CONSIDERATION AND PASSAGE OF BILLS

1.         THE PUNJAB SKILLS DEVELOPMENT AUTHORITY BILL 2018 (BILL No. 31 of 2018)

            RESUMPTION OF CLAUSE-BY-CLAUSE consideration (from Clause 5) of the Punjab Skills Development Authority Bill 2018.

         A MINISTER to move that the Punjab Skills Development Authority Bill 2018, be passed.

2.         THE PUNJAB TECHNICAL EDUCATION AND VOCATIONAL TRAINING AUTHORITY (AMENDMENT) BILL 2018 (BILL No. 32 of 2018)

            A MINISTER to move that the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2018, as recommended by Special Committee No.1, be taken into consideration at once.

         A MINISTER to move that the Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2018, be passed.

3.         THE PUNJAB BOARD OF TECHNICAL EDUCATION (AMENDMENT) BILL 2018 (BILL No. 33 of 2018)

            A MINISTER to move that the Board of Technical Education (Amendment) Bill 2018, as recommended by Special Committee No.1, be taken into consideration at once.

            A MINISTER to move that the Board of Technical Education (Amendment) Bill 2018, be passed.

4.         THE PROVINCIAL ASSEMBLY OF THE PUNJAB SECRETARIAT EMPLOYEES BILL 2019 (BILL No. 05 of 2019)

            A MINISTER to move that the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration of the Provincial Assembly of the Punjab Secretariat Employees Bill 2019.

            A MINISTER to move that the Provincial Assembly of the Punjab Secretariat Employees Bill 2019, as recommended by Standing Committee on Law, be taken into consideration at once.

            A MINISTER to move that the Provincial Assembly of the Punjab Secretariat Employees Bill 2019, be passed.

MOTIONS UNDER RULE 244-A

            A MINISTER to move that requirements of sub-rule (1) and sub-rule (3) of rule 244A of Rules of Procedure of Provincial Assembly of the Punjab 1997 be dispensed with under rule 234, for taking Motions for amendments in the said Rules.

            A MINISTER to move that leave be granted to move the proposed amendments in the Rules of Procedure of Provincial Assembly of the Punjab 1997.

            A MINISTER to move that the proposed amendments in the Rules of Procedure of Provincial Assembly of the Punjab 1997 be taken into consideration at once.

            A MINISTER to move that the proposed amendments in the Rules of Procedure of Provincial Assembly of the Punjab 1997 be passed.

Question Hour

Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and Mian Mehmood-ur-Rasheed, the concerned Minister answered the questions.

Adjournment Motion

The Adjournment Motion moved by Ms Zainab Umair regarding ban on foam packaging in the Punjab by the Punjab Food Authority resulting in shut down of several factories and joblessness of thousands of workers, was kept pending as concerned Minister was not present.

Mr. Speaker took serious notice about absence of concerned Ministers in the House to reply to the business and directed Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs to constitute a Special Committee to be headed by him and comprising government and opposition members to probe the matter.

Consideration and Passage of Bills

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved the following Bills which were passed by the House

1.         The Punjab Skills Development Authority Bill 2018 (Bill No. 31 of 2018);

2.         The Punjab Technical Education and Vocational Training Authority (Amendment) Bill 2018 (Bill No. 32 of 2018); 

3.         The Punjab Board of Technical Education (Amendment) Bill 2018 (Bill No. 33 of 2018); and

4.         The Provincial Assembly of The Punjab Secretariat Employees Bill 2019 (Bill No. 05 of 2019).

Motion under rule 244-A

Suspension of Rules

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs that the requirements of sub-rule (1) and sub-rule (3) of Rule 244-A of Rules of Procedure of the Provincial Assembly of the Punjab, 1997 be dispensed with in terms of Rule 234 for taking Motions for amendment in the said Rules, the House unanimously granted leave to move the proposed amendments in the Rules ibid.

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved amendments in the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, which were unanimously passed by the House.

Suspension of Rules

On a motion moved Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs in terms of Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and other relevant Rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

Resolution

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved a Resolution felicitating Pakistan Army and the entire nation on countering Indian aggression whereby, interrupting Pakistani boundaries/airspace and struck down two Indian planes successfully and arrested one Indian pilot which had raised the head of whole nation. It was further added that Pakistan had always advocated peace but the Indian hysteria for war compelled Pakistan Army to defend its motherland. After this befitting reply, India should learn lesson that Indian Army was frightened while Pakistan Army was ready to meet death for its motherland and die as martyrdom. The resolution urged the federal government to mobilize the international community against Indian government which was jeopardizing the peace of entire world to win upcoming elections.

The House was then adjourned at 1:58 p.m. to meet on Thursday, February 28, 2019 at 11:00 a.m.
