogued the 14^th session on October 22, 2009.
