Deputy Speaker Provincial Assembly of the Punjab, Rana Mashhood Ahmad Khan assumed the Chair and proceedings commenced with recitation of verses from the Holy Qur’an followed by its Urdu translation by Qari Syed Sadaqat Ali and he also presented Naat-e-Rasool-e-Maqbool (PBUH).

 

Questions Hour: −

Questions relating to Special Education, Excise & Taxation and Sports departments were asked and Minister for Special Education, Malik Muhammad Iqbal Channer (holding additional charge of Food )and Minister for Prisons (holding additional charge of Environment Protection and Tourism), Ch. Abdul Ghafoor, answered the questions.

 

Call Attention Notices:-

Two Call Attention Notices were taken up. One call attention notice moved by Mr. Waseem Qadir regarding assassination of Shakil, son of Amam Masjid Hafiz Ameer, by Mohsin, while the other call attention notice moved by Ms. Faiza Ahmed Malik regarding a newspaper report about killing of famous surgeon, Dr. Kamboh at Lahore Sheikupura Road, were answered by Minister for Law & Parliamentary Affairs, Rana Sanaullah Khan.

 

Privilege Motions:-

Ten Privilege Motions were taken up. The motion moved by Ch. Aamir Sultan Cheema regarding report of The Punjab Development of Cities, 2005 and 2006, was disposed of. The motion moved by Mr. Aamir Saeed Ansari regarding misbehavior of Principal Government Home Economics for Women, Batool Gardezi, was pended because of the absence of the mover. The motion moved by Ch. Shahbaz Ahmed regarding misbehavior of Principal Government Technology College Railway Road Lahore, M.A Abbasi, was disposed of as the mover was absent. The motion moved by Malik Ahmad Karim Qaswar Langrial regarding misconduct of SP Investigation Muzaffargarh, was pended as the mover was not present. The motion moved by Ch. Muhammad Tariq Gujjar regarding misbehavior of Additional Registrar Punjab University Gugranwala Campus, Ahmad Ali Chattah was referred to the Special committee. The motion moved by Major (R) Abdul Rehman Rana regarding unsatisfactory answers by the Communication Department, and the motion moved by Ms. Fouzia Behram regarding irresponsible reporting by a local newspaper, were pended till tomorrow due to the absence the of movers.  The motion moved by Mr. Asif Bashir Bhagat regarding misconduct of DCO Mandi Bahauddin, Waheed Akhtar Ansari, was pended till tomorrow. The motion moved by Rana Muhammad Arshad regarding registering fake FIR by SHO Thana Shahkot, Mirza Latif, was disposed of as the mover was absent.

The motions were answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.

 

Adjournment Motions:-

The only Adjournment motion moved by Dr. Samia Amjad regarding a newspaper report about torturing the candidates for medical examination for the post of ASI in Services Hospital by the hospital administration and the police, was disposed of. The motion was answered by Minister for Law and Parliamentary Affairs, Rana Sanaullah Khan.

 

Government Business:-

General Discussion on Agriculture:-

Minister for Agriculture, Malik Ahmad Ali Aulakh, while winding up his speech said that the state of affairs of the agri-sector is not satisfactory due to various reasons but the Punjab government is trying its utmost to improve them. He said that “we have decided to increase per acre yield and cultivable land by 25 per cent per annum”. He said that agriculture production had already fallen in Punjab. The Minister said that the government is doing its utmost to revive the sector. He said that “we are importing 80 percent fertilizers and have to follow the international prices”. The cost of running tube wells with electricity is higher, he added. He admitted that the small farmers could not bear the high costs of inputs. He said that the province is also facing 35 percent water shortage this year and stoppage of Chenab water by has badly affected agriculture in Punjab. He said that poor marketing of crops is another major problem. The sugarcane millers do no make timely payment to the sugarcane growers. He said the Province had a bumper rice corp this year and hoped to get a good cotton crop because of the steps taken by the government. He said that this year wheat target of 20 million ton could be achieved if farmers were given soft loans. He said that the Punjab government is giving subsidy on fertilizers and Rs. 2 billion are given for import of 10,000 tractors. Other members from Treasury and Opposition benches including Ch. Javed Ahmad, Rana Mubasshir Iqbal, Dr. Amna Buttar, Mr. Muhammad Khuram Gulfam, Mr. Sher Ali Khan, Syed Hassan Murtaza, Ms. Rifat Sultana Dar, Mr. Shahzad Saeed Cheema, Malik Jalal Din Dhakku, Syed Nazim Hussain Shah, Ch. Javed Ahmad, Mr. Karam Ellahi Bandial, Dr. Muhammad Akhtar Malik, Malik Nosher Khan Lungerial, Malik Muhammad Abbas Raan, and Mr. Muhammad Tariq Amin Hotyana also participated in the discussion.

 

Then, the House was adjourned till 9:00 am, Friday, 28th November, 2008.
