1.   THE PUNJAB OCCUPATIONAL SAFETY AND HEALTH (AMENDMENT) BILL 2020 (BILL NO. 13 of 2020)

            A MINISTER to move that the Punjab Occupational Safety and Health (Amendment) Bill 2020, as recommended by Special Committee No.12, be taken into consideration at once.

         A MINISTER to move that the Punjab Occupational Safety and Health (Amendment) Bill 2020, be passed.

2.   THE PUNJAB BOARD OF REVENUE (AMENDMENT) BILL 2021 (BILL NO. 58 of 2021)

            A MINISTER to move that the Punjab Board of Revenue (Amendment) Bill 2021, as recommended by Standing Committee on Revenue, Relief and consolidation, be taken into consideration at once.

         A MINISTER to move that the Punjab Board of Revenue (Amendment) Bill 2021, be passed.

3.   THE EVACUEE PROPERTY AND DISPLACED PERSONS LAWS (REPEAL) (AMENDMENT) BILL 2021 (BILL NO. 60 of 2021)

One Minute Silence

The House observed one minute silence on the sad demise of Queen Elizabeth of the United Kingdom.

Question Hour

Questions relating to Revenue, Colonies (Board of Revenue) and Disaster Management Department were asked and answered by Nawabzada Mansoor Ahmed Khan, the concerned Minister.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice of Ms Neelum Hayat Malik regarding blind firing on husband and wife by unknown car driver at PIA Road, Satukatla, Lahore, was disposed of as Mover was not present and the second Notice moved by Ch Akhtar Ali regarding dacoity in Muhafiz Town Lahore where robbers looted millions of rupees and 20 tola gold jewellery from a family, was disposed of after replied by Mr. Muhammad Hashim Dogar, Minister for Home and Prisons.

Adjournment Motions

Two Adjournment Motions were taken up. The Adjournment Motion moved by Mr Shahbaz Ahmad that Chenab College Jhang founded in 1991 was to overcome the educational backwardness of people in District Jhang and was being supervised by Deputy Commissioner, Mr Athar Tahir, District Administration and Jhang Chiniot Officers Association (Regd.). Its branches were spread to many cities of that District which were being supervised by the concerned Deputy Commissioners. The College which achieved top positions in Faisalabad Board every year had now become hub of corruption and its standard was declining day by day and the second Motion moved by Syed Hassan Murtaza regarding discretionary numbers awarded by the examiner to the students of Matric and F.Sc. in the subjects of Physics, Chemistry and Biology across the Punjab altogether changed the result of exams thus, giving rise to corruption and ruining the future of hardworking students. Hence, practical numbers should be emerged with the numbers obtained in the written exams and grades should be awarded for practical numbers, were referred to Standing Committee on Higher Education.

Laying of Report

Sardar Farooq Amanullah Dreshak presented before the House the report of Standing Committee on Local Government & Community Development in respect of “The Punjab Local Government Bill 2021 (Bill No.78 of 2021)”.

Consideration and Passage of Bills

Mr. Muhammad Basharat Raja, Minister for Cooperatives, Environment Protection & Parliamentary Affairs moved the following Bills as recommended by the Special Committee No.12 and Standing Committee on Revenue, Relief and Consolidation, respectively, which were later passed by the House:

1.   The Punjab Occupational Safety and Health (Amendment) Bill 2020 (Bill No.13 of 2020)

2.   The Punjab Board of Revenue (Amendment) Bill 2021 (Bill No.58 of 2021)

Suspension of Rules

On a motion moved by Mian Muhammad Aslam Iqbal, Senior Minister for Housing Urban Development & Public Health Engineering, Industries, Commerce, Investment & Skills Development under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution, which was passed by the House:

Resolution

Mian Muhammad Aslam Iqbal, Senior Minister for Housing Urban Development & Public Health Engineering, Industries, Commerce, Investment & Skills Development moved a Resolution condemning the Federal Government which had completely blacked out the speech of the Chairman, Pakistan Tehreek-e-Insaf through PEMRA rather it was also banned on local cable and You Tube. Similarly, telethon for the flood affectees was also completely banned which was a sin for the flood victims. Neither public nor any international organization trusted the Federal Government to provide financial aid to it. There was only one leader in Pakistan whom the whole world including Pakistanis considered as an up righteous and honest leader who was the messiah of Pakistanis. On one side, the Federal Government said that during floods refrain from doing politics, but on the other hand, it was following a policy which was against the interests of flood victims. Moreover, the Federal Government was intruding with the efforts of Chairman, Pakistan Tehreek-e-Insaf, who was collecting funds through telethon. The Federal Government had banned all types of cables, YouTube, national and local channels through PEMRA for Chairman Tehreek-e-Insaaf. Hence, the mover demanded the Federal Government to desist from using such types of tactics and made it clear to the Federal Government that the voice of the public leader could not be suppressed by such actions.

The House was then adjourned at 06:30 p.m. to meet on Tuesday, September 13, 2022 at 03:00 p.m.

پنجاب کا یہ ایوان اس بات کی شدید مذمت کرتا ہے کہ وفاقی حکومت نے پاکستان تحریک انصاف کے چیئرمین کی تقریر کو پیمرا کے ذریعے مکمل طور پر بلیک آؤٹ کیا ہوا ہے بلکہ لوکل کیبل اور یوٹیوب پر بھی انکی تقریر کو بند کیا ہوا ہے۔ اسی طرح سیلاب زدگان کے لئے ٹیلی تھون کو بھی مکمل بلیک آؤٹ کیا ہوا ہے جو کہ سراسر سیلاب زدگان کے ساتھ زیادتی ہے۔ وفاقی حکومت پر نہ تو عوام اور نہ ہی کوئی بیرونی ادارہ  اعتماد کرتے ہوئے مالی امداد دینے کے لئے تیار ہے۔ صرف ایک ہی لیڈر پاکستان میں ہے جس پر تمام دُنیا بشمول پاکستانی اُسے ایک صادق،  امین اور ایمان دار لیڈر تصور کرتے ہیں اور یہ بھی تصور کرتےہیں کہ وہ اپنی پاکستانی قوم کا مسیحا ہے۔ ایک سائیڈ پر وفاقی حکومت کہتی ہے کہ سیلاب کا وقت ہے، سیاست نہ کریں جبکہ  دوسری سائیڈ پر وہ سیلاب زدگان سے اظہار ہمدردی کی بجائے دشمنی پر مشتمل پالیسی پر عمل پیرا ہے۔ اس کے ساتھ ساتھ پاکستان تحریک انصاف کے چیئرمین ٹیلی تھون کے ذریعے سیلاب زدگان کیلئے جو فنڈز جمع کر رہے ہیں اس میں وفاقی حکومت رخنہ ڈال رہی ہے۔ تمام طرح کی کیبلز، یوٹیوب، نیشنل چینلز اور لوکل چینلز کو وفاقی حکومت نے پیمرا کے ذریعے چیئرمین تحریک انصاف کیلئے بند کیا ہوا ہے۔ لہذا یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ ایسے اوچھے ہتھکنڈوں سے باز رہے اور مزید برآں یہ ایوان وفاقی حکومت پر واضح کرتا ہے کہ اس طرح کی حرکتوں سے عوامی لیڈر کی آواز کو دبایا نہیں جا سکتا۔
