Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation by Qari Muhammad Ali followed by Naat-e-Rasool-e-Maqbool (P.B.U.H.) by Mr. Marghoob Ahmed Hamdani.

Question Hour: −

Questions relating to Health Department were asked and Malik Nadeem Kamran, Minister for Health (holding additional charge) answered the questions.

Call Attention Notice:-

Four Call Attention Notices were taken up. Call Attention Notice moved by Dr. Muhammad Ashraf Chohan regarding newspaper report about killing of 35 years old Muhammad Saleem at Bhatti Colony, Kotlakpat by dacoits was pended till Thursday. The Notice moved by Mr. Ali Haidar Noor Khan Niazi regarding capturing 47 kg of explosives from terrorists by Hernoli Police Station, district Mianwali. The Notice moved by Mr. Karam Dad Wahla regarding not arresting a criminal named Ejaz also called Jajji and last Notice moved by Ch. Zahir-ud-Din, Leader of Opposition regarding newspaper report about killing of 11 years old child named Jamshed son of Shehzad Pervaiz, resident of Mughalpura, Lahore. The notices were answered by Minister for Law & Parliamentary Affairs.

Resolution on Matter of General Public Interest

Mr. Ali Haidar Noor Niazi moved the Resolution regarding publication of blasphemous caricatures in a Norwegian newspaper demanding the Federal Government to press the United Naitonal to make effective legislation to bar any such act in future was unanimously passed by the House.

Extension In Time For Laying The Reports:-

On a Motion moved by Dr. Asad Ashraf, the House granted extension in the time limit till 31 March, 2010, for laying the report on the matter took place on 1^st January, 2009 at the residence of Dr. Asad Muazzam, MPA, (PP67) before the House.

Two Motions moved by Ch. Tahir Mehmood Hundli Advocate, the House granted extension in the time limit till 15 March, 2010, for laying the report of the Standing Committee on Health on “The Punjab Healthcare Bill 2009 (Bill No.31 of 2009)” and the Committee on Privileges on the Privilege Motion No.1038 of 2008 moved by Sheikh Ala ud Din, MPA (PP-181) before the House.

Privilege Motions:-

Three Privilege Motions were taken up. The Motion moved by Mian Tariq Mehmood regarding misbehavior of DG Anti-Corruption was referred to the Privilege Committee, The motion moved by Mr. Shaukat Aziz Bhatti  regarding lying and hiding facts by Headmaster of Doltana Boys High School and the motion moved by Dr.   Zamurad Yasmin Rana regarding misbehavior of Mehr Iftikhar, Traffic Warden by the concerned member.

The Motions were answered by Minister for Law and Parliamentary Affairs

Adjournment Motions:-

Six Adjournment Motions were taken up. Three Motions were moved by Sheikh Ala ud Din regarding presenting details of contract cost and completion cost of projects progressing under the C&W, Buildings and Irrigation departments before the House, motion regarding shifting inflammable chemicals based business outside the Lahore territory were pended and last Motion regarding promoting awareness about breast cancer in women was disposed of. The Motion moved by Mian Tariq Mehmood regarding changing status of land by EDO revenue, Gujrat was pended till Wednesday. The Motion moved by Mr. Shehryar Riaz regarding the teachers of eight Degree Colleges for Women of Rawalpindi division for not issuing notification of making them permanent was pended, and the Motion moved by Mrs. Nighat Nasir Sheikh regarding non-production of lifesaving medicines by pharmaceutical companies. The Motions were answered by Minister for Law and Parliamentary Affairs.

At this stage the quorum was pointed out by the Opposition and the House was then adjourned till 10:00 am on Tuesday, February 2, 2010.
